Council held March 7, 1945 were read, a;.proved as written and so endorsed
by the Mayor.
PL3LIC'HEARINGS - Ho-;ard '.lason appeared in protest against conditions obtaining
at the old dehydrator site now a place of congregation for hoboes who
also lounge around 5I_ascn's fruit shed. The City Attorney was directed to
proceed to abate the preri.ses and the Police and Health Departments to
take --mediate measures to move these undesire able persons from the
vicinity.

explain the actuaries estimate of the cost of participation in the State

The City Clerk re_.orted receipt of the surn of $1 773.88 from Pacific
Gas and Electric CGmpanv representing 1% of that Company's gross sales of
gas in the City ander Ordinance No 260 granted December 20, 1939.
A use permit to allow the conduct of a bath and massage parlor at 300
".'est Oat Street vras ;ranted Mrs R.a.H&-.mond on reco:.mendation of the City
Planning Commissicn, also, on a similar recommendation, resumption of the
non -conforming use of a store building at 4CO East Elm Street was granted
to `;• G.`ScVicker and E. F. Darden.
?;)plications for business licenses were received from: Cold Cathode
Tube Company, Contractors, Rose Pudwill and C.B.Browm, Andrea n.Elios &
George Lagos, the first for a card license and the last for a restaurant
License. All three ordered referred to the Chief of Police.
The City Clerk reported receipt of $5 595.20 proceeds from the sales
of tax deeded lands and that the same had been ;:aid into the General Fund.
At 8:45 o'clock P.Y. the Council was resolved into committee of the
w'.ole and the room cleared except as to the co:rittie from the City Emp-
loyees Association, returning to open meeting at 9:50 o'clock P.M.
Cn information filed 'ov tre Chief of Folice, Police Sergeant if. Roy
Coffman was ordered reduced in pay and rank to that of Patrolman for a period
of ninety days from March 22, 1945 for good of the service. This demotion
:pas ordered as a_ disciplinary measure in conformity with Section 10 of Ord-
-i -ante. No 276. -
Cr. motion of 0ourcilman Coffield, Riggs second, the following statement
of policy regarding salaries and .rages was adopted, effective at once and
to be considered first in all matters pertaining to salary and wage scales:

sxring that salaries and wages paid prior to April 1, 190 were
=x25-CG less than the wage that should have been paid if based on
the increase in the cost of living, and, that the "Cost of Living
Index" on that date was 117% of that obtaining in 1935-39, each
.ncre.se or cecrease in the index would represent an increase or
decrease in wage of approximately ;1.50 (�25.CO/17).
As t;.e published cost of living index on January 1, 1945 stood at
127A, the increase of salad or mage at that time should have been
27 tines $1.50 or x40.50 instead of a'25.1 -C.
To partially adjust as of that date, salaries or wages on April 1,
1945 should be adjusted by adding the difference between $40.50 and
a25.CO or :15.50 to the wage now paid.
In order to stabalize incomes from salaries and wages, this being
a continuing policy, no adjustment :'rill be made until the cost of
living indef varies by at least 5F and no adjustment of over 10%

Therefore, until revoked, it shall be the policy of this City Council
to guaoe incre=ases or decreases in salaries or wages by increases or de-
creases in the "Cost of Living index" as published by the Federal Bureau of
Labor Statistics, each 1p of variation in the index to represent 31.50 in
salary orwage but no changes in such salary or ;rage to be wade unless the
index shall vary by at least 5% nor will any adjus+aaent in excess of lop

At this ti -e it was moved by Councilman Coffield, Riggs second that
the filed written reco=endations of the Heads of Departments as to
incr=eases in base wage and reclassifications of certain employees be
accepted, and, in accordance with this motion, Councilman Tolliver, sec-
onded by Councilman Jeihe introduced Resolution No 1224, entitled
" A Resolution Relating to Certain Salaries and :7ages and to Changes in the
Classifications of Certain %-aployees Flamed herein " and on call of the
roll, the resolution was declared adopted by unard—mous vote.
Three suits in the Superior Court of San Joaquin County filed August
91 1930 for foreclosure of tax sales against Izora A. Ryan #23720, against
Thirza H. Yoody 723721 and sgainst John B. Snyder et al #23722 were ordered
dismissed and City kt,torney Glenn Jest was directed to take the necessary
steps therefore.
:.elea_ses of tax sales on eight parcels of tax -sold lands acquired by the
City under contacts with the Board of Supervisors of San Joaquin County
was directed by the adoption of Resolution No 1225, introduced by Cotneilman
Corfield, Ri=gs second and carried by unanimous vote.
City Attorney Glenn .iest read a letter from kiss Varian +kerly addressed
to City Eniraer C. L. Ihite setting forth her views on the pro.osed repair
of sidewalk, curb and gutters cn the Northeast corner of Fine and School
Streets. In furtherance of this mrk and to prevent injuries to persons or
property by reason of the defective condition of these street structures, it
eras ordered that the proposal of Claude C. Wood dated February 7, 1945 be
a^cepted as the lowest and 'nest bid received and that the City Engineer have
the necessary contract documents prepared so that the work could start at
once.
The ar.plic.tion of Reuben Oster and others for ,crater service on Walnut
:venue, outside t".e Cit;, !:Lits, was approved, Applicants to connect to the
Culbertson Tract pipe line at their oe:n expense.
At 12:17 A.M. of March 22nd, the City Council adjourned on motion of
