ROLL CALL - Councilmen Coffield, :f.J.; Riggs .E.; Tolliver,Harry J.;
Weihe, Otto A. and Rinn, Robert H. (Mayor) present.
MINUTES CF PREVIOUS M? ING - The minutes of the last meeting held September
6th, 1944 were read, approved as read and so endorsed by the Mayor.
PUBLIC HEARINGS -
This being the time set for opening of proposals for the insurance
of the City's fleet of trucks, trailers and automobiles, the following
proposals were received :
C. L. Kobes Globe Indemnity Company 315.13
F. i. Dougherty Firemens Fund Indemnity Company 315.13
K.L. Lobaugh General Casualty Insurance Co. 322.10
E.H.Fundert United Pacific Company 325.15
J.S.Ilontgomery Co. Pacific Indemnity Co. 384.18
H.E.Looser St.?aul-Mercury Indemnity Co. 405.04
After due consideration of the above proposals, award was made to
C.L.Kobes and, as F.A.Dougherty' proposal was for the same amount, it
was determined that in the event tie bids should be received in the
future wherein Dougherty participated, award would be made to him.
CC".'L'NICATIONS, NOTICES & R PORTS -
A le -.ter from 7i.H.Anderson of Oak Park, Calif in regard to the City's
post-war plans for air service was read. The Clerk was directed to reply
stating that this City was air minded but that no positive location could
be determined at the present time.
Notices of transfers of alcoholic beverage licenses at the -following
addresses :were received from the State Board of Equalization: 104 E.Lodi
Avenue, 121 N. Cherokee Lane and 122 N. Sacramento St.
Call for a one day meeting of the members of the League of California
Cities to be held in San Francisco on October 10,1944 was read and the
Clerk was directed to signify that four from this City would attend.
The City Clerk reported garbage fees collected to September 15th
amounted to $ 2 497.02 of which $424.40 had been retained by the City f
and $2 072.62 paid to the Contractor. Or motion of Councilman Coffield,
'leihe second, this payment was atproved in accordance with the provisions
of .esolution No 12CO.

Endorsement and a orerval of Northern San Joaquin lar and Colaunity
Chest was lade by the adaption of a Resolution in-roduced by Councilman
Coffield, rieihe second and passed by unanimous vote.
City Treasurer J. Hamilton Davis was directed to transfer the sum of
3344.10 from the General Fund to the Bond Redemption and Interest Fund in
anticipation of 1944-45 taxes by the adoption of Resolution No 1212, int-
roduced by Councilman rihe, Coffield second, and passed by unanimous vote.

having been regularly introduced September 6, 1944, was brought up for
passage on motion of Councilman Rigs, :*Ieihe second, second reading,after
reading by title, omitted by unanimous consent, and finally passed adopted
and ordered to print by the following vote:-
'YS: Council -men Riggs, 71eihe, Coffield, Tolliver and Rinn.
NOES: Cou:,cil�nen, None.
ASSENT: Councilmen, None.
Mayor Rinn then signed the ordinance in approval thereof.
UNPIM Stt:M. BUSINESS - Lewis P. Singer, Deputy City Engineer reported on
the present status of the Joe Walker building removal permit and on the
use of lime in odor control at the industrial waste disposal plant.

5sr L. P. Singer was authorized to attend the Pacific Coast Building
Officials Conference a, Fresno cn October 3, 4 and 5th. He was also
authorized to sell an -1d transit and level to A. Lietz Company for $150.00.
^e business license application of Mike Cholarcis for a restaurant
first presented August 16th was granted. applications first read and
referred to the Chief of Police were as follows: -

Constance Wilson do 18 South Main St.
Fra:ik J. Kotey Merchant Cherokee & Lockeford Sts
Arthur J. Wyatt ':achine Shop 116 N. Sacramento St
It being retorted that efforts were being made to use the premises
at L25 East Locust Street for a rooming house, the Clerk was directed to
notify the C:.ief of Police that these premises were i_legal for such

occupancy and also to :have San Joaquin Local Health District survey this place
and report on its present condition.
{t 9.25 o'clock F.M. the Council retired into executive session, returning
to open meeting at 9:40 o'clock P.M. when adjournment eras taken on motion of
