HomeMy WebLinkAboutMinutes - March 4, 193517S COUNCIL CHAMBERS -- CITY COUNCIL CITY HALL - - CITY OF LODI Monday, March 4, 1935 This regular meeting of the City Council of the City of Lodi was called to order at 8 o'clock p.m. at the time first above written. Councilmen Clark, Weihe, and Steele present. Councilmen Keagle and Spooner absent. The minutes of the last meeting held February 18, 1935 were read, approved as read, and so endorsed by the Mayor. Mr. Gray who proposes to install an ice vending station at the South- west corner of School and Elm Streets, applied orally for permission to take out about 19 feet of the curbing oa west Elm Street. On motion of Steele Clark second, the request was granted providing the removal was made to meet the approval of the City Engineer. Councilman Welhe voted no. Monthly reports of the Chief of Police and City Poundmaster for the month of February were received, reed, and ordered filed. Reports of the Lodi Business Men Association being filed with the City Clerk, a copy of the proposed ordinance, the sage was introduced as Ordinance No. 209, entitled AN ORDINANCE RELATING TO THE PRACTICE OF ENTERING UPON PRIVATE RESIDENCES EY SOLICITORS, PEDDLERS, AND TRANSIENT VENDORS AND DECLARING. THE SAME UNDER CERTAIN CONDITIONS TO EE A NUISANCE. On motion of Councilman Weihe, Steele second the foregoing Ordinance was ordered laid over until the next meeting of the City Council. Six building permits for structures to cost $1720.00 were allowed and ordered granted. Councilman Welhe stated that Mr. F. H. Cordwayasked the City to contribute the sum of $30.00 as its share of the line fence between the Cordway vineyard and Lawrence Park. It was decided that parties it interested should be allowed to construct the fence around the baseball grounds and pay for the same from signs painted on the fence and from income derived from the City's ten per cent share of the proceeds of all games played on the grounds. This agreement was subject to such modifications as the Mayor night make after contacting members of the baseball clubs. Mr. E. G. Steacy ap)eared at this time and addressed the Council in regard to the Federal Housing Administration Drive for the improvement of buildings in the City. It appearing that it would be necessary to obtain assistance in canvasing the property owners the following Resolution was introduced and adopted. RESOLUTION NO. 758 WHEREAS, this City Council of the City of Lodi, County of San Joaquin, State of California approves and endorses the Federal Housing Administration's campaign as undertaken by the local committee on better housing for which provisions had not heretofore been made in the current budget for funds necessary to carry out the purposes of this campaign. BE IT RESOLVED, that application be hereby made to the State Emergency Relief Administration for assistance in soliciting the householders of the City of Lodi to make repairs, alterations, and cJnstructlon of the buildings in this City as is contemplated by the Federal Housing Administration. 53 IT FUCTEER RESOLVE[ that such application be now made to the State Emergency Relief Administration for California and that the Mayor be and he 1s hereby authorized to sign said application for and on behalf of this City. 53 IT FURTSSR R.S0L73D that the permanent chairman of the local better housing campaign committee be and he is hereby designated as the person who will supervise the said project in the effect of its approval by the State Emergency Relief Administration. The foregoing resolution was thereupon passed and adopted by the following vote: - AYES: Councilmen, Clark, Weihe, and Steele (Mayor) NOES: Councilmen, NONE A_`SEN T: Councilmen , Keagle, Spooner 1?C COUNCIL CHAiVISERS--CITY COUNCIL CITY HALL -- CITY OF LODI Mr. John A. Henning reported as to the progress being made on the sewer project on South School and South Garfield Streets. He stated that it would be necessary to obtain several easements West of School Street in order to omit the proprty of 0. T. Thom?sen. He was instructed to obtain the necessary easements. i Mr. D. D. Smith, secretary manager of the Lodi District Chamber of Commerce, addressed the Council In regard to the construction of the National Guard Armory. Mr. Joseph Losekann addressed the Board stating that the customary architect's fees on such a building would be V. of the cost of labor and materials. He offered to prepare the plans and specifications for $1200.00 and to supervise the construction of the work for $15.00 a trip, only charging for half a day if only a half day was necessary. He estimated the total cost of the building at $39,500.00, of which the City's share would be $9500.00. The following Resolution was then introduced and adopted. RESOLUTION NO. 759 WHBREAS, this City Council of the City of Lodi, County of San Joaquin State of California deems It to be for the best interests of said City that application be made to the State Emergency Relief AdWinistration to do certain work for which no provision was made in the current bud -et, to -wit: - THE .-RECTION OF AN ARMORY BUILDING SUITABLE TO -HOUSE THE LOC -LL NATIONAL "vUFL.D UNIT IN ACCORDANCE KTH PLANS AND SPSCIPICATIONS NUN IN COURSE OF ?REPARATION and it is now desired to make application for said project: NOW, THEREFORE, E3 IT RESOLVED, that apalication be so made to the State 3xersency Relief Administration for California, and that the Mayor be, and he is hereby authorized to sign an ap?licatlon for such project for and on behalf of this City; BE IT ALSO RESOLVED, that 3P. CLINTON 0. HENNING, acting City Engineer of this City be, and he is hereby designated as the person who will supervise said project in the event of its ep7roval by the State Emergency Relief Administration_ The foregoing resolution was thereupon passed and ado.ited by the followin3 vote:- AY35: Councilmen; Clark, Weihe, and Steele (Mayor) MOSS: Councilmen, NONE ABSENT: Councilmen, Keagle, Spooner The City Attorney was directed to get written assurance from the State Adjutant General that the State of California would lease the building if and when constructed at a rate of not less than $900.00 per year for a certain term of years. On motion of Mayor Steele, Clark Second the street superintendent was directed to work under and with the advice of the Acting City Engineer,_ especially in the matter of the grading and draining of streets and alleys concerning which numerous complaints had been filed with the Council. Bills in the amount of $10,443. 40 as approved by the finance committee were allowed and ordered paid on motion of Councilman Weihe, Clark Second. Mr. John A. Henning was authorized to purchase the materials necessary and proceed with the cinstraction of a two-inch water line to Lodi Lake park as he stated that a pump and tank wDuld cost about $950.00 and the material for the water line could be purchased for a. -.out $560.00. The use of a 3,000 gallon tank on the property of E. T. Mason opposite the park site was recommended, but this matter was left to the determination of Mr. Henning.
