PUBLIC HEARINGS

ing of May 23rd for the staging of the army show "Here's Your

a letter with eleven specific requests and on motion of Council -

approved and the various department heads concereed were direct-
ed to assist the :lar Finance Coi-uttee in matting this pageant
a success.
Application of the same Committee for an allowance of 875.00 to
be used for office expense of the dar Loan Drive was also allow-
ed by the same motion.
U. C. Fraily, representing Greyhound Lines,Inc., requested
endorsement of that Company's application to the State Railroad
Commission for a certificate of public convenience and necessity

to aply to the extension of Greyhound services to Suisun-Fair-
Aoplication
field via Terminous, stating that his company had succeeded to
the Coleberg interests. Owing to the confusion caused by the fact
that`.the City Council had approved the application of Gibson Lines
on April 4th for permission to operate over part of this route,
not mowing that there were other applicants, b[r Frailey's
request was taken under advisement for further th6ught and dis-
cussion.
At this time, the City Clerk presented the affidavit of the
Principal Clerk of the Publishers of "The Lodi Times" in proof
of due publication of Resolution No 1226, declaring it to be
the intention of the City Council to annex certain uninhabited
Sanguinetti
territory designated as "Sanguinetti Addition" and giving'notice

that objections to such annexation would be considered by the

City Council at this time.and place. No persons appeared in answer
to announcement by the Mayor that objections would now be received
and the Clerk reported that no protests had been filed with him.

Oscar Dittmanson and Gaines Hunter of Disabled American ;`lar
Veterans requested that the Veterans be allowed to change the
date originally requested for use of Lodi Stadium from June 10

to June 3rd. Request granted. Gtr Dittmanson's request that the

City -charge the Veterans a flat fee of $300 in lieu of the
(D.A.V)
standard charge of 5¢ per admission was refused. Public liability
insurance coverage under the City's present policy or an exten-
sion of the same was discussed and Mr Dittmanson was authorized
to consult with the City's insurance carrier with a view of
securing extended -coverage for this performance.
Arvid 0. Pauly, Director of Recreation requested permission to
draw up rules for operation of motor boats on Lodi Lake. City

attorney .lest stated that it might be best to adopt the rules,

when approved, by ordinance so that they might be enforcable.
lir Pauly also requested that the concrete swimming tanks at the
City Baths be sand -blasted and that the City Engineer prepare
an estimate of the cost of removing the roof of the baths build-
ing. He was directed to submit suggested motor -boat regulat-
ions and the City Engineer was requested to view the baths and
estimate the cost and feasibility of the alterations.

City Cab Company applied for permission to change the color
scheme -on
its taxi -cabs and substitute a 1941 Plymouth cab for the Ford
1942 cab now in use. Permission granted for both requests.
On motion of Councilman Rigs, _leihe second, the Division of
Highways was requested to submit an agreement for accumulation of gasoline
Tax funds
for the fiscal year beginning July 1, 1945•

Chief of Police Jackson, being present, promised enforcement of the parking
limit ordinance.
A letter from the City employees Association expressing appreciation for
the Council's action in regard to salaries and wages was read.
Otto F. Beckman, 235 S. Hutchins Street protested against the presence of
sand in the City water. Superintendent Henning stated that a sand trap had been
ordered that should re-.zve Mr Beckman's cause of complaint.
The appeal of Henry Fink from a ruling of the City Building Inspector which
required a fifteen foot set bickfor a new dwelling on Lot 12, Suess Tract fac-
ing :Iashington Street rias considered and denied.
A "Tentative Report" of the City Planning Commission relating to the propos-
ed changing from Multi -family to Commercial Zoning of parts of Blocks 1,2,3,4,
10,12 & 13, 11okelumne >.as received and read. On motion of Councilman Tolliver,
Coffield second, the Plaruung Commission was directed to hold one hearing on this
proposal, limiting, however, the area to be rezoned to that part of Block 4 not
now zoned as Commercial Property.
The application of Fred Schanzenbach for permission to erect a banjo type
sign on his premises on the Southeast corner of Church and Louie Avenue was
approved, providing that the sign cause no nuisance to neighbors because of
its being lighted
REPORTS -
Reports of the Chief of Police and of the City Poundmaster for the month of
April were received, read and ordered filed, likewise the monthly report of the
City Clerk of garbage fee collections. The Clerk was directed to request the
attendance of the contractors for garbage collection at the next council meeting.
ORDINANCES & RESOLUTIONS -
OPDINANCE NO 308, entitled " AN ORDINANCE A: -PROVING THE ANNEXATION OF " SANG-
ULVET'fI ADDITION " TC THE CITY OF LODI " was introduced on motion of Councilman
Coffield, Jeihe second, read at length by the City Clerk, and, by the same motion,
ordered laid over for the statutory period of not less than five days, i.e. to
May 16, 1945.

The application of Josephine Del Rey for a restaurant license at 8 North
Main Street presented April 18th, being approved by the Chief of Police, was t
ordered approved and a license issued.
Applications first reading: Jerry Casheros & G. Theodoratos, Restaurant at
15 N. Sacramento Street, Roman Soon and Shib S.Hamad, Restaurant at 29 North
Sacramento Street and David Zeissler, Cabinet Shop, 1027 S. Central Avenue were
ordered referred to the Chief of Police. Possible conflict with the zoning law
was called to the attention of the Chief of Police in the last application.
PAWENT OF CLAIMS -
Claims in the total amount of $30 757.05 as approved by the Finance Comm-
ittee were allowed and warrants ordered drawn in payment on motion of Councilman
Riggs, 'Jeihe second.
MISCELLANEOUS -
On approval of the Assistant City Engineer, Mr L.F.Singer, Mason Fruit
Company was authorized to widen existing driveways to its packing warehouse,
200 North Sacramento Street, one by 23 feet and the other by 16 feet.
Mr John A. Henning presented a letter from Mr Earl X. Chapman, Executive
Secretary of t#ie State Employees Retirement System, stating that he, Chapman,
would be in Lodi , Tuesday, May 15th, in answer to the Council's request that
some one from the Association appear and explain the details of the Consulting
Actuaries Report and other matters relating to affiliation of the city with
the State Association for retirement purposes.

At 10:55 o'clock P.M. the Council was resolved into Ca mittee of the :.bole
and the room cleared, returning to open meeting at 12:20 A.M. of May 3rd.
It rras decided to postpone ant action on the application of Pacific Grey-
hound lines, first in these minutes mentioned, until May 16th
The Personnel Clerk was directed to establish an eligible list for Police
Patrolman.
