ROLL CALL - Councilmen '.E.Riggs, Harry J.Tolliver, Otto A. Weihe and Mayor Robert H. Rirn present, Councilman 7J.J.Coffield absent. ?`INUTES OF PREVIOUS MATING - The minutes of the last Council meeting held August 2, 1944 were read, approved as read and so endorsed by the Mayor. PUBLIC HEARINGS - *Kr Stubbins of Lodi Bowl applied for permission to rent a portion of the City pump site lot in Block 7, Mokelumie for the erection of a shed. Application referred to Mr J.A.Henning, Mr L. P. Singer and Stubbins for furhher.details and report to the Council at its next meeting. Arvid 0.?auly, Director of Recreation asked approval of a pro- zosed lease on the upper story of the building on the South -cast corner of Elm and School Streets and the purchase of heating and cooling equipment therein for Youth Center quarters. Mr Pauly -;as directed to have the proposed form of lease amended and to ascertain if the owner of this building would consider acquiring the equipment and renting the same in connection with the build- ing. CO'^_:RJNICATIONS, NOTICES & REPORTS - Lodi School District protested a $20.00 monthly charge for garbage service placed by the City Clerk. This vias referred to the City Clerk, the garbage contractor and the Chief of the Fire Department. The State Hoard of Equalization reported on the transfer of the alcoholic beverage license from C.B.Brown and J.71.Anthony to C.B.Brown and Mose Moha =ed. Formal notice of the State Board of Equalization hearing in the matter of the premises at 314 East Lodi Avenue held August 14th .:as received. Notice of cancellation of the annual convention of the League of California Cities was received and read. The City Clark reported collections of garbage fees to August 15, 1944 and that he had paid the sum of $2 033.74 to the San- itary City Scavanger Company in accordance with contract and the provisions of Resolution No 1200. Payment ordered a.proved on motion of Councilman Riggs, Weine second. Mr Lewis T. Mason having voluntarily deeded a twenty foot wide strip of land to the City for the purpose of widening Loma Drive, the Clerk was directed to convey the thanks of the City Council to Mr Mason by letter. THE FISCAL YEAR S G12j'yiING JULY 1, 1944 " having been regularly introduced August 2, 19", was brought up for passage on motion of Councilman Riggs, i.'eihe second, read by title only, second reading omitted by unanimous consent and fina_]y passed, adopted and ordered to print by the following vote: AYES: Councilmen, Riggs, 1eihe, Tolliver and Rinn ?TOES: Councilmen, NONE. ABSENT: C.uncilman, Coffield. The Mayor then signed the ordinance in approval thereof. COU':CIL CHs':3T-33 CITY COU`JCIL CITY HALL - CITY Or LODI (m'_nutes of august 15,19»4 continued) UNFINISHED BUSINESS In the matter of the Application of the J..1-Mumbert Concrete Pipe Company for permission to build a gravel loading pit on South Main St., - it arpearing that this mould be a structure subject to the building code and not objectioaal provided Central California Traction Company consented to its erection, the application was referred to Mr L.P.Singer Deputy Building Inspector, with power to grant if the plans conformed to the building laws. The Trustees of Lodi Elementary School District objected to amending the restrictions of the City's lease on the old Salem School grounds so as to permit its use for loading purposes as applied for by J.E.May and Son, therefore this application was denied. Publication of the notice required by the State Board of Health in regard to the City's application for a permit to use its lands sic miles south ---.vest of the City for sewage disposal was authorized, form of notice having been furnished by the Bureau of Sanitary Engineering, Eight deeds to parcels of land to be acquired from San Joaquin County were received from the County Tax Collector. Cn motion of Councilman ::'eihe, Riggs second, a'_1 were referred to City Attorney Glenn Nest with instruction to institute suits to quiet title to all of them. N"V BUSINESS - Business Licenses - One new application, that of Michael Cholaki for a restaurant license at 29 N. Sacramento Street, was received. Applications presented July 19th were allowed and licenses ordered granted. aECUTIU3 SESSION - The City Council was then resolved into executive session and so reme_ined until 10:25 o'clock P.M. when open meeting was resumed. Cn motion of Councilman Riggs, Tolliver second, Spencer Joerke, an eligible for Police Patrolman :ras a_pointed a temporary patrolman for the Su: -.mer season at a salary of 5145.00 plus the $25:00 war time increase. The Personnel Clerk was directed to secure a new eligible list for Police Patrolman. On motion of Councilman Riggs, Neihe second, the salaries paid Police Sergeants Ralph Boyd and N. Roy Coffman and to Patrolmen Theodore Bender and Avery E. Jhite :re: -e increased $5.00 per month each, effective August 1, 1944• At 10:28 o'clock P.M., on motion of Councilman i`leihe, the City Council adjourned.
