AGENDA TITLE: Plans and Specifications and Advertisement for Bids for Mokelumne River Tree Removal
MEETING DATE: October 15, 1997

RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above
project and authorize advertising for bids.
BACKGROUND INFORMATION: The City entered into an engineering contract with Lampe Engineering
on August 6, 1997 for the purpose of putting together the plans and
specifications and obtaining the necessary permits for the removal of
fallen trees along City property in the Mokelumne River. Subsequent
to this, the Council asked staff to include the three trees that are clogging the entry into Rivergate Lagoon.
These trees have been identified as Option A since FEMA funding is not available for private sector
removal. Option A is estimated at a cost of $3,000 and is included in the total estimate of $25,000.
Property owner approval and access will have to be obtained for the three trees under Option A. Since total
and complete evaluation of each tree is impossible to determine during high water in the River, an on-site
review by prospective bidders will be held in early November when the boards are taken out of
Woodbridge Dam and the water level in the River is lowered.
To date, the Army Corps of Engineers has given its approval of the project. State Fish and Game is in
its review process. EBMUD biologists have worked with our engineer to put together the detailed plans
and specifications. Actual removal of trees is scheduled for late December or early January.
Plans and specifications are available for review in the Public Works Department.
FUNDING: The money for this project will be coming from the Mokelumne River Cleanup Account
(10.0-93.0-016.01-323) and contingency fund. A request for appropriation of funds will be
made at contract award.
