OF PF31I,O1J3 :.1 TING - The minutes of the last meeting held May 17, 1944 were read, approved aftar change on page 429 of the title of -he presiding officer of the War Price and Rationing Board from Fresident to Chairman, and so endorsed by the Mayor ?L'3_IC H­.�.ING3 - Messrs Robert Mullen and James R. Pullen presented a Preliminary report on the formation of a proposed Northern San Joaquin losquito Abatement District, .3tr 'sullen explaining the steps necessary to be taken and Mr Pullen outlining the proposed district boundaries and the powers of the district trustees in the abatement of mosquito nuisance. It appearing that action of the City Council would be necessary in order to include the City of Lodi in the proposed district, the City attorney was directed to investigate the time and method by which such action should be taken and report at the next Council meeting. ?.;:;'tdI; tTI_1 S, NOTICES AND REPORTS - Letters of a:,preciation for courtesies shown were received from the Student Body of Lodi Union High School and from Mrs _:.F.Hutchison, .rife of the Custodian at Lodi Armory. Two letters from the Chairman of Northern San Joaquin County gar Finance Oo-n.ittee, one recuesting an estimate of moneys which the City would nave a;•ailable for war bond purchases in the Fifth ±lar Bond Campaign, the o.her, req�.,esting financial a0sistance in tna amount of 4150.00 we.e read. i:;e Mayor directed that a report be prepared for submiss- ion at tine next meeting sho e ng funds available, if any, for invest - sent in bonds. Notices of transfers of alcoholic beverage licenses at 35 North Sac- ramento Street and 18 South`=in Street we:e received from the State 3oard of Eoualization. ':he report of the Trustees for the Hoot Gibson Rodeo held at the Lodi Stadium June 3 & 4 and transmitting $392.7C as the City's use tax was received. lzle7orts of the Chief of :office and City Poundmaster for the month of may were received, read and ordered filed. Action of the W`ayor and City Clerk in writing he State Senator and '3semblymen concerning action seheduled to be taken at the Jure 5th Spacial Session of the Legislature relating to allocations of funds for post-war construction rras approved and ratified. On motion of Councilman Coffield, 7leihe second, the City Clerk was directed to omit penalties on water, electric and garbage bills rend- ered State and Federal Agencies whose methods of auditing and payment of these bills precluded payment before the 10th day of the month. N KSINIE3S - It appearing that the City had no i:;mediate projects entailing the use of gasoline tax moneys, accumulation of funds was authorized for the fiscal year 1944-45 by directing that the Mayor sign an agreement with the Department of Public -A'orks to such effect. :.iter discussion, renewal of the annual co-operative agreement :-Pith United States Geological Survey for ground water investigations in .he Mokelumne area, particularly stream flow measurements at Clements and .7ood'oridge, was authorized on motion of Councilman ,'eihe, Coffield second. The City hying received an offer of _he sum of $70.00 net for the p:rc::ase of Lot 7, Becleran Tract, sale of this lot to E.H.Sundert was directed by the adoption of Resolution No 1201 by the following vote: AYES: Councilmen ',eine, Coffield, Tolliver and Rinn. NOES: 'ounciLmen None. ABSEINT: Councilman Riggs. T EK7 UTVE EC _ SESSION _-At 10.25 F.M. the Council was resolved into committee of the whole, returning to open sess-on at 10:W. ?.1. Cn motion of Councilman Cloffield, Ti`eihe second, the Clerk was direct- ed to attempt to secure the purchase of a 1,21 ton panel top Chevrolet Truck from the U.S.Treas-.L-j Department, this truck to be used by the Fire Depart- ment. City Attorney Glenn Best was instructed to investigate the sufficiency of local ordinances and statute law concerning the sale of "tax -sold" prop- erties to be acquired from San Joaquin County. The City Clerk re-,ortead that Frank E. Freemen, janitor at the City Hall, ::as permanently physically incapacitated from performing his duties -and that a-_p3intment of his successor z. -as i: -.mediately necessary and that it would be impossible to secure a -.-plications for transfer or original appoint- ment at the present wage --aid. Comparison of the wage now maid with that paid by other public bodies for similar work, justified a wage of $165-00 monthly, and the City Clerk was directed to offer this wage to suitable a:Dlicants. Cit; Engineer C. L. :'T to reported that he had reached an agreement with George J. Fmde as to the amount of the Bund's acreage recu1xed by 'Ile C; with the - City for its sewa�e disposal plant and outfall together easements nece--sary for access and operation. '.he Mayor and City Attorney were authorized to proceed -with this purchase as directed by Resolution NO 1197 adopted May 3, 19", and, should the matter of the pipe line right of way prove an obstacle, to call a special meeting of the City Council for consultation with Mr Emde and complete the transaction without further delay.
