ROLL CALL Present: Council Members — Hitchcock, Land, Nakanishi (arrived at approximately 8:55 p.m.), Pennino and Mann (Mayor) Absent: Council Members — None Also Present: City Manager Flynn, Deputy City Manager Keeter, Public Works Director Prima, Community Development Director Bartlam, Finance Director McAthie, Deputy City Attorney Schwabauer and Interim City Clerk Taylor 2. INVOCATION The invocation was given by Pastor Francis Ruddle, Fairmont Seventh Day Adventist Church. 3. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Boy Scouts of America, Pack 291, Den No. 5. 4. AWARDS / PROCLAMATIONS / PRESENTATIONS a) Mayor Mann presented a proclamation to Captain Kevin Yatar, Commanding Officer, San Joaquin Recruiting Company, proclaiming June 14, 2000 as "United States Army's 225th Birthday" and the week of June 12 — 18, 2000 as "United States Army Week" in the City of Lodi. b) Mayor Mann presented a proclamation to Wally Sandelin, City Engineer, representing the Public Works Department, proclaiming the week of May 21 — 27, 2000 as "National Public Works Week" in the City of Lodi. C) Mayor Mann proclaimed the month of May 2000 has been designated as Water Awareness Month in the City of Lodi, and introduced Assistant Water/Wastewater Superintendent Frank Beeler. Mr. Beeler stated the City of Lodi is a sponsor of the California Water Awareness Campaign, providing information and raising awareness of the issues surrounding California's water supply and quality. d) Robbie Hoffman, a member of the Greater Lodi Area Youth Commission, presented the May 2000 Teen of the Month Award to Kirk Anderson from Lodi Academy High School. e) Mayor Mann presented Terri Whitmire of the Adult Day Services Center a Certificate of Recognition honoring the Lodi Memorial Hospital Adult Day Services Center's 10th Anniversary. f) Parks and Recreation Director Ron Williamson introduced the newest member of his staff, Nicole Chiunti, Recreation Supervisor, who provided a report on various Parks and Recreation Department programs, including LOOK and the After School Program. Mr. Williamson then introduced Tom Seidler and the Mudville Nine mascot who thanked the Council for allowing them to return to Lodi again this season for two games in June. g) Suzanne Kennedy of Artistic Effects and students from the local high schools presented renderings designed and executed by students at Liberty High School for the mural project on the PG&E Substation Wall at Cherokee Lane. Ms. Kennedy stated students created the artistic rendering to depict Lodi's history. She thanked PG&E for their support of the project, also thanked Liberty High School Principal Robert Rivas and City Manager Flynn for their support, and Kathy Price for her assistance. Carey Madill of PG&E commented on their role in assisting with the project. Continued May 17, 2000 5. CONSENT CALENDAR In accordance with report and recommendation of the City Manager, Council, on motion of Council Member Land, Pennino second, approved the following items hereinafter set forth (except those otherwise noted), by the following vote: Ayes: Council Members — Hitchcock, Land, Pennino and Mann (Mayor) Noes: Council Members — None Absent: Council Members — Nakanishi Abstain: Council Members — None a) Claims were approved in the amount of $4,432,836.96. b) The minutes of May 3, 2000 (Regular Meeting), May 4, 2000 (Special Meeting) and May 9, 2000 (Special Meeting) were approved as written. G) Received report of the sale of scrap metal to the sole bidder, Sunshine Steel Enterprises, who paid $1,956 for the following items: Insulated Aluminum 2,118 pounds Bare and Insulated Copper 2,502 pounds Insulated AI/Concentric Copper 2,645 pounds Scrap Iron 1 lot d) Approved the specifications and authorized advertisement for bids for ten Class 1, and thirty Class 3 Wood Utility Poles in various sizes. e) Agenda Item #E-5 entitled, "Plans, specifications and advertisement for bids for Blakely Pool Water Slide Project" was removed from the Consent Calendar and discussed and acted upon following approval of the Consent Calendar. f) Approved the plans and specifications for the Abatement Demolition of the Single -Family Dwelling at 543 Maple Street, and authorized advertising for bids. g) Adopted Resolution No. 2000-77 awarding the bids for purchase of Low and Medium - voltage underground Cable in the following lengths and sizes: 20,000 feet #110 600V Underground Triplex Western States Electric, Portland $15,860.80 20,000 feet #350 600V Underground Triplex Pirelli Cables, Colusa $36,591.90 20,000 feet #2 15kV Primary Underground Cable Western States Electric $18,188.20 20,000 feet #2/0 15kV Primary Underground Cable Pirelli Cables $23,834.30 $94,475.20 h) Adopted Resolution No. 2000-78 authorizing the purchase of three power quality monitors from Test Solutions West (the region's authorized distributor for the City's existing power quality monitors, Dranetz-BMI), in the amount of $21,058.50. i) Accepted the improvements under the "Softball Complex Bleacher Project", 401 North Stockton Street contract and directed the Parks and Recreation Director to a file a Notice of Completion with the County Recorder's office. D Approved donation of the Fire Department's surplus Self Contained Breathing Apparatus (SCBA) equipment to the Lodi Unified School District Regional Occupational Program Fire Science Class. k) Approved waiving the disposal of one surplus vehicle from the City of Lodi fleet, and authorizing the addition of that vehicle to the Fire Department fleet for undercover capabilities of the Fire Investigation Unit. K. Continued May 17,1000 1) Adopted Resolution No. 2000-79 authorizing the City Manager to execute Exhibit C, Revision 3, Individual Customer Commitment and Contribution, to Contract 96 -SNR - 00110 with Western Area Power Administration and Bureau of Reclamation for the Funding of Operation and Maintenance for the Central Valley Project Facilities and Amendment 2 to the Agreement. m) Agenda Item #E-13 entitled, `Renewal of Landscape Maintenance Contract for Fiscal Year 2000/2001" was removed from the Consent Calendar and discussed and acted upon following approval of the Consent Calendar. n) Adopted Resolution No. 2000-81 authorizing the City to participate in, and provide matching funds in the amount of $4,617 for the Delta Landscape Management Outreach Partnership program. o) Adopted Resolution No. 2000-82 awarding the contract for Maintenance of Landscape and Irrigation Installation at Water Well #11, 824 East Turner Road, to the lowest responsible bidder, City Services Inc., dba Azteca Landscaping in the amount of $39,940, and appropriated the funds for this project. P) Adopted Resolution No. 2000-83 authorizing purchase of the PM+ System pavement management software for the Public Works Street Division from CHEC Consultants, Inc. in the amount of $35,230 and appropriated the funds for this purchase. q) Approved commitment to pre -purchase America West Airlines Air Service Pledges in the amount of $10,000 for use over three years, conditioned upon their bringing air service to the Stockton Metropolitan Airport. ACTION ON ITEMS REMOVED FROM THE CONSENT CALENDAR a) Agenda Item #E-5 entitled, "Plans, specifications and advertisement for bids for Blakely Pool Water Slide Project". Council Member Pennino removed this item to request additional information. Parks and Recreation Director Williamson provided an overview of the other equipment options available, stating staff is recommending this pool slide because it is portable, it will improve the quality of the facility, and it can be placed at the location in easy view of the lifeguards, so it will require no additional staff. Following discussion, the City Council, on motion of Council Member Pennino, Mann second, approved the plans and specifications for Blakely Pool Water Slide Project and authorized advertising for bids, by the following vote: Ayes: Council Members — Hitchcock, Land, Pennino and Mann (Mayor) Noes: Council Members — None Absent: Council Members — Nakanishi Abstain: Council Members — None b) Agenda Item #E-13 entitled "Renewal of Landscape Maintenance Contract for Fiscal Year 2000/2001 " Council Member Hitchcock removed this item to request clarification of what City facilities and properties are covered by the contract, and what are the terms for the contract and subsequent renewals. Public Works Director Prima stated the original contract allowed for two renewals with mutual party consent. This being the second renewal, the contract will again go out to bid again during the 2001 /2002 fiscal year. 3 Continued May 17, 2000 Following discussion, the City Council, on motion of Council Member Hitchcock, Pennino second, adopted Resolution No. 2000-80 authorizing renewal of the existing landscape maintenance contract with Odyssey Landscape Company for the 2000/2001 fiscal year in the amount of $88,880, by the following vote: Ayes: Council Members — Hitchcock, Land, Pennino and Mann (Mayor) Noes: Council Members — None Absent: Council Members — Nakanishi Abstain: Council Members — None PUBLIC HEARINGS None. 8. COMMUNICATIONS (CITY CLERK) a) On recommendation of the City's Risk Manager and/or the City's contract administrator, Insurance Consulting Associates, Inc. (ICA), the City Council, on motion of Council Member Land, Hitchcock second, rejected the following claims: Charlotte Chand, date of loss 2/19/00 2. Ann Guirao, date of loss 2/24/00 3. Sean Snell, date of loss 2/24100 by the following vote: Ayes: Council Members — Hitchcock, Land, Pennino and Mann (Mayor) Noes: Council Members — None Absent: Council Members — Nakanishi Abstain: Council Members — None b) Interim City Clerk Taylor advised Council of an information only notice received from MediaOne regarding upcoming installation rate changes. 9. REGULAR CALENDAR a) Diane Nguyen, Senior Regional Planner with the San Joaquin County Council of Governments (COG) updated Council and the public on activities of COG functions and programs including the delivery of the Measure K Program, local street rehabilitation and maintenance funding, securing more state and federal revenues for transportation, and responding to environmental issues. Ms. Nguyen responded to questions from the Council regarding the amount of tax dollars contributed vs. the Measure K Program funds returned to the Lodi community. Ms. Nguyen stated that as a regional program, Measure K benefits the entire region it serves, not just individual cities. Smaller cities do not generate as much sales tax as they might get in return, and the City of Lodi might receive less than the taxes contributed. However there are many programs and funds available through COG elements which afford the City of Lodi other sources from which to draw funding. These State and Federal dollars more than make up the deficiency of Measure K fund returns, and ultimately all funds received by COG remain within San Joaquin County, making this a very efficient program. Council Member Pennino, Lodi's COG representative, spoke highly of COG's accomplishments to date and the strong future of their programs and projects. Mayor Mann commended Mr. Pennino on his work in representing the City of Lodi 4 Continued May 17, 2000 10. RECESS Mayor Mann called for a ten-minute recess and the City Council meeting reconvened at approximately 8:45 p.m. 11. ARRIVAL OF COUNCIL MEMBER NAKANISHI Council Member Nakanishi arrived at the meeting at approximately 8:55 p.m. 12. REGULAR CALENDAR (Continued) a) Information Systems Manager Helmle provided a report to Council outlining the California Public Utilities Commission proposal to alter the boundaries for the 209 area code due to increased demand for telephone numbers created by cell phones, pagers, faxes, modems and basic telephone service. Since the proposal could potentially impact the City of Lodi, Mr. Helmle has been present at discussion meetings regarding this issue. Last week, staff prepared for City Council review a list of the proposed boundary alterations with a recommendation to adopt Resolution 2000-84 endorsing Alternative #6A. On Monday, May 15, 2000, staff was presented with a new set of alternatives, none of which reflect Lodi remaining within the 209 area code. It is the recommendation of staff that Council move forward in approving Alternative #6A with additional language directing staff to attend future meetings and public hearings on behalf of Council to push for new area codes for non-intervention telephones and to continue support for the City's retention of the 209 area code. Alternative #1A 2 -way split in which Lodi retains area code 209 Alternative #1 B2 2 -way split in which Lodi does not retain area code 209 Alternative #3 overlay of a new area code on top of the 209 area code, which would require 11 digit dialing Alternative 94A 2 -way split excluding Lodi from the 209 area code Alternative #46 2 -way split including Lodi in the 209 area code, but excluding Stockton and areas south of Turlock Alternative #6A 2 -way split which retains area code 209 in San Joaquin County excluding Thornton Alternative #61B 2 -way split giving San Joaquin County (excluding Thornton) south to Crows Landing a new area code Following discussion, the City Council, on motion of Council Member Pennino, Land second, unanimously adopted Resolution No. 2000-84 endorsing Alternative #6A of the California Public Utilities Commission report which retains area code 209 in San Joaquin County, with additional language directing staff to attend public hearings on behalf of Council to push for new area codes for non-intervention telephones and continue support for the City's retention of the 209 area code, by the following vote: Ayes: Council Members — Hitchcock, Land, Nakanishi, Pennino and Mann (Mayor) Noes: Council Members — None Absent: Council Members — None Abstain: Council Members — None b) Human Resources Analyst Kirk Evans reported that a reorganization committee of Police Lieutenants and Sergeants gathered input from all police department personnel with a goal to enhance the efforts of the department with a minimum of monetary expenditure, while better serving the community's needs and accomplishing the police department's goal of continued crime reduction. After approximately one year of extensive review, the reorganization committee recommended the following changes to positions: 147 Continued May 17, 2000 • Reallocate one Lieutenant position to Sergeant • Reallocate one Police Officer position to Police Corporal • Reallocate two Community Service Officer positions to Dispatcher/Jailer • Reallocate two Lead Dispatcher/Jailer positions to Dispatch Supervisor, approve a new class specification and salary range for Dispatcher Supervisor, and placing the position in the Lodi Police Dispatchers Association Unit • Reallocate one Police Records Clerk III to Police records Clerk Supervisor, approve a new class specification and salary range for Police Records Clerk Supervisor and placing the position in the General Services Unit Following discussion, Council, on motion of Council Member Pennino, Land second, unanimously adopted Resolution No. 2000-85 approving classification changes in the Police Department, and further approved new class specifications and salary ranges for Dispatch Supervisor and Police Records Clerk Supervisor as follows: 1) Reallocate one (1) Lieutenant position to Police Sergeant; and 2) Reallocate one (1) Police Officer position to Police Corporal; and 3) Reallocate two (2) Community Service Officer positions to Dispatcher/Jailer; and 4) Reallocate two (2) Lead Dispatcher/Jailer positions to Dispatch Supervisor, approve a new class specification as shown on Exhibit A attached, and salary range for Dispatcher Supervisor as shown below, and placing this position in the Lodi Police Dispatchers Association Unit: 5) Reallocate one (1) Police Records Clerk II I to Police Records Clerk Supervisor, approve a new class specification as shown on Exhibit B attached, and salary range for Police Records Clerk Supervisor as shown below, and placing this position in the General Services Unit: A B C D E D E $3,115.22 $3,270.98 $3,434.53 $3,606.25 $3,786.57 $2,474.80 $2,598.54 5) Reallocate one (1) Police Records Clerk II I to Police Records Clerk Supervisor, approve a new class specification as shown on Exhibit B attached, and salary range for Police Records Clerk Supervisor as shown below, and placing this position in the General Services Unit: 13. COMMENTS BY CITY COUNCIL MEMBERS ON NON -AGENDA ITEMS a) Council Member Hitchcock extended her thanks to Information Systems Manager Helmle for setting her e-mail to be routed directly to her residence, thereby expediting her ability to communicate on line. Ms. Hitchcock also complimented Council Member Pennino on his fine work for our community as the City of Lodi representative on the San Joaquin County of Governments. b) City Manager Flynn introduced Public Works Director Prima, who premiered the new Pre - Train Amtrak Bus Signs for upcoming bus service from Lodi to the Stockton Amtrak Station. Mr. Prima also mentioned the notoriety of the bottled water idea, stating he would like to see this happen in the future. The program would make Lodi's bottled water available to staff and Council, and possibly to local service clubs and events as a promotional tool to increase awareness of water conservation and water quality issues. 16.
