HomeMy WebLinkAboutMinutes - January 7, 193516 COUNCIL CHAMBERS -- CITY COUNCIL CITY HALL - - CITY OF LODI JANUARY 7, 1935 The City Council of the City of Lodi met at 6:00 ovelock P.M. on the date first above written, Councilmen C1ark,Kengle,Spooner,Weihe and Steele present, none absent. The minutes of the last regular meeting held December 17, 1934 and of the meeting adjourned therefrom held December 24th, were read, approved as reed and so endorsed by the Mayor. This being the date set for the reception of sealed proposals for the publication of legal notices of the City for the calendar year 1935, and It appearing on affidavit that due publication had been had of the notice inviting such bids, the Council proceeded to hear and canvass the bids so received, to -wit, the bid or proposal of THE LODI SENTINEL, offering to print and publish under the specifications at 25ji per column inch for the first publication, at 22j1 for the next publication and at 200 for each publicatlon.had after the second publication. The bid or proposal of THE LODI NEWS, offering to print and publish in accordance with the specifications at a flat rate of 20¢ per column inch. It appearing from the foregoing that the proposal of the LODI NEWS was the lowest and beat bid, the contract for publishing the legal publications of the City for the calendar year ending December 31, 1935 was awarded to that newspaper by the adoption of Resolution of Award No. 743 by the following vote: AYES: Councilmen, Weihe, Clark, Keagle, Spooner, Steele. NOES: Councilmen, None. ABSENT: None. This also being the date set for reception of sealed proposals for the furnishing of a jump and motor for the City water works, and it appear- ing on affidavit that due and legal notice had been published, the Council proceeded to hear the proposals received. The following persons and firms submitted proposals in proper form, accompanied by the.required deposit: Fairbanks,Morse do Co., Spear h Harrison Sts., San Francisco, Calif. Pomona Pump Company, 206 E.Commercial St., Pomona, Calif. Byron Jackson Company, Foot of Carlton St., Berkeley, Calif. Wintroath Pumps, Ltd., 1100 S.Merldian Ave., Alhambra, Calif. Worthington Company, Ltd., 543 Howard St., San Francisco, Calif. Electric Equipment Company, 8 West Pine St., Lodi (Sterling Pumps) John Bean VXg. Company, 217 W.Julian St., San Jose, Calif. Owing to the complexity of the proposals received, the Council order- ed the same to be taken under consideration until the date of its next regular meeting. T::e quarterly report of Lodi Volunteer Fire Department was received, read and ordered filed, also the reports of the Chief of Police and of the City Pa ndmaster for the month of December,1934. It appearing that, due to the acquisition by the City of certain lands from the estate of George E. Lawrence,Deeeased, that certain changes should be made in the current assessment roll, the same were ordered by the adopt - Son of Resolution No. 744: RESOLUTION NO. 744 RESOLUTION ORDERING CANCELLATION OF CERTAIN TAKES AND PENALTIES AND ADJUSTMENT OF TAXES PAID IN RP.ROR. FHEREAS, subsequent to the assessment and levy of taxes for the tax year 1934-1935. this City acquired title to certain parcels of land through the settlement of the estate of George E. Le-wrence,Deceased, and said parcels of land are therefore not subject to taxation; AND, WHEREAS, through error, inadvertence and misunderstanding, Mrs. Nettie M.Murray paid taxes in the amount of TWENTY ONE DOLLARS on lands now the property of this City; NOW THEREFORE, BE IT RESOLVED, that the City Tax Collector be, and he is hereby authorized and directed to make the following cancellations of taxes and penalties against the lands described, and to take credit therefore: (W nutes of Jan 7,1935 cont. being cont. of recital of Res.744 passed thereat) COUNCIL CHAMBERS - - CITY COUNCIL CITY HALL -- CITY OF LODI Assessment No.1356, Lots 1,2,& 3, Block 3, Lawrence Homestead Additlon,Map 2, Tax $13.00, Penalty 65¢, Total $13.65 Assessment No. 1357, Lots 6;7,9,15216,19,18 Block 6 of said Lawrence Home- stead Addition,gap 2, Tax $12.50, Penalty 63¢, Total $13.13 Assessment No. 1360, Lots 1,2,3,4,5,10,11,12,13,1+1, Block 6 of said Lawrence Homestead Addition,Map 2, Tax $21.00, Total $21.00 BE IT ALSO RESOLVED, that all penalties assessed against Assessments Nos. 1353,1355 and 1358 in the amount of $1.23 be, and the same are hereby order- ed cancelled, and that the City Tax Collector be directed to credit the payment of $21.00 made by Yrs Hurray on December 3, 1934 toward the payment of said assessments Nos. 1353,1355 and 1358, said payment having been made and credited to the payment of Assessment No. 1360 through inadvertence and misunderstanding. The foregoing Resolution No. 744 was thereupon passed and adopted by the following vote: - AYES: Councilmen, Clark,Keagle,Spooaer,Belhe and Steele(Mayor) NOBS: Councilmen, None. ABSENT: None. The Clerk reported that he had received the sum of $81.57 for the sale of sludge from the City's Sewage Disposal Plant for the year 1934 from W.E. Riggs. T.J.Hallinan submitted a proposal on behalf of Yrs Nettie M. Murray for the rental of the lands embraced in Pioneer Park for the crop season of 1935 and the some was referred to the City Attorney to draw up a memo- randum of agreement, the Council deeming the offer of one-half the crop to be a fair proposal as there is no water available for use on the lands except from the Lawrence pumps. Associated Oil Company and Signal 011 Company submitted proposed annual contracts for the City's purchases of gasoline; no action taken as it was understood that other companies desired to submit similar proposals. Four building permits for structures to cost $625.00 were ordered granted. Councilmen Clark of the special committee on Lake Park reported that the 24 acres of land necessary to round out the Cityts interests on the north side of the lake could be acquired from Mr. L.T.Mason for a reasonable sum and he was authorized to make an offet-of $250.00 for the tract. Councilman Weihe reported that he was in receipt of vigorous complaints concerning the condition of Maple Street between Stockton and Washington Streets. The Clerk stated that there had been several complaints made to him but that there was no street over the entire length from Washington Street to Stockton Street and that he had asked the parties interested to make the necessary deeds if they desired the street improved. Mr J.A.Henning suggested that the City order that the spaces between the property lines and curb lines on East Flue Street be kept clear of trees so as to give the street a wider appearance as one of the main entries to the City. Mayor Steele suggested that the time was ripe for an ordinance making every place occupied in the City subject to garbage collection fees and stated that he desired to take this matter up at an early meeting. Superintendent of Public Utilities J.A.Henning was authorized to obtain power line easments over lots on North and South School Streets. Mr Henning also suggested that the City raise the sidewalk opposite Lots 5 of 69 Block 3, Mokelumae to the legal grade. He stated that the material would not cost in excess of $180.00and that the labor could be supplied by the S.E.R.A. The suggestion was accepted and the work ordered 165 The Council then proceeded to consider several offers for an audit of the City accounts, Ur C.H.Brown being present.
