Monday, November 4th,1929
This rear meeting of the City Council of the City
of Lodi was called to order by the Mayor at 8.07 o'clock ?i.
at the place and on the date irst above written, Councilmen
Hale,Roach,Shattuck,Jeihe and Spooner present, none absent.
The minutes of the last regular meeting held October
21st.,1929 were read, a_oproved as read and so endorsed by the
Mayor.
The order of Public Hearings was passed and the Council
proceeded to hear communications and reports.
Dr. E. G. :�illiams tendered his resignation as Trustee
of Lodi Public Library by letter and the same was accepted on
motion duly put and carried; on motion of Councilman Shattuck,
7eihe second Dr. illiam J. Coffield was appointed Trustee for
the unexpired .[ term of Dr. ,iilliams.
Reports of :,he Chief of Police and Poundmaster for
the month of October were received, read and ordered filed.
Formal notification of hearing to be held before the
State Railroad Commission on November 21st.,1929 in the matter
- of the application of Pacific Gas 8: Electric Company Tor a
certificate of Public Convenience & Necessity to construct and
operate natural gas transmission lines was received and ordered
filed.
i :;.Hickok applied by letter for the position of
driver of the City street sweeper when purchased.
The City Clerk stated that members of Lodi Post of
the American Legion had requested that a flag pole be erected
in Laurence ?art by November llth. It appearing that the sett_ng
of a temporary pole would cost about $25:00 , ne :Pas instructed
to obtain price on a steel pole and have same set providing it
could be obtained in time, otherwise, a wood pole would be set
temporarily.
:our building permits a.,:zregating $950.CO were granted.
ORDINANCE NO. 174, " AN ORDINANCE TO REMIATE THE CON-
S_RUCTION AND M.:?INTENANCE OF AUTO CAPS IN THE CITY OF LODI TO
PROVIDE FOR THE INSPECTION AND SUPERVISION OF SAME MID TO PROVIDE
PENALTIES FCR VIOLATION OF T: -r PROVISIONS THEREOF " was read and
on motion of Councilman Shattuck, ':ieihe second, introduced and
laid over for the statutory period of not less than five days.
On motion of Councilman Jeihe, Shattuck second, Mr..i.G.
Hurrle was given an extension of one week as later Inspector.
Councilman :ieihe asked that the police give attention
to the number of unlighted bicycles in. theCity and the Chief of
Police was directed to take proper measures to stop this practice.
Resolution No. 602, " A Resolution Furthering the Making
of Test Excavations Above Lancha Plana and Providing Available
Funds Therefore" was introduced, passed and adopted by the fol-
lowing vote :-
AYES: Councilmen, Shattuck, :eihe,Roach,Hale,Spooner.
NOES: None. ABSENT: None.
Bills in the amount of $12,917.62 including $2,000.00
advanced by passage of the foregoing Resolution No. 602 were
approved and ordered paid on motion of Councilman Hale, Roach
second.

No further business appearing, the City Council adjorned
at 9.45 o'clock P.M. to meet main on november 18th.,1929.

The follows is a copy of Resolution No. 602 adopted as
set forth on Page 36& of these minutes: -
RESOLUTION No. 602.
A ?2 SOLUT I ON F 71KIERINiG TIJE MAKING OF TEST
E.XCAVATIONS ABOVE IJINCIIA PLAitA AND FROVID-
AVAILABLr, F' IMS TIEREFORE. -
iF MAS, this City Council did on the 3rd. day of September,
1929, adopt specifications for the making of certain test excav-
ations on City lands above LGncha Plana at the site of said City' .s
proposed hydroelectric power plant and thereafter and thereunder
did -advertise in time,form and manner as provided by law for the
doing of said work,receiving no pro-osals-therefore;
3ID r, S,on the 7th dap of October thereafter,said City
Council did determine that public necessity and convanience
required that said work should be done by day labor under -the
direction of the engineering department of said City and that
the necess�a��r�yy supplies be purchased in the open market;
1D ';7K?EA-S, owing to the approach of winter it is necessary
that the said work proceed with diligence and despatch; and also.
that the site of the same is far removed from this City and it
is difficult to handle the payments due thereon in the ordin-
ary manner in which payments from the City are m ade,it often
bein�� necessary to make purchases near the work and to employ
e
and dischar^men at other than regular pay-days -
BE IT E'SOLVED,therefore, thak the sum of T76 THOUSADID DOL-
LARS ($2,000.00).be and the same is hereby appropriated and set
aside from the unappropriated funds of this Dity and the Mayor
is hereby authorized,directed and empowered to draw a warrant
on the City Treasury for this amount payable to the City Clerk
who shall expend the same in the pprrosecution of said works under
the direction of the engineering department of the Cityand shall
fully account for any and all expenditures therefrom monthly to
this City Council. The said City Clerk shall be responsible on
his bond for the ex�oending of this money, said responsibility
to be discharged upon the approval of this City Council of
vouchers representing payments for labor and materials used on
the work, The Mayor and Uity Clerk are also to procure and hire
a suitable foreman of the work after consultation with the eng-
ineering department, who shall be in L^�mediate charge of the
work and shall employ and discharge such labor as may be neces-
sary up to the limit set by the engineering department and shall
make such purchases as may be mediately necessary.
