HomeMy WebLinkAboutMinutes - April 3, 19332 COUNCIL CHAMBERS -- CITY COUNCIL CITY HALL - - CITY OF LODI Monday,April 3,1933 The City Council of the City of Lodi met at 8 o'clock 2.:..'. on the date first above written, Councilmen Clark, Zeal -1-3, Spooner, 'ieie and Steele present, none absent. The minutes of the regular meeting of March tot_ and the meeting adjourned therefrom held Yarch 27th.,1933 were read, approved as read and so endorsed by the Mayor. No one of t're numerous bystanders desiring to address the Council at this time, the order of Public Hearings was passed and the Council proceeded to hear communications and reports: The Report of the Chief of Police for the month of ;larch was received, read and ordered filed, likewise the report of the City Poundmaster for the same period. Ur Z---1 Kay, Secretary of Lodi Volunteer mire Department filed his report of the department's activities for the quarter ended March 31, 1933 and the same was read and ordered to the Clerk's files. The Clerk reported receipt of a telegram from air B.'W.Creim of Llodesto Irrigation District urging attendance on the present sessions of the State Legislature but stated that it was impos- sible for him to attend. At the suj�gestion of Councilman Spoon - 3r, he :las directed to wire or write Mr Creim stating the attit- ude of the City in regard to amendments to the so-called Riley - Stewart plan as amended which would place publicly owned util- ities under the control of the State Railroad Commission and budget matters under the State Board of Equalization. The matter of replacing curb, gutter and side -walk damaged in the removal of the eucalyptus trees on East Pine Street r.'as referred to the Street Superintendent and the topping of trees in the old City park was referred to the Committee on Streets and Highways. At this time, Mr C. R. Van Buskirk addressed the Council, urging certain amendments to the ordinance; Mr H. C. getmore also urged that severe penalties for violation be appended and Liss Sherman urged that proper safeguards be'enacted so as to protect the youth of the City. On motion of Councilman Spooner, Keagle second, Section 6 of the ordinance was amended by adding sub -sections (a), (b) and (c) and Section 4 by adding statements as to time for filing applications and action thereon by the City Council; the insertion of a clause prohibiting sale to those receiving public aid and a limitation prohibiting persons under eighteen years of age from 'handling these beverages where the same will be consumed on the premises where sold. The amendments were adopted by unanimous vote of all members of the City Council. In the matter of bids for furnishing gasoline to the City in place of the contract cancelled by the Shell Oil Company: The Clerk reported bids received informally as follows:- Caminol Com_nany Ltd., 13� State & ?ederal Tag Inc. Western Oil & Refining Cc 9V excluding taxes Shell Oil Company 13J, State Tax:Only-Included. Standard Oil Company 14V, State & ?ederal lax Inc. It appearing to be to the best interest of the City to accept the proposal of Caminol Company Ltd., contract was awarded to their local -representative, Sherman Oil Company on motion of Councilman Spooner, Clark second. The Clerk read a letter from National Audit 3: Appraisal Company offering to install a budget system providing that company was given the audit of the City's accounts. The Council then proceeded to consider applications in the Clerk's files from those desiring to handle malt and vin- ous liquors under the new rederal regulations. AnLlications Nos 1-A and 1-B for distributors licenses and applications Nos 1 to 36 inclusive for vendors licenses were examined, and on motion duly put and carried, the Clerk was directed to issue permits to all on payment of the neces- sary license tax when the same had been at least seven days on file, except applications Nos 9 and 30 which were referred to the Chief of Police for investigation and report, it being the direction of the Council that permits should issue to these latter two only on the filing of a favorable report as to previous records of aoDlicants. Bills in the amount of 411,692.30 as approved by the ?inance Committee were allowed and ordered paid on motion of Councilman 'r;eihe, Clark second.
