MINU ES OF PREVIOUS .'.ESTING - The minutes of the last meeting held Januar: 19th
were read at length by the Clerk, approved as read and so endorsed bar the
"_farmer.
'U.KIC HEARIiNGS - Miss Dolores Prescler, :Wilfred Pirtle and ,hllie Kranz! -3r of
the Student body of ?nodi Union High School presented a petition signed by
300 high school students as}:ink the ic:mediate establi,tnent cf a "teen-age"
center. Miss Prescler explained the need as seen by the siSners and Mr
Arvid Pauly, Director of Recreation elaborated further on plans and purposes.
'Ir ?auly requested permission to refurnish the floor inthe Liethodist Church
g;.annasium with city owned materials in return for the use had and to be had
of this building. Fe also requested an allowance of $1.50 per ni.-ht for about
six ri;hts in an experimental athletic effort. His requests were granted
with the instruction that he report results and recommendations to the Council.

Cafe, 101 East Pine Street was received from the State Board of Equalization.
In response to a letter from Northern San Joaquin County .lar Finance District,
F.esolution No 1138 directing the investment of $30,000 and accrued interest
from city funds not i: -.mediately needed in 7/8% Treasury Certificates of 1944,
introduced by Councilman ++eihe, Spooner second, was adopted by unanimous voce
of all Councilmer. present.
A letter addressed to Mayor Rinn by State Librarian `_label P..Gllis, Ci:airman
of the Mar Activities Cormuttee of the California Library Association urging
the donation of books tc men in the military services was read a^.f the faycr
urged that *.he newspapers give this matter publicity, stating that the local
donations could be left with Hiss Boynton at Lodi Public Library.
Reports of the Chief of Police and of the City Poundnaster for the month of
Januarf were received, read and ordered filed.

OF LODI RELAT=NG TO THE PUBLIC POUND " introduced January 5th, amended on
J=_Haan, 19th and re -introduced at that meeting, was brought up for passage
on motion of Councilman Weihe, Coffield second, second reading omitted, after
reading by title,by unanimous consent, and finally passed, adopted and
ordered to print by the following vote:

the finance co::-.aittee were approved and ordered paid on motion of
Counci.:man Coffield, .ei:^-e second.
p;x Crj';i'%F=- S 3SION - At 9:45 o'clock P.M. the Council was resolved into
=x_acutive session and the rjon cleared, returning to open session at
!C:1.3 o'clock P.I. under the head of Unfinished Business.
Rec.�iution No 1189, introduced by Councilman Coffield, Spooner second,
directing the Cit;/ +ttoriey to prepare and present a contract similar
to that in force in 1943 for the disposal of irdustrial wastes, to
Foster & .'pod Canning Company, was adopted oy unanimous rote of all
Councilmen present.
On motion cf Councilman Coffield, Spooner second, E. Y. Sipe was
employed at s salary of $3 6CO.O0 a year, payable monthly, plus an
allowance of a""25.00 per month for his autos-mbile, as Director of
Civilian Defense, employment to start February 1,1944.
Glenn ;Jest reported that the State Supreme Court has decided the case
of F. She--Ior vs the City of Lodi in favor of the City, reversing
the San Joaquin Superior Court and the r-)pellate Court, thereby
heaping that the Police Relief and Pensions Act of 1^3? was pe misaive
and not mandatory u;•on the City.
Ur '.'•ost also stated that the trial of the case of Pacific Telephone
& Telegraph Company vs the City had been set for trial on harsh 6th.
