REGULAR EI;ETING - Held beginning at 8:00 o'clock (P.W.T.) of Wednesday, August 15, 1945 ROLL CALL - Councilmen Figgs, Tolliver, Weihe and Rinn(Mayor) present, Councilman Coffield absent. City Attorney Glenn West, Super- intendent of Public Utilities J.A.Henning, City Engineer Clinton Henning and Fire Chief George D. Polenske also in attendance. MINUTES OF PREV- IOUS RTIZETING 'Minutes of the last meeting, held August 1, 1945 were read, approved as read and so endorsed by the Mayor. Mr Wilson H. Thompson, President of the Board of Trustees of Lodi Public Library appeared in protest against the tax rate set in Ordimance No 311 introduced August 1st for Library Purposes. Miss Amy L. Boynton, Librarian explained the dif- PUBLdC HEARINGS ferences between actual balances and balances shorn on the Treasurer's records at the close of various periods in the Library Board fiscal year. Both were assured that their appeal would be considered in the adoption of the tax rate later in the evening. Lester Salisbury of Veterans of Foreign Wars, William E. Siegfried of Veterans Service and Ezra Ehrhardt of Lodi Motor- cycle Club appeared in regard to weekly evening motorcycle races in Lodi. Stadium, filing a letter setting forth their Stadium - Motor- request in greater detail that in their letter presented on cycle Races. July 18th. After discussion and explanation of some of the details relating to the sponsorship of the races, division of proceeds and sharing of expense, it was moved by Council- man Riggs, Tolliver second, that Veterans Service be granted use of the Stadium, subject to prior rights of Lodi Union High School, and in accordance with an agreement to be drawn insuring the City's charges on admissions and damage to city property as well as taking care of the standard charges for electricity. Fresno urgently requested that the local building inspector be inst- ructed to attend. Blackout etc Notice No 63 of the State War Council relating to the removal of war time lighting restrictions was received. CITY HALL - CITY OF LODI a conference with officials of Pacific Gas and Electric Company would be held in the latter part of August to Shasta Power discuss use of that company's transmission lines for transfer of electric power to the City of Roseville. A copy of a letter from Mr A. Emory Wishon to the City Council of the City of Gridley advising it that Pacific Gas and Electric Company would not furnish means of transmission and stand-by service to that city should it decide to enter into a contract with the Bureau of Reclam- ation was also read. Mayor Rinn read letters written to Mr John A. Henning in answer to his effort to have the term provision of the contract offered by P.G. & E. eliminated by order of the State Railroad Commission, from the cities of Roseville, Gridley, Alameda and Palo Alto, also from Modesto Irrigation District and from the State Railroad Commission. NEW BUSINESS - The application of John Keszler, 912 S. Central Avenue for Keszler - Lot 3 the purchase of the Southerly 15 feet of Lot 3, Block 1 of Weliswood Wellswood Park was ordered held over until Mr John A. Henning could determine if easement rights should be preserved. License applications of L.H.Frizzell and Dick 11ahl presented Business Licenses August 1, 1945, being approved for granting by the Chief of Police, were allowed. applications of Peggy Bronson and of Quong ?long presented July, 18th were again laid aside until report of the Chief of Police was forthcoming. - The application of Mr A. C. Heckenliable for the position Heckenliable of Assistant City Engineer requesting that the salary be at least $350.00 was ordered laid over until the September 5th meeting in order to allow time for the Personnel Clerk to receive other applications. The application of A.P.Bosworth, 1200 N. Center Street, Bosworth Stockton for appointment as Assistant City Engineer or as Engineering Aid was received but no action taken. The Clerk was instructed to obtain informal proposals on P.L. & P.D.Ins. the renewals of the City's Fleet Insurance Policy and on its General Liability Policy, one expiring in September and the other in October of this year. At 11:18 o'clock P.M. the Council retured into executive session for consultation with the Chief of Police, returning to open meeting at 11:30 P.M. On motion duly made, seconded and carried, the applications Bronson & Nong of Peggy Bronson for a rooming house license at -le South Main License Appl. Street and that of Quong "Wong for a rooming house at 115 East Pine Street were ordered denied At 11:40 o'clock P.M. the City Council adjourned on motion of Councilman Weihe to and until 5:00 o'clock P.M. of Thursday, August 16th.,1945.
