,r NTUTES OF P.REV=CUS ?SETING - The minutes of the last regular meeting held on
1 November 3, 1943 were read at length by the Clerk, approved as read and so
endorsed by the kayor.
PUBLIC HEARINGS -
Dr Irving P.idenoux, President of the Recreation Commission presented and
filed the annual report of the City Recreation Cor.Wission, which was co,-mented
on by Arvid Pauly, Director, who emphasized that part of the report relating to
future needs, especially as to the necessity and feasibility of a youth center.
COuX'UNICATIONS - NO^:ICES - REPOP.TS -
A copy of a resolution of California Safety Council endorsing the passage
of bills introduced in the Federal Congress proposing the construction of a
three billion dollar trans -continental hihway after the conclusion of the present
war was read.
A letter :from the Director of the State Department of Civilian Defense
urging the contin'aance of protective services in local departments of civilian
defense was also read.
The State liar Council advised the City Council by letter that it's application
for rating under 1943 compensation insurance provisions had been received and
would be acted upon by the State Aar Council at it's next meeting.

CPLINANCE NO 294, entitled, " AN ORDINANCE REPEALING CRDIXANCE NO. 283 OF
^H CI"_'Y OF TC.^,I ENTITLED ' AN ORDINANCE OF TIM CITY OF IADI RELATING TO P.ST_RICTED
LIGHTING ' " having been regularly introduced on November 3, 1943s was brought
up for passage on motion of Councilman Coffield, vWeihe second, read at length
by the Clerk, and finally passed, adopted and ordered to print by the following
vote:
AY S: Councilmen, Coffield, Veihe, Riggs, Spooner and Rinn (Mayor) (5)

The Mayo* then approved this ordinance and signed the same.
NY.1 BUSINESS -
A,inlications for business licenses, five in number, presented October 20,
1W were allowed and licenses ordered granted.
F.D.Piper an.P lied for a license to conduct a cabinet shop at 18 W.Nalnut
Street and this application was ordered to take the course prescribed by ordinance.
On :notion of Councilman Weihe, Ri- s second, the Mayor was directed to
renew the arcual purchase agreement *ith Dow Chemical CowparW for liquid chlorine.
No objection was offered to the acceptance of a deed from Louis T. Mason and
:rife as a gift from said grantors to lards abutting on the north side of Lodi Lake
Park.
In furtherance of proceedings to adopt the Uniform Building Code, Mayor Rirn
appointed a committee consisting of Councilmen Spooner and Riggs, L.P.Singer,
Deputy Building Inspector, Glenn West City attorney and J.F.Blakely, City Clerk
to study the code and meet with persons who might be interested in it and report
to the City Council.
Assistant City Engineer reported on his studies of the reeds for loading
zones in the business district. 'The City Clerk was instructed to make a survey
of existing traffic ordinances with a view to amend them so as to permit changes
in street marking, designation of special zones and the like by resolution of
the City Council to avoid a multiplicity of ordinances.
At 9:55 o'clock, the City Council was resolved into Committee of the Thiole
and the room cleared, returning ;,o oven session at 10:43 o'clock P.M.
On the recon endation of the Assistant City Engineer and on motion of
Councilman '"eihe, Coffield second, the stages of Gerhard T. D.erksen, employee
in the City Engineer's Department were ordered increased w'_^.CC per month
affective December 1, 1943.
Resolution No 1181, entitled " FESOLUTION AUTHORIZING TIE APPOLIM- 041'T OF A
DIP:ZTCR OF CIVILIAii DEFENSE AND DIRECTING APPLICATION TO THE STATE OF CALIFORNIA
FCR FINANCIAL ASSISTANCE IN 2.t:=41NING SUCH OFFICE, IN ACCORDANCE WITH CHAPTER
805, STATUTES 1943 " 71AS INTRODUCED BY COUNCILMAN, i+ IHE,___COFFI LD SECOND and
adopted by unanimous vote of ail members of the City Council.
A draft of the proposed garbage ordinance as prepared by the City Attorney
was referred to a coamitt:e consisting of Mayor Rinn, Councilman Coffield and
City Clerk Blakely.
At 11:x; P.'`i., on motion of Councilman V+eihe, the Council adjourned.
