itINUT.S OF PREV_CUS &LETINGS - The minutes of the regular meeting of April 5
and of the statutory meetings of April 18, 1944 were read, approved as
read and so endorsed by the Mayor.
PUBLIC HEARINGS - No persons appearing, this order of business was passed.
CO'1MUNICAT-ONS - NOTICES - REPORTS -Lir Arvid Pauly, Director of Recreation
re:=ted orally and in writing on the recent recreation conference held
in Berkeley under the auspices of the Public Housing Administration.
The quarterly reports of the City Treasurer and of the City Clerk for
the period ended March 31,1944 were received, read and copies of the
Clerk's report referred to each Councilman
ORDINANCES & RESOLUTIONS - ORDIN?rIC?. NO 301, introduced April 5, 1944, and
entitled t' AN CRDINANCE ALVEENDING SECTION 3 OF OF.DINANCE NO. 215 OF THE
CITY OF LODI PASSM AND ADCPTEQ DECEMBER 2, 1935 AND ENTITLED ' AN
ORDINANCE REPEALING CEfiTAIN ORDINANCES ARID PARTS OF ORDINANCES AND
STABrTSHING RATES FOR THE SALE OF ELECTRIC ENERGY BY THE CITY OF LODIt"
was brought up for passage on motion of Councilman 7,ieihe, Coffield second,
read at length by the City Clerk and finally passed, adopted and ordered
to print by the following vote:
AYIS: Councilmen "'eine, Coffield, Tolliver, Riggs and Rinn.
NOES: Councilmen, None -
ABSENT: Councilmen, None.
L:a or Rinn then signed the ordinance in approval thereof.
UNFINISHM BUSINESS - in the :natter of the memorial rose garden to be located
in Lace Park by the "domans Au tiliary of the Vererans of For eigh Tars,
Asst. City Engineer Singer reported that selection of a site ;ras pending
of the submission of a suitable design.
Chief of Police Jackson recommended that the vacancies in the police
force be filled by appointment of John Kutlick and Millard Fore from
the eligible list to fill the posit'_ons vacated by the resignation of
Ben L. Horton and the absence of Alvin T. Schnabel on military leave.
On motion of Councilman Coffield, Tolliver second, John 4utlick was
a -pointed patrolman for duration of the war, such appointment to become
el
fectivewhen available but not later than a starting date of Way 30th.
No action :as taken in the case of Millard Fore, it being the opinion
of the City Attorney that an o inion of the District Attorney should
be obtained by Fore, who also holds the office of Constable for Elk-
horn Township.
t'r Jackson reported that he could move an unused bicycle rack to the
south-east corner of Pine and School Streets and was instructed to do
so if, in his judgement, proper use could be made of the rack.
BUSINESS - On recommendation of L.P.Singer, Assistant City Engineer,
Beatrice G ribaldi, Cler_c-Stenographer, having completed her six
months probationary period of employment, was ordered continued as a
permanent employee; motion of Corfield, Riggs second.
License a..plications were received and read from L.H.Clawson Company,
Contractors; Hassbaum & Nordlund, Contractors and from Hassbaum &
Nordlund, Merchants. All were referreu to the Chief of Police.
License a•plications filed starch 15th coming on to be heard, the Clerk
reported that the Chief of :Police had filed no objections and the
licenses were ordered granted
At this time Mayor Rinn announced appointment of the following stand-
ing committees of the City Council:

Complaints regarding the charging of dump ground fees to residents
outside Lodi -were settled by the statement of the Mayor and City Attor-
ney that the man in c:arge would be instructed to allow those not living
in Lodi access to the county dumping ground without charge
A proposed county mutual aid agreement for assistance of the Lodi
Fire Department in tines of disaster was referred to City Attorney Fest.
Superintendent John A. Henning was granted leave of absence with
pay for six weeks beginning about May 15th.
At 9:45 o'clock the Council was resolved into cor ittee of the
whole, returning to open session at 10:31 o'clock P.M. when adjournment
was taker. on :potion of Councilman r;eihe.
