HomeMy WebLinkAboutMinutes - February 4, 19351W COUNCIL CHAMBERS --CITY COUNCIL CITY HALL - - CITY Of LODI Monday, February 4, 1935 This regular meeting of the City Council of the City of Lodi was called to order at 8:10 o'clock P.:6. on the date first above written, Councilmen Clark, Spooner, iNeihe, and Steele (Mayor) present, Councilman Keable absent on account of illness. The minutes of January 31 were read, approved as read, and so endorsed by the Mayor. Mr. F. H. Cordway addressed the council in regard to fencing the land between Lawerence Park and his property. The matter was referred to the City Engineer to procure estimates of costs. Report of the Chief of Police for the month of January was received, read, and ordered filed. Likewise the report of the City Poundmaster I or the same period. The clerk read several proposals for supplying the City use of gasoline for the year 1935. Mr. John A. Henning reported that a 1,000 gallon tank with pump could be purchased for $145.85. n 550 gallon tank for $89.45, and a 285 gallon tank for $76.45. After some discussion on motion of Councilman Clark, Neihe second, Caminol Petroleum Company's proposal was accepted and the Mayor was authorized to execute a contract with that company. It appearing that further work would be necessary at the Lake Park other than heretof..,re taken, the Mayor was auth,rized to apply to the SERA for a suppllmentary project for the adoption of resolution 7#748: R3SOLUTION NO. 748 WHEREAS, this City Council of the City of Lodi, County of San Joaquin, State of California deems It to be for the best interests of said City that application be made to the State Emergency Relief Administration to do certain work or to continue with a project already under way, to -wit: THE R=DING OF NEWLY THRONN-UP EMBANKMENTS AND THE ?LACING OF RIP -RAP LLTB.?IALS TO ?i---V'3NT 6EA-i h.ND GRJSIJN "ONv THE SHORES OF LODI MUNICIPAL LAKE ?ARK, THIS WORK BEING SU?PLIMnNTARY TO THAT HERETOFORE AUTHOFIZED AND UNDERTsKEN IN SAID PARK; and it is now cesired to matte application for said project. NOW, TH2REPOR3, BE IT R3SOLV_D, that application for said project be so made to the State Emergency Relief Administration for California, and that the Mayor be, and he is hereby authorized to sign said application for and on behalf of this City; BE IT ALSO RESOLVED, that CLINTON 0. HENNING, Acting City Engineer of this City, be, and he is hereby designated as the person who will supervise the said project in the event of its ap;roval by the Emergency Relief Administration. The foregoing Resolution No. 748 was then passed and adopted by the following vote:- AYES:Councilmen, Clark, Spooner, Weihe, and Steele (Mayor) NO3S:Councilsen, NONE ABSENT:Councilxan, Keagle It also appearing that the painting of the baths could be done by relief workers, the following resolution No. 749 was then adopted. 170 COUNCIL CHAMBERS -- CITY COUNCIL CITY HALL -- CITY Of LOCI RESOLUTION NO. 749 IH3REAS, this City Council of the City of Lodi, County of San Joaquin, State of California deems it to be for the best interests of said City that application be made to the State Emergency Relief Administration to do certain work; to -wit: The painting of the exterior and interior parts of the Lodi Municipal Baths Building on the Southeast corner of Locust and Stockton Streets; and it is now desired to make application for said project; NOW THEREFOR-, c3 IT HESOLV3D, that application for said project be so made to the State Emergency Relief Administration for California, and that the idayor be, and he is hereby authorized to sign said application for and on behalf of said City; :.E IT ALSO RESOLVED, that N. 0. HURRLn, Superintendent of said baths, be and he is hereby cesignated as the person who will supervise said project In the event of its ap?roval by the Emergency Relief Administration. The foregoing Resolution No. 749 was then passed and adopted by the following vote: YSS: Councilmen, Clark, Spooner, Weihe, and Steele (Mayor) NOES: Councilmen, NONE ABSENT:Councll=en, Ke_gle In order to provide work for clercial employees, a project was applied for to the SERA for the sorting, filing, indexing in various matters in the City Clerk's office, by the adoption of resolution 750. RESOLUTION NO. 750 WHER1LS, this City Council of the City of Lodi, County of San Joaquin, State of California deems it to be for the best interests of said City that aoplication be made to the State Emergency Relief administration to do certain work: to -wit: -THE SORTING, FILING, AND BINDING OF MISCELLANEOUS FILES IN THE CITY CLERKS OFFICE: THE INDEXING OF MINUTES LND ORDINANCES OF THE CITY AND THE 7 a?ARATION OF A PERZ.NENT INDEX TmETOR, and, it is now desired to make application for said project; NOW THEREFORE, BE IT RESOLVED, that application for said project be so made to the State Emergency Relief Administration for California, and that the Mayor be, and he is hereby authorized to sign said application for and on behalf of said Bity; BE IT _LSO 33SOLVED, that J. F. BLAKELY, City Clerk of this City be, and he is hereby designated as the person who will supervise said project In the event of its ap?roval by the Emergency Relief Administration. The foregoing Resolution No. 750 was then passed and adopted by the following vote: AYES: Councilmen, Clark,=pooner, Weihe, and Steele (Mayor) NOES: Councilmen, NJ;..: ABSENT: Councilmen, Keagle The clerri then presented a suppiimentary agreement for the expenditure of gasoline tax money and the same was applied for by the adoption of resolution 751: 171 COUNCIL CHAMBERS -- CITY COUNCIL CITY HALL -- CITY Of LODI RESOLUTION NO. 751 In the matter of the use of a portion of this City's allocation of the State 1/40 gasoline tax: RESOLVED: that the Mayor and the City Clerk be and they are hereby authorized and directed to execute the xithln "FIRST SU?PLIM3dTr1 ruy 3'tL'J'1 OF AGREEiaAIT FOR R'AINTENtNCE OF ROUTE 53 AND PURCHASE OF TWO TRUCKS Ill THE CITY OF LODI." for and on behalf of this city. The foregoing Resolution No. 751 was then passed and ;adopted by the following vote: AYe.S: Councilmen, Clark, Spooner, aeihe, aid Steele (Mayor) .-S: Coancilmen, NONE A SzNT: Councilman, Keagle Five building p:rmits for structures to cost $1,335.00 allowed and ordered Kranted. On account of the use that the toy repair project had mode of electricity charged to the Tokay Executive Committee, the clerk was ordered to deduct the sum of $17.80 from their December bill. This was done on the motion of Councilman 7Neihe, Steele Second. At this time Mr. J. A. Henning submitted a partial report of the expense of the materials that would be necessary in order to comply with the recommendations of t^e Board of Fire Underwriters of the Pacific. On motion of Councilmen Steele, Clark second, it was determined to apply to the SERA for an appropriation to cover the labor cost of installing items one and two of recommendation 4o. five of the Board of Fire Underwriters of the Pacific. The estimated expense for materials was $1300.00. By the same motion application was authorized for the employment of engineering and clercial services necessary to comply with the recommendations of the Board of Fire Underwriters in regard to the mapping of the location of fire and water mains and also to include the making of maps showing the location of storm drains and sanitary sewers. Mr. C. S. Jackson appeared before the Board at this time and asked that consideration be given when the project of constructing an armory :^as before the council, to the fact that it should be large enough to include a civic auditorium. The Mayor reported that he was in receipt of a letter from Philip B. Fleming, acting.Deputy Administrator of the Federal Emergency Administration of Public Works, asking that the City make an inventory of needed and useful projects as a partial basis for the outlining of a national program for reemployment and development of natural resources. On motion of Councilman Weihe, Steele second, lir. C. 0. Henning, acting City Engineer was directed to comply with Mr. Fleming's request, especially In calling his attention to the application now on•file in Washington for our hydro -electric power project, also for execution of fire projects, water mains, and the construction of a one million gallon water tank, should the measure be deemed advisable -I& -motion of Councilman Steele, Weihe second, and the City Engineer was directed to bring the sidewalk on Rose Street in front of the Gussendorf Apartments to grade. Kir. Gussendorf to fix the rangy to his 3arage to his own expense. Bills in the amount cf $13,505.79 as approved by the finance committee were allowed and ordered paid on motion of Councilman Weihe, Clark second. At this time Mr. Glenn !lest, City Attorney reported on the decision of the Supreme Court in re: Peabody vs. Vallejo. He also read a portion of a letter from lir. Robert Searls recomme:icing that the City file a supplimentary brief in view of this decision. )Kir. West also reported on the status of the damage suit of Emil Fisher vs City of Lodi, and Southern Pacific Company.
