On motion of Counczinan Keagle, Roach second, Councilman Steele was chosen =ayor and opened the meeting. The minutes of the regular meeting of July 21st.,and the adjourned meeting of July 28th.,l930 were read, approv- ed as read and so endorsed by the Mayor. Representatives of Southern Pacific Company being in attendance, the order of Public Hearings was temporarily passed and Ordinance No. 177 was called up for passage. Ordinance No. 177, " An Ordinance Granting Unto Central Pacific Railway Company, a Corporation, Its Lessees, succes- sors and assigns, the franchise, right and priviledge to Construct,Maintain and Operate Railroad Side Tracks and Appurtenaces upon and across Certain Streets in the City of Lco.i in the Locations Hereinafter Specified" was introduced for final passage and adoption on motion of Councilman :eihe, Roach second and finally passed, adopted and ordered to print by the following vote : AYES Councilmen_, :!eine, Roach, Keagle and Steele NOES: Councilmen, None. ABSENT: Councilman, Spooner. Ordinance No. 177 was then approved and 31.0 -led by the Mayor. Mr. Jamison representing .I.T.Cleverndon Company, the underwriters of tie City's policies on direct and contingent automobile liability addressed the Council, soliciting renewal of the policies. In order to give local agencise a chance to compete, the Clerk was directed to obtain coverage from the date of expiration of present policies to and until August l8th.,1930 upon which date informal proposals were to be received based on the standard s eci±ications for such ins- urance as issued by the League of California Municipalities. In the matter of the erection of a comfort station in Lawrence Park, it appearing that the low bidder to whom the contract for the erection of this building was awarded on June l6th.,1930 did not intend to enter into a contract under the notice and specifications, Resolution of Award No. 615 adopted at that meeting was rescinded and award made to A.Schlink and Son, the next lowest bidders by the adoption of Resolution No. 618 by unanimous vote. The Clerk read a communication from the Secretary of the State Railroad Commission advising the City Counci_ that wig -wag protective signals embodying a ''second train" device had been installed at sever. railway crossings in the City and that the same would be in operation within a few days. Reports from the Chief of Police and from the City Pound - master for the month of July were received, read and ordered filed. • The CityClerk reported by letter that he had received the assessmenlists from the City Assessor and that the same were ready for the sessions of the Board of Equalization. Five building permits aggregatirig $5,350.00 in cost of structures to be erected were granted. In order to expedite proceedings in the matter of addit- ional paving on Cherokee Lane if and when the State Highway Corission should order the work done, the City Attorney was directed to get in touch with Supervisor Stuckenbruck and obtain his views as to County co-operation.
