MDNUT:S OF PRVIOUS MEETING - The minutes of the last Council meeting held
Januar/ 5, 1944 were read, approved as read and so
endorsed by the Mayor.
No persons appearing, the Order of Public Hearings was passed.

Notice of proposed transfer of alcoholic beverage license at 122 N.
Sacramento Street was received from the State Board of Equalization.
Notice of the b monthly meeting of Central Valley Division of the
League of California Cities to be held in Turlock, January 20th.
received and read.
Reports of the City Treasurer and City Clerk for the quarter ended
December 31, 1943 were received, read and ordered filed
J.C.Ferguson, City Judge, presented an annual report of the activities
of the City Court.

The City Clerk was directed to submit to the voters at the General
Lunicipal Election to be held April 11, 1944, questions as to whether
the City Clerk and the City Treasurer should become appointive officers
by the adoption of Resolution No 1185, introduced by Councilman „eine,
Coffield second and carried by unanimous vote of all members of the
City Council.
Execution of a lease to the State of California for the calendar year
1944 covering " Lodi Armory " was directed by the adoption of Resolution
No 1186, introduced by Councilman Riggs, Spooner second, and carried by
unanimous vote of a1 members of the City Council.
Crdinance No 297 entitled " AN ORDINANCE OF THE CITY OF LODI RELATING TO
TFC PUBLIC POUND " introduced January 5, 1944, after reading by title
+as amended on motion of Councilman Spooner, Coffield second,in the
following manner, to -wit: Sections Numbers 4 and 14 to read:
" Section 4. Every person owning or having possession of a dog or
cat sha_1 pay a license fee for the calendar year beginning January
1st or for any fractional part of such year as follows:
For each male dog . . . . . . . . . . . . . 1.00
For each female dog that has been spayed, . . . 1.00
For each female dog not spayed. . . . . . . . . a 4.00
For each male cat . . . . . . . . . . . . . . . 0.50
For each female cat . . . . . . . . . . . . . . 1.00
The license fee shall be paid to the poundmaster as soon as such
dog or cat shall come into the possession of the owner or person
having possession thereof and annually thereafter on or before
the first day of January of each succeeding year.
The owner or person having possession of such dog or cat shall
provide it with a suitable collar upon which shall be securely
attached a license tag issued by the poundmaster on payment of
the license fee showing the license number and the year for which
the dog cr cat is licensed. The receipt for payment, a copy of
which shall be kept on file, shall bear the same number as the
license tag, also the name of the owner and the name and desc-
r'_pt on of the dog. "
" Section 14. any dog not redeemed ,rithin the period of 100 hours
from and after the time of impounding may be sold at such price
as the poimd.-aaster may deem obtainable, or may be given away if,
in the opinion of the poundmaster, such animal has no sale value.
Pio notice of sale or advertising of any kind shall be required
and all unredeemed dogs or cats which have not been sold or
given array after the expiration of said 100 hour redemption
period shall forthwith be destroyed by the poundmaster in his
discretion. "

On motion duly made and seconded, the said Ordinance No 297 was then re-
introduced as amended and by the same motion, ordered laid over for the
statutory period of not less than five days.

OR STRUCTURES IN TIC CITY OF LODI, CALIFORNIA; PROVIDING FOR THE ISSUANCE OF
PERMITS A0 COIZC TION OF FEFS THEREFORE; DECLARING AND ESTABLISHING FIREE
DISTRICTS; PROVIDING PEN.;LTI S FOR TN.. VIOLATION TIRrREOF AND REPEALING ALL
ORDINANCES AND PARTS OF ORDINA:'VCES IN CONFLICT TIMEWITH n having been regularly
introduced on the 5th day of January, 19" was brought up for passage on motion
of Councilman Coffield, Riggs second; second reading omitted, after reading by
title by unanimous consent, and finally passed, adopted and ordered to print by
the following vote: -
AYES: Councilmen, Coffield, Riggs, Spooner, 'Weihe and Rinn (Mayor)
NOES: Councilmen, None.
ABSENT: Councilmen, None.
The Mayor then signed the ordinance in approval thereof.
Ordinance No 299 entitled, " Ad OF.DI.NANCE A=— ING SUBSECTION (a) OF
SECTION 5 OF OF.DIN:INCE 276 ENTITLED ' ANI ORDINIANCE OF THE CITY OF LODI
CREATING AND 7,STABLISHING A PERSO!Ni SYSTEM FOR SAID CITY ' " was intro-
duced on motion of Councilman Spooner, e"+eihe second, read at length by'the
Clerk and by the same motion, ordered laid over for the statutory period of
not less than five days.
HEX BUSINESS -
One application for business license, that of Miller and Ranagan, filed
with the Council on December 15th,1943 was ordered granted. Applications of
G.S.Long, Merchant, 123 East Lodi Avenue and of Dan Sept, Merchant, 616 S.
Central Avenue were read for the first time, ordered referred to the Chief of
Police and set for hearing on February 19th.
At 9:30 o'clock P.M. the Council was resolved into Committee of the "!hole
and the room cleared, returning to open session at 10:30 o'clock P.M. when
adjournment was had on motion of Councilman P:eihe.
