C_ficial notification of transfers of alcoholic beverage licenses to new
owners at 112-114 N. School Street and of a new "off sale" license at
201 ' Fine Street ::as received from the State Board of Equalization.
Dr Raymond L. Owens, owner of the lot on the Southeast corner of Fine Street
and Lee Avenue, applied by letter for modification of the zoning laws so
that a proposed building to be erected on this lot would not have to conform
to the set back lines established by the location of the dwelling houses
comprising the Laprovenents on the rest of the block. This azplication r•as
referred to the City Planning Commission in conformance with the provisions
of Ordinance No 238.
Looser as agent for E.T.Bamert, subdivider of the lands comprising
"3amert Subdivision" a••plied by letter for the rezoning of each of Lots
52-A, 69, 70, 87, 88, 105 and 122 of that subdivision so t#at these lots
would be included in the Co^mercial District Zone instead of in the Single
Fam_ly Residence District Zone as at present. This a_plication :vas also
referred to the City Flapping Conraission for recoLmendation.
Cit;; nd County Fla.ning Service of 305 Nicolaus Building, Sacramento
offered planning service on a retainer fee basis. Letter ordered filed.
California State par Council urged by letter that the City adopt the
Law Enforcement l:utual :Lid Plan approved by the State "'larcouncil on
September 15th and submitted to the City Council on October 18th when
the adviseability of its approval was referred to the City :attorney and
to the Chief of Police for recommendation. IL -est, City Attorney; being
present, stated that he still had the same objections as he voiced at the
time the plan eras submitted to the Council, that is, that the call on
local law enforesment services might be so great as to endanger this
city's security.'At the suggestion of Councilman :ieihe, the co.rnunication
,-as ordered tabled.
California Veterans' Committee requested information on any local program
for coordinating t":e activities of various agencies offering services to
returning veterans. The Clerk was directed toreply, stating the local
agencies now active and requesting suggestions o£ the Committee as to
the best method to be used to make these agencies :cork harmoniously and
to the best effect.

in accordance with the provisions of Resolution No 1200, the City Clerk
reported total collection of $2 542.50 in December from which the City
retained $433.50 for its collecting service and paid $2 109.00 to the
contractor.
UNFINISFED BUSIM-33 —
This being the date set by due publication of "Notice to Contractors" for
the opening of bids on the replacement of curbs, gutters and sidewalks on
the Northeast corner of Fine and School Streets, the Clark reported that
no bids had been received. Assistant City Engin<.er Singer reported that
contractors interviewed by him did not care to bid on account of the
labor shortage. Cn reco nendation of City Engineer C. L. shite, any
further acton in this matter ryas postponed until Janua^y 17th, when, if
d=erred adviseable, new bids would be called for with a commencement date
that would insure completion of the job after the rainy season.

Cn reco•-mendation of the Assistant City Engineer, John Zundel, Laborer,
Fark Department .ras granted leave of absence without pay for the period
January 2nd to January 31,1945 on his application stating that he desired
this leave to obtain medical attention for hernia.

On :notion. of Councilman Coffield, ,7eihe second, claims in the amount of
$27 159.32 as a= -roved by the Finance Committee were allowed and ordered
paid.
1-MCELLl'I OUS -
Superintendent of Public Utilities John A. Henning asked the direction of
the City Council as to the presentation of bills to the Childs Day Care
Center for services rendered by the City. The City Clerk eras directed to
bill the Center for all anoints expended and request a statementof income
and expense of the center if the City was to be requested as contributing
some part of its bill for support of this activity.
City Engineer C, L. inite reported on progress in secating rights of +ray
for the Dro-oosed serer outfall and on his efforts to secure aid from the
State Railroad Commission's engineers in the c:,nstruction of the Tokay
Street Crossine of the Southern Pacific Cbmpany's tracks.
Cn motion of Councilman Coffield, .leihe second, the Engineering Department
was authorized to purchase a disc from Thompson -Sage Company at a price of
$ 520.94.
E ECUTZ E SE33IO11 - At this time the Council ^as resolved into Committee of the
Whole and the room cleared returning to open meeting at 10:25 P.M.
It ap earing on statement of the City Engineer that an injustice had been
done Frank ;!. Hickok, Utility Man, in setting his :rage at $155.00 per
month by Resolution No 1209 adopted July 19, 1944, such erage being below
the .Tdninum set for this classification, it was ordered on mot --an of
Councilman Tolliver, Coffield second, that Kr Hickok's .rages be fixed at
160.00 per month effective January 1, 1945.
On motion of Councilman `eihe, Rugs second, T.E.Nickel was allowed to
connect to City -crater service for his home on Lot 1, Gerard Tract, all
service Corrections to be at applicants expense and insta.:led to the
satisfaction of the Superintendent of 'Public Utilities.
Because of the critical labor shortage, the City Clerk was directed to
prepare a draft of an amendment to the personnel system Ordinance relating
to temporary or emergency appointments for periods of longer than ninety
days when it could be shown that there were no qualified applicants, such
_ amendment to be effective during the war -time emergency only.
At 10:51 o'clock P.M. the City Council adjourned on :notion of Councilman
Coffield.
