Council Chambers -City Council
City Hall -City of Lodi
Tuesday, September 8th.,1931
This regular meeting of the City Council of the City
of Lodi was called to order by the Mayor at 8 o'clock P.M.
on the date first above written, Councilmen Keagle, Steele,
Roach, ,?eihe and Spooner present, none absent.
The minutes of the last regular meeting held August
17th and of the adjourned meeting of August 24th were read,
approved as read and so endorsed by the Mayor.
No persons being in attendance, the order of Public
Hearings was passed and the Council proceeded to hear com-
munications and reports :
The report of the Chief of Police for the month of
August was received, read and ordered filed, likewise, the
report of the City Poundmaster for the same period.
A call for a meeting of Publicly Owned Gas and Electric
Utilities Association to be held in Los Angeles September
28th was read and ordered filed.
The annual call for the general meeting of the League
of California Municipalities to be held in Monterey September
21st to 25th was read and the City Clerk was named to repre-
sent the City at the convention.
Ordinance No. 186 entitled, "AN ORDINANCE LEVYING TAXES
FOR THE FISCAL YEAR BEGINNING JULY 1, 1932" having been reg-
ularly introduced and read at the regular meeting of August
24th was introduced for passage and Finally passed and adopted
by the following vote :-
• AYES: Councilmen,reihe,Roach,Keagle,Steele and Spooner.
NOES: None. ABSENT: None.
The mayor thereupon approved and signed the foregoing
ordinance.
building permits
Five applications/for structures to cost $7,750.00
were read and approved.
The following Resolution was adopted:-
`ESCLUT I ON No. 644.
RESOLVED,.that-the diagram prepared by Edward K. Hussey,
City Engineer of the City of Lodi and submitted this 8th day
of September,1931, be and the same is hereby approved and
adopted as the diagram of the district to be assessed to pay
thecostsand expenses for Street :fork or Improvement of a
Portion of Cherokee Lane, all as described in Resolution of
Intention No. 72 of the Cit Council of said City of Lodi
passed and adopted on the 6th day of April, 1931.

NOES: None. ABSENT: None.
It appearing that the East Bay Municipal Utility District
through its legal department is active in the City in the
spreading of reports calculated to Produce the impression that
this City Council and its representatives had not made or had
not properly received overtures for settlement of the matter
of the utilization of the waters of the Mokelumne River before
appealing to the Courts, the following Resolution was adopted
on motion of Councilman Steele, Jeihe second :-

3.ES GLUT I ON No. 645.
;� _ EAS, this City Council desires that the citizens
and taxpayers of the City of Lodi be fully informed as to the
actions taken by this Council and by its attorneys and engineers
in attempting to effect a settlement with the East Bay Municipal
Utility District and with Pacific Gas & Electric Com any prior
to its final decision to bring suit against said dis riot and
against said Company to restrain them from interference with
the waterg of the Mokelumne River, thereby irreparably damaging
the water supply of this community ;
BE, IT RNSOLVLD, that Mr Robert M, Searls, Attorney for
this City in said suit be, and he is hereby requested to prepare
a short resume of the steps heretofore.taken to effect a peacable
settlement of the matters at issue, such statement, when prepared,
to be offered for reading before the various service clubs of
this City by the City Clerk at any early regular meeting. It is
herein proposed that the inquiries from those in attendance be
received and submitted to Mr Searle for reply, such reply and
the name of the inquirer to be published in the local papers
BE IT ALSO RESOLVED, that a copy of said resume be
mailed to each.taxpayer as shown on the last equalized assess-
ment roll together with a statement that any and all questions
concerning the same will receive attention from fir Searls and
that his reply, together with that of she name of the inquirer
will be published so that others may be informed who may have
the same query in mind.
Adopted by the following vote: -
AYES: Council-ien,Steele,,{eihe,Keagle,Roach & Spooner.
NOES: None. ABSENT: None.
Bills in the anount of $11,661.60 as acproved by the
Finance Committee were allowed and ordered paid on motion of
Councilman Roach, leihe second:
l:r 1, G. „urrle rendered an oral report on the plaq-
ground season just closed and on motion of Councilman Steele,
the following esolution was adopted: -
%1 -SOLUTION No. 646.
7SC:LVED, that lir :. G. Hurrle be commended for'the
manner in which the Lodi City Playgrounds have been conducted
this year and for the active interest that,he has shown in
making the restricted budget cover all of its activities.
The above Resolution adopted by unanimous vote,
Ordinance No. 187 entitled " AN ORDINANCE REPEALING
03DINAITCE No. 158, AND tkIME ING ORDINANCE No. 131, RELATING
TO 7.19 SALARY OF TIE CITY R✓CCRDER, NOW CITY JUDGE OF THE
CITY OF LODI" was introduced on :notion and by the same motion
laid over for the statutory period of not less than five days,
Councilman .Yeihe voting against the introduction of the ord-
inance.
On motion of Councilman Jaihe, the Cit Council adjourn-
ed to the day and hour of its next re lar me ing;
