PUB11C HE-,R.INCS - 1L- Robert Mullen representing property owners in "Better Homes 3ubdiv- ision requested the opening of :lest Pine Street from its present term- ination on the ;rest line of Crescent Avenue to AA ena Avenue. Action postponed until later in the meeting. lir 'sullen, as attorne; for Yokelumne Mosquito Abatement District in process of formation asked that the City Council adopt a resolution conforming to the provision made by paragraph 2 of Section 2211 of the Health and Safety Code of this State. Cn the representation that solicitors for signatures to petitions for -the formation of a mosquito abatement district were meeting with no opposition and that such pet- itions were already numerously signed in the City, the City Council adopted the following resolution: PESOLUTICN NO 1213 R3SOL.ED by the City Council of the City of Lodi in regular sess- ion on this 4th day of October, 1944, that, in the event that a mosquito abate- ent district is organized in Northern San Joaquin County in terr- itory adjacent to this City,pursuant to the provisions of Sections 2200 et sea of the Health and Safety Code of the State of California, this City Council requests that the City of Lodi be included and Wade part of such district when formed The foregoing resolution was then adopted by the following vote: AYES: Councilmen Coffield,3eihe,Ri=gs,Tolliver and Rina (Mayor) ivCE3: Councilmen None. C;'_fY"j.ICAT--CNS-i,iO-iICES It REPORTS - Notices of a..olicat_ons for new licenses and transfers of former ownerships of licenses for the sale of -alcoholic beverages were received from the State Board of Equalization. No objections offered. Ralph Fay, ;payor of Stockton and President of the Central Valley Division of the League of California Cities gave notice by letter that the quarterly meeting of the Division scheduled to be held in Tracy on Cctober 19th had been _postponed indefinitely on account of the one day general session of the League to be held in San Francisco on October 10th. b'.onthly reports of the Chief of Police and of the City ?ourdmaster for September were received, read and ordered files; the Fire Chief presented his quarterly report and the same was also ordered filed after its reading. UNFINI3H:M 3USINEESS - In the matter of the opening of Aest Pine Street as requested by Robert Mullen earlier in the meeting; it was the determination of the City Council that this matter could best be worked out by the property owners affected and Edward Hutchins, owner of the land necessary therefore. rls'j BUST:Jr33 - An a;,plic.ation for a card license at 114 N. Sacramento St was rec- eived from -E.J. acarenas and Jim Biilis and ordered referred to the Chief of Police in accordance with ordinance. All applications presented on September 6th as returned by the Chief of Police were ordered granted. Mayor R.iwn addressed the Council in regard to the present status of :Par services in the city, stating that changing conditions in civilian defense have made continuation of the 'War Council as an emergency body no longer necessary but that it was still vital to continue supervision and coordination of ::ar services such as the mar ?rice and ?ationing Board, ,lar Loan Campaigns, the ;lar Chest and Services to Veterans. The '.Payor ad•iocated the formation of a Citizens Planning Body and the retention of a Director of Civilian Defense all directly responsible to the City Council to take over direction and p--anning for war-a=Led services. This would entail the repeal of Ordinance No 290. He asked that the individual mem- bers of the City Council give these matters careful consideration so that action could be taken at the next Council meeting, decisive action being a peritive as _he City's contract with the State Department of Finance for the employment of a Director of Civilian Defense would expire December 3.1. After an half-hours discussion of automobile parking problems. in the down -town district, the Chief of Police was directed to endeavor to assist hotel owners in obtaining off-street parking facilities. City Engineer C. L. 71hite reported briefly on the lime treatment for odor control at the industrial waste disposal plant, also on progress :Wade and suggested changes in the proposed outfall sewer line to the 3unds lands. `.
