P.W.T. COUNCILMEN PRESENT - Coffield,'N.J., Tolliver, H.J., Neihe,Otto A. and Rinn, Robert H. (Mayor). Councilman Riggs appeared at 8:36 P -M. and thereafter took part in the meeting. ALSO ATTENDING - Supt. Public Utilities J.A.Henning, City Attorney Glenn hest, City Engineer C. L. 1hite, Deputy City Engineer L.P.Singer and, for a short time, Chief of Police C.S.Jackson. PUBLIC HEARINGS - Daniel Boone of the High School Faculty and .7m. Pirtle, Pres- ident of the High Schcol Senior Class asked that the the Senior Class members be allowed free use of Lake Park for "ditch day" May 26th. Matter referred to Committee on Parks and Director of Recreation Pauly with power to act. C0111UNICATIONS, NOTICES & REPORTS - Mr Frank H."Tatson Jr sent a written expression of the thanks of the Service Mens Entertainment Committee for assistance in entertaining troops passing through Lodi. Arvid Pauly, Director of Recreation advised the Council that some changes viould be necessary in admission charges at Lake Park and at the Baths due to increased Federal taxes. On motion of Councilman Coffield, Tolliver second, the following admission charges were fixed for the 1944 season: LAKE PARK Adults....:. 8¢ plus 2� Fed Tax Total 10¢ Children . (over 12) 0 plus 20 Fed Tax Total - 2¢ (r:eek Days) Children (over 12) 8¢ plus 2¢ Fed Tax Total 10¢ (Sun & Holiday) BATHS - Adults ..... 170 plus 3¢ Fed Tax Total 20¢ Children 8¢ plus 2¢ Fed Tax Total 10¢ REPORTS - Monthly reports of the Chief of Police and of the City Poiundmaster for the month of April were received, read and ordered filed. UNFINISHED BUSINESS -In the matter of the appointment of Millard Fore, Constable of Elkhorn township as a police patrolman, Mayor Rinn reported receipt of an opinion of the Attorney General that would be favorable thereto but no action was taken pendingfurther information from the District Attorney. At this time C.S.Jackson, Chief of Police appeared and presented an oral application for pay increases for Patrolmen Coon & Smith.3tr Jackson was informed that this matter as well as recommendations from other heads of departments would be taken up at the time of making the annual budget. Mr J. A. Henning reported on progress beingmade in formulating recommend- ations to the State Industrial Accident Commission as to proposed changes in electrical safety orders. '01 BUSLVFSS - Official bonds of the City Treasurer and of the City Clerk were approved by the adoption of Resolution No 1196, introduced on motion of Councilman Cmffield, Riggs second and carried by the assenting votes of all members of the City Council. Business License Applications of H. C. Lauder Co., contractor and of C. C. Spitzer, merchant (plumber), were received, read and ordered refer- red to the Chief of Police in accordance with ordinance. Business License Applications first read April 5th were approved and licenses ordered granted, there being no objections filed. PAYMENT OF CLAIMS - Claims in the amount of $23,413.93 as approved by a majority of the Finance Comma-ttee were approved and ordered paid on motion of Councilman Weihe, Coffield second. YISCELLANEOUS - Mr john A. Henning reported on repairs to the water line running from the Sanguinetti well to the Baths City Engineer C. L. 'Mute recommended that plans and specifications for placing an armor coat on South Church Street from Lodi Avenue to the Terminous Road be prepared and submitted so that the job would be in readiness for aproval when the Council thought fit to order it. On motion of Councilman Coffield, Riggs second, the City Engineer was so directed, the matter of financing the cost to be decided later. City Attorney Glenn .lest reported briefly on the proposed "Mutual Aid. Continuing discussions had during the executive session with Mr George Emde and City Engineer C. L..;Jhite relative to the acquisition of land southwest of the City for a sewage and waste disposal site, Councilman Weihe, Coffield second, introduced the following resolution: RESOLUTION NO. 1197. ;YHEP.EAS, this city's facilities for the disposal of sewage and ind— ustrial wastes have reached or exceeded their maxi -mum capacity at their present location causing threats of nuisance and possible danger to health, and, WFEREAS, provision must be made to take care of the futur: growth of this city and consequently increased burdens on the city's sanitary systems, and, +T:LiEaS, certain lands far removed from places of human habitation and accessible to tidal flow can be obtained at a distance of about six miles southwest of this city that will provide a disposal plant site ample in size and suitable in location for the ultimate disposal off all of this city.s sewage and industrial wastes, which site, we are assured, will meet with the approval of the State Department of Public Health, therefore, BE IT °SOLVED, that this City purchase from George i9. Emde and Elizab&th W. Emde, his wifg, at a price of $85.00 per acre, a certain tract or parcel of landcontaining 320 acres more or less, situated in Township 3, North Range 5 East, !t.D.B.& M., and for the purposes hereof, described as follows: The East i of the SES of Section 23, T3N, RSE, M.D.B.& M, and all that cortion of the South 2 of Section 24 in said Township and Range lying Southwesterly of the proposed Bosley (Thornton) Road together with the right and privilAdge to enter upon the land lying north of and adjacent to the ditch leading from the first above described parcel to Shite Slough with men and equipment for the purposes of maintaining said ditch in order to drain excess waters from the sewage and waste disposal fields proposed to be erected on the lands to be acquired. FE30LVED, further, that Glenn Aest, City Attorney of this City be and he is hereby authorized and directed to proceed in accordance with this res— olution to secure a deed to the lands herein, subject to the proration of any rents or taxes prepaid thereon and any necessary incidental expenses necessary to effect the purposes hereof to the end that this City secure a good and sufficient deed to the land herein sought to be acquired. The foregoing Resolution No 1.197 was then passed and adopted by the assenting votes of Councilmen �eihe, Coffield, Riggs, Tolliver and Rinn (Mayor) being all the members of the City Council.
