recd, aoproved as read and so endorsed by the i:syor.
". H. Lorenz, representing Lodi Investment Company asked
that a beater nater rate be granted hotel Lodi and other tenants
in that building. It a-opearing that all services in the building
were now metered and that the Department of Public :;tilities was
co-operating in the location of water waste, i..r Lorenz was asked

wr seor~e S. ionz asked that he be allowed the sum of X20.00
per month for care of the City dumping grounds, stating that, under
present conditions of the market for waste materials he could not
continue in charge. On order of the _ayor, this matter was laid
over to be taken up later in the meeting.

a branch of League of California Yunicipalities urging adoption
of a resolution opposing the present Federal Tax on electric
e_ner?7 and other tars of a similar nature that appeared to be j
about to be presert;ad to Congress at the present session.
Councilman Spooner introduced the following Resolution after
the 1:ayor has explained the action recommended at a state-wide
moetin- held at Ran Francisco on December 28, 1932 ;

that certain Federal _-enci•es contemplate submitting to Congress
c=rtain amendnents to the Revenue Act of 1932, which amendments
will, in our opinion, result in a tax burden upon States, State
As-encies and/or publicly owned utilities, and,
:HE-RZ S , we are of the opinion that any tax created by
Congress v;hich results in the imposition of any burden upon
States, State A79rcies and/or publicly owned utilities is contrary
o public policy ;

s.-hich imposes, or may be interpreted to imDoss, a burden upon

the following amendments to the Revenue act of 1932 .
1. In the enforcement of the Revenue Act of 1932, the
Federal so7srr.-nent shall not impose an obligation upon
az:y State or Territory or political subdivision thereof,
or the Diatrice of Columbia, or on the officers or
emnloyees of the aforesaid.
