Yonday December 4,1933
The City Council of the City of Lodi met in regular session at
8:00 o'clocl on the date first above written, Councilmen Clark,
beagle, Spooner, ',:eine and Steele (mayor) present, none absent.
The minutes of the last meeting held November 20, 1933, were
read, approved as read and so endorsed by the Mayor.
No p=arsons appearing at this time, the order of Public
Hearings was passed and the Council proceeded to hear communications
and reports.
The monthly reports of the Chief of Police and of the City
Poundmaster were received, read and ordered filed.
It appearing on the statement of the City Attorney that the
issue of bonds to pay for the construction of an hydro -electric
plant to be supported by earnings of the proposed plant would be
impractible; the authority granted under Resolution No. 192
adopted November 6, 1933 .tas withdrawn by the annullment of that
Resolution by the adoption of Resolution No. 697.
RESOLUTION No. 697
WH3REAS, the City Council of the City of Lodi heretofore
passed and adopted its Resolution No. 692 authorizing the City
Attorney of said City to file with the Federal Administrator
of Public Works, an application of said City for $500,000.00
to be secured by revenue bonds therein mentioned: and,
WHEREAS, thereafter, the City Council duly and regularly
adopted its Resolution No. 696 authorizing the said City
Attorney to file on behalf of said City with the Federal Administ-
rator of Public Works, an application for a grant and loan in the
sum of 4580,000.00 to be secured by general tax lien bonds of
said City :
NOW, THEREFORE, IT IS HEREBY RESOLVED, that said Resolution
No. 692 be, and the same is hereby revoked.
The foregoing Resolution No. 697 was thereupon passed and
adopted by the following vote: -
AYES: Councilmen, Spooner, 'r4aihe, Clark, Keagle & Steele.
NOES: Councilmen, None. ABS NT: Councilmen, None.
It appearing that the frame building on the lot north of
the Sanguinetti Building on the west side of North School Street
had been erected on a 90 day permit and that the period of the
permit had expired; it was ordered that the building be removed
forthwith.
Councilman ;eihe stated that Lodi Grammar Schools had asked
for permission to use a portion of the Lawrence Park tennis court
for basket ball during the winter months between the hours of
3.30 and 5.00 o'clock P.M. it was ordered that the permission
be so granted.
Superintendent of Public Utilities J.A.Henning said that
he had been approached by two residents of the 700 block of
West Elm Street regarding the removal of the center parked strip
in that block. He was informed that the Council had no object-
ion provided that other residents in the block had the same
opinion and that the work would be done without expense to the
City.
It appearing that certain works in the City might be
accomplished by aid from the Federal Government through the
Civil Works Administration and thereby assist in the relief
of unemployment, .the following resolution was adopted:-

WORKS AIMINISTRATIOlf PROJECT DESCRIBED HEREIN;
SETTING FORTH THE PACT T$:=:T HE APPLICATION IS
MADE SUBJECT TO THE RULES AND REGULATIONS OF THE
CIVIL WORKS ADMINISTRATION AND THE FACTS UPON WHICH
THE CITY COUNCIL RELIES TO JUSTIFY THE PROJECT.
WHEREAS, the Federal Government has made available funds to
be expended upon certain public works projects in the State of
California and its political subdivisions through the Federal
Civil Works Administration for California;
NOW, THEREFOR:., the City Council of the City of Lodi, County
of San Joaquin, State of California does hereby resolve, determine
and declare as follows :
1. That application be and it is hereby made to the Federal
Civil Works Administration for San Joaquin County for the approval
of the Federal.Civil Works Administration for California of the
following project, subject to the rules and regulations of the
Federal Civil Works Administration :-
" The grading of the sidewalk spaces on all.sides of the
City Park bounded by Stockton Street, Elm Street, Washington Street
and Locust Street to official levels; the removal of sixty locust
trees,along the curb lines on said frontages; the deposit of the
surplus e*rth from said grading on the City Playgrounds in said
park to bring them to a proper level and to terrace the lands of
said park abutting on the sidewalk spaces so graded so that earth
will not be deposited on said sidewalks or in the gutters."
Z. T::at the above project has NOT been submitted to the Federal
Public Works Administration,, or has been submitted and refused, and
cannot be financed under the terms of Circular No. 2 of the National
Industrial Recovery Act;
3. That the above project.would not and could not be financed
or carried forward by the City of.Lodi in any other manner, and that
it would not take the place in ary way of any normal function of
government in said City;
4. That'the above project is of general public benefit, econom-
ically sound and of permanent value;
5. That the City Engineer be and he is hereby authorized and
instructed to certify upon the application contained herein, to the
correctness of the plans and specifications and the estimates of
labor, materials, supplies and equipment required;
6. That the City of Lodi has sufficient funds to furnish the
money, equipment and other materials and services of value set
forth under item III of the application and upon approval of .the
application, will furnish all the items listed; .
7. That the City.Clerk shall certify to the passage and
adoption of this resolution and forward three certified copies
thereof to the Federal Civil Works Administration for San Joaquin
County at Stockton, California.

The foregoing Resolution No. 698 was thereupon adopted by the
following vote:

Claims in the amount of $9,883.64 as approved by the
Finance Committee comprising numbers 20881 to 20961 were
allowed on motion.of Councilman Clark, Spooner second.
No further business appearing, the Council adjourned
at the order of the Mayor, to meet at the date and hour of
its next regular meeting.
