HomeMy WebLinkAboutMinutes - February 1, 1932'1 q 42 Council Chambers -City Council City Hall -City of Lodi Monday, February lst.,1932 This regular meeting of the City Council of the City of Lodi -;vas called to order by the Mayor at five minutes past eight o'clock P.M. on the date first above written, Councilmen Zeagle, Roach, Steele, '(eihe and Spooner present, none absent. The minutes of the last regular meeting held January 18th and the Special Meeting held January 25th.,1932 were read, approved as read and so endorsed by the Mayor. The order of Public Hearings was passed for the moment and the City Council proceeded to hear communications and reports :- Lodi Post Veterans of Foreig ,Tars requested that the City Council arrange to accept on their behalf from the United States Government, one three inch cannon and its accompanying caisson, the same to be mounted on a permanent foundation at same public place in the City. Owing to lack of information as to the expense entailed, this matter was referred to the Post for further information.- Standard nformation:Standard Oil Company of California applied by letter for permission to install and operate a gasoline tank of five hundred fifty gallon capacity beneath the sidewalk space at the corner of School and Pine atreets. Permission ordered granted. The monthly report of the Chief of Police for the month of January 1932 :vas received, read and ordered filed, likewise the report of the City Poundraster for the same period. Under the head of unfinished business, Ordinance No. 188 " AN ORDINANCE TO REGULATE TIE SALE AND HANDLING OF MILK IN THE CITY OF LODI: PROVIDING A PENALTY FOR THE VIOLATION THEREOF: AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT •THElfiEi TH " was introduced for final passage, the Mayor stating that the meeting was now open for discussion of the same. Mr Granville S. Wilson read and presented for filing a petition asking that the ordinance be not adopted, stating that the petition contained the names of over eight hundred signers. Mrs j:/.Node, also spoke at length against the adoption of the ordinance. Mrs George Hubbard presented a lis,, of state tests made of milk from seven small dairys to show that the same were now beer.$ operated in a satisfactory manner. Mr Arthur Hays, State Milk Inspector stated that the State desired the adoption of such ordinances as that proposed so that local authorities could take action against insanitary dairies. Dr. John J. Sippy of San Joaquin Local Health District explained passages of the ordinance, stating that no specified equipment would be necessary to bring small dairys up to the standard set. R. B. Steyer of the District also spoke in favor of the ordinance. George Fade said that the big dairys and the distributors feared nothing from the competition of the small dairys; they only desired that milk for local consumption be inspected by San Joaquin Local Health District before being offered for sale. Councilman Steele moved that Subdivision "c" , Section VII be amended by substituting the word eighty and the figures 80% in lieu of the word "Ninety" and the figures "90%" relat- ing to the minimum scores of dairys producing Grade "A" Raw milk. This amemdment was agreed upon and the City Council proceeded to vote upon the ordinance thus amended. The said Ordinance No. 188 was thereupon passed, adopted and ordered to print by the following vote :- AYES: CounciLen, Ste ele,rieagle,Roach,'.,eihe and Spoone_ . NS: CounciLren, None. ABS 1 : None.
