Monday, October 2, 1933
The City Council of the City of Lodi met in regular session
at 8:00 o'clock P.M. on the date first above .written, Councilmen
Clark, rea?ie, Spooner, 'iieihe and Steele Wayor) present, none
absent.
The minutes of the last regular meeting held September 18th
were read, approved as read and so endorsed by the Mayor.
No persons appearing at this time, the Council proceeded
to hear communications and reports :
(1) A communication from League of California Municipalities
quoting from a telegram setting out the attitude of the Federal
Government in regard to a fair wage scale on public projects;
(2) d letter from Standard Oil Company of California in
re?ax d to that company's policy on roadside sign boards;
(3) s letter from the State Highway Commission asking the
City to approve the present routing of State Highway No. 53
through the City and asking the City to assume maintenance if
and when the said routing should be abondor_ed. Complying with
this request, the following resolution was adopted :-
RESOLUTION NO. 690
INHERE3S, under and by virtue of C'r_apter 767 of the Statutes
of 1933, the Department of Public Works of the State.of California
is authorized to expend annually from the State Highway Fund, an
amount equal to one quarter of one cent per gallon tax on motor
vehicle fuel, after porportionate payments therefrom into the
"3uel Tax 3nforcement 7und" and after porportionate refundsehall
have been made, within the incorporated cities and freeholder
charter cities, and in any city and county in the State of Calif-
ornia, for the purposes specified in said chapter, and in the
manner provided by law, and,
4;=REAS, in accordance with the provisions of said Chapter
767, and in accordance with the provisions of Sections 363r and
363y of the Political Code, the Department of Public Works,act-
ing through and by the California State Highway Commission, has
designated as a State Highway, the following described streets
in the
CITY OF LODI, San Joaquin County
ROUTS 53. Through Lodi 1.14 miles
Beginning at the northerly city limits on Church Street
at Louie Avenue, thence southerly over Church Street to
Lockeford Street, thence easterly over Lockeford Street to
the easterly city limits at the west line of Cherokee Lane
(Junction State Highway Route 4), a distance of 1.14 miles
more or less, within the corporate limits of Lodi
which said streets are existing travelable streets in the City of
Lodi, and approximately on the route of the authorized State
Highway, and,
W --3R.sS, the Director of Public Works and the California
Highway Co=ission have requested the City of Lodi to approve the
routing hereinbefore described and to agree to resume jurisdict-
ion over said city streets, or portions thereof, as may not be
included in the State Highway, when the sme is laid out,adopted
and constructed,

City of Lodi, does hereby approve the routing of said State Highway
as above set forth, and, that. upon the relinquishment of the
said streets or any portion thereof to the City of Lodi in the
manner provided by lash, the said City agrees to resume jurisdict-
ion over said streets, street or an4 portion thereof so relinquished.
The foregoing Resolution No. 690 was thereupon passed and
adopted by the following vote :-

3Ionthly reports of the Chief of Police and of the City Pound -
master for September,1933 were received, read and ordered filed.
The Secretary and Chief of the Lodi Volunteer Fire Department
presented the quarterly report of the Department for the quarter
ended September 30, 1933 and it was ordered to take the usual
course.
Phil Vlahiotis and Steye Grekas applied for permission to
operate a beer saloon and card parlor at 105 N. Sacramento Street.
Councilman Weihe moved that the application lie over for one
week as the owners of the building at that location had promised
that the place would not be rented for such purposes. The motion
lost through failure to secure a second and the permits were
ordered granted
ORDINANC3 NO. 199, entitled " AN ORDINANCE AMONDING ORDINANCE
129 AND 3sLATING TO TAX R&Da+I?TIONS" was read for the first time
and on motion of Councilman Weihe, Keagle second, introduced and
laid over for the statutory period of not less than five days.
The Clerk reported that he had received a tender of approx-
imately 430 of the filed claim against Ed. Schmaidt for water and
electricity at 100 W. Pine Street from the Trustee in charge of
the liquidation of the business. On motion of Councilman Spooner,
Beagle second, he was directed to accept this as final settlement,
Councilman Weihe not voting.
Mr Glenn West, City Attorney reported orally upon several
matters referred to him for an opinion; first as to the effect
of recent legislation affecting the proposed directional sign
on the state highway; second, in regard to the handling of permits
to sell legal alcoholic beverages and lastly on the sales tax
on electrical equipment purchased by the City.
Sills in the amount of $12,064.76 as approved by the Finance
Committee were allowed and ordered paid on motion of Councilman
Weihe, Keagle second.
The Council then convened as Committee of the Whole to discuss
present labor troubles in the City with the Chief of Police, it
being common knowledge that communists and other agitators were
inciting the picketing of vineyards and fruit sheds and otherwise
obstructing the harvesting of the grape crop.
At 10.15 P.M. the Council returned to opet session and
adjourned to and until 8:00 o'clock P.1d. of October 9, 1933
on motion of Councilman 6'+eihe.
