Monday, April 18, 1932
This regular meeting of the City Council of the City
of Lodi met at 8 o'clock Piot, on the date first above written,
Councilmen Keagle, Roach, Steele. tleihe and Spooner present,
the latter presiding.
The minutes of the last meeting held April 4th.,1932
were read, approved as read and so endorsed by the Mayor.
At the order of the Mayor, the order of Public Hearings
was passed and the City Council proceeded to hear communications
and reports :-
Ar_other letter from Pyr flilliam J. Locke, late Secretary
Manager of the League of California -Municipalities asking that
he be given a chance to reply to charges made against him, was
read.
?resident Mitchell of The League of California 11unicip-
alities asked, by letter, that the Ma or issue a proclamation
calling public attention to Public School .leek beginning Aril
25th. This cor;munication ryas laid over for consideration by' the
incomirg City Council.
The application of P.A.Tate_to erect a sign at Lodi
A-.enue and Cherokee Lane for Standard Cil Company was granted
as the sign would be on privately owned ground.
Cpuncilr an ,4eihe, appointed April 4th as a special com-
mittee to investigate the condition of trees in City Park, Elm
and Stockton Streets reported that he would recommend that nothing
be done to save the old trees but that about'twenty be removed
so as to leave more space to the good trees and to the lawns.
Three building permits for structures to cost $650.00
were ordered granted.
Bills in the amount of $3,286.47 as approved by the
Finance Comittee were allowed and ordered paid on motion of
Councilman Roach, ,Ieihe second.
This being the first meeting following the general
municipal election of May llth.,1932, the following resolution
was then introduced, after the Council had canvassed the
returns of this election and had counted the four absent voters'
ballots received

(1) That said General Municipal Election was held and
conducted -on Monday the 11th day of April, 1932 in time, form
and manner as required by law ;
(2) That there were four voting precincts established
consist ng of consolidations of state and county precincts ;
(3) That the whole number of votes cast in the City of Lodi
at said election was FIVE THOU3.411D FOUR HUNDRED WELVE exclud-
ing those cast by absentee voters, which were sixteen in number

(4)That the names of the persons voted for, the offices
for which they were voted, the number of votes received by each
person in each of said precincts, together with the Whole number
of votes which they received in the whole City and the absentee
vote cast for each candidate are as follows

RESOLVED THEREFORE
That J. A. Spooner was re-elected a member of the City
Council for the full term of four years from and after Monag,
April 18, 1932 and until his successor is elected and qualified;
That Harvey S. Clark was elected a member of the City
Council for a full term of four years from and after Monday,
April 18, 1932 and until his successor is elected and qualified;
That J. F. Blakely was elected City Clerk and ex -officio
Assessor for a full term of four years from and -after Monday,
April 18, 1932 and until his successor is elected and qualified;
That J.Hamilton Davis was elected Treasurer and ex -officio
Tax Collector for a full term of four -years from and after Monday,
April 18, 1932 and until his successor is elected and qualified;
The City Clerk will make and deliver certificates of
election to each of the foregoing, and, having first qualified
himself, administer the statutory oath of office.
The foregoing Resolution No. 658 was thereupon adopted
by the following vote :-

Spooner,
NOES: Councilmen, None.
ABS21W: Councilmen, None.
At 8.40 o'clock P.M. and on motion of Councilman Jeihe,
the City Council adjourned sine die.

`_.Onday April 1S 1932.
Immediate17 upon the adjournment of the City Council
as recited on pale 480,preceeding,of these minutes, the City
Council proceeded to re -organize for the next teen.
Councilmen elect W. A. Spooner and Harvey S. Clark
beim in attendance, they were administered the statutory oath
of office by the Ci tp Clerk, it J. Hamilton Davis, Treasurer
elect, having taken the oath previously. On motion of
Cnuncilman Spooner, Councilman G-. M. Steele was nominated for
the office of Mayor of the City and declared elected by acclam-
ation.
Mr Steele then took the presiding officers chair and
called the meeting to order in regular session of the City
Council.
Quarterly reports of the Treasurer and City Clerk
for the period ended liarch 31, 1932, were received and read
and on order of the Mayor, referred to the files.
Certified copies of resolutions endorsing the City's
stand as against encroachments of Pacific Gas &Electric Com any
and Last Bay Municipal Utility District upon the waters of the
Mokelumne River were received and read.

laid over for the statutory period of not lless than five days.
ORDINANCE No. 191 " AN OH.DINAdCE RELATING TO THE DIS-
TRIBUTION IN THE CITY OF LODI OF ADVERTISING SAIr LES, HANDBILLS,
DODGERS, CIRCULARS, BOOKLETS AND OTHER NOTICES OF CGL-11ERCIAL
ADVM ISING " was introduced on motion and by the same motion,
laid over for the statutory period of not less than five days.
Mayor Steele then announced the appointment of the
standing committees of the City Council :-
Public Utilities: ..A.Spooner, Chairman, G. A. Keagle
and Otto A. :ieihe, members.
Public Health & Safety: G. A. Keaj�le, Chairman, H.S.Clark
and Otto A. ,7eihe, members.
Finance &. Revenue : H.S.Clark, Chairman, G.A.Keagle and
Otto A. .7eihe, members.
Streets &. Highways : Otto A. :ieihe, Chairman, d.A.Spooner
and G. A. Beagle, members.
Councilman ;'ieihe addressed the Council on the matter
of using the knowledge gained by Councilman Sooner while Mayor
to its best advantage in prosecuting the city's cases and to
that end, the Mayor appointed Councilman Spooner as a special
committee of one to co-operate with the Mayor in all matters
relaying to the safeguarding of the waters of the Mokelumne.
John Bauer appeared in regard to band concerts, stating
that the Tokay Band could startlaying June.15th and play twelve
concerts weekly on ,ednesday niJis or until the end of August.
Lir Bauer desired the city's full contribution of $1,200 to be paid
him for these concerts.and for parading on Memorial Day and on
Armistice Day.
Superintendent of Public Utilities. John A. Henning,
addressed the Council on the waste of air now had at the sewage
disposal plant through the throttling down of pressures in the
main treatment tanks so as to obtain proper ebullition in the
sludge return channels. Mr Henning aAvocated the replacing of
Minutes of April 18, continued] -
the present plates of low air permeability with new plates
= capable of by-passing more air into the sludge return channels,
stating ,that this would not alone procure better treatment but
would affect a considerable savinj5 in power and allow the
compressors to work at more efficient pressures. Mr Henning
was directed to take such steps and incur such expense as would
be necessary.
On motion of Councilman 71eihe, the City Council
adjourned until the date of its next regular meeting
to be held May 2nd., 1932.
