MINUTES IF PREVIOUS IMTING - The.Minutes of the last Council meeting held
September 15, 1943 were read at length by the Clerk, approved as read
and so endorsed by Mayor P.inn.
PUBLIC HEARPIGS: No persons appearing, this order of business spas passed.
CO'^'UfiICATIC`IS, NOTICES & REPCRTS:
letter of appreciation was received from- the Executive Chairman of the
,Third .'far Loan Drive expressing thanks for the City's purchase of bonds.
One a plication for a transfer of alcoholic beverage licenses w._s received
from the State Board of Equalization affecting the premises at 8 South
'gain Street.

he Clerk, particularly relating to the annual conference of the League
to be held in Sacramento October 19-21, the publication of a Comr_z city
Guide to Planing entitled "Action for Cities" and a League revision
of a proposed model ordinance regulating ths.sale of electrical appliances
sponsored by the Pacific Coast Electrical Association.

annual confere-ce sessions. T'ne Clerk was directed to obtain ten copies
of the booklet "Action for Cities" for nse of Councilmen and Department

to the Superintendent of Public Utilities, the City Attorney and the City

Acrlication of Lodi Union High School for use of Lodi Stadium for foot-
ball games or: various dates was approved.
The monthly reports of the Chief of Police and of the City Pound. -Laster
for September were received., read and ordered filed.
Ur"_fIISH= BUSINESS:
The City Engineer having approved the application and contract as to
engineering features, a Joint Pole Agreement between Pacific Gas & Electric
Company, City of Lodi and Pacific Telephone & Telegraph Company was
ordered executed by the adoption of Resolution No. 1177, introduced by
Councilman Riggs, Coffield second and passed by the following vota:-

NOES: Councilmen, None. ABSENT: Councilmen, hone.

On reco:rnendation of the Fire Chief and on filing of a certificate of
satisfactory performance, Victor N. Blum, probationary Fireman was
giver. permanent emplc7ment. Spooner Pleihe.
Rule VII, S-idtion 5 was amended to permit emrlpynent from eligible lists
of less than three names by the adoption of Resolution No 1178, ihtroduced
by Councilman '+eihe, Ilifgs second and carried by unanimous vote of all
members of the City Council.
Applications for business licenses filed by James S. Adams, Merchant,
3CC fdor; Cher•o:tee ane and Steve Zabunoff, Restaurant, 25 N. Sacramento
Street were gilren first reading and orderer: referred to the Chief of
Police.
,::plications of A. Piazza and d.G.Clemings, first read September 1st
were ordered granted.
The Superintendent of Streets was authorized to place and maintain
"I Parking Between Signs" signs of the east side of South Sacramento
Street along hapl9 Square in an attempt to remedy congested conditions
on this rsrro-•r street.
The City n_ineer was authorized to purchase a sludge pump, rotor and
variable speed drive at ::61.50 nlus sales tax to protect against breat-
lown of present simi'_ar e uipmert at the Se^raga Disposal Plant.

43, -or Kinn called attention to the necessity and desireability of
continuing a company of the California. State Guard in Lodi and ur-ed that
each Co+u;cilman encoufrage enlistments, stating that, unless the company
w^ts was reaclnd before the end of October, the State woild in all probabil-
ity refuse to renew its lease on the local armory.
E'-C:r.IVE.SF,SSION; At 9:23 o'clock P.M. the .5iyour called the Council
into executive session, so remaining until 10:35 o'clock P.M. when open
reeting was res-raad.
T-tspearing that City Engineer C. L. Ylhite would not be able to
allocate -the time he has been devoting to the City of Lodi on account of
the necessity of his teachins classes in -Stanford university for at
least the balance of this year, it was moved by Councilman Coffield, Figgs
second, that Yr 7ite be allowed his full compensation of $3CO.00 for the
month of October and $ 150.00 a month for November and December, adiustcPrit

On recocnendation of Chief of Police Jackson, the salary of Elvin T.
Schnabel, Police Patrolman was ordered increased from $170.00 to 6 180.00
effective as of October 1, 1943 he having served over one year in his present

PA1^EM OF CL?MS: Claims against the Treasury in the amoyn$ of $26,955.47
as approved by the Finance Corrittee were a'lowed and warrants ordered drawn
in payment thereof on motion of Council.an Corfield, Riggs second.

Note: These minutes fail to show the entrance salary and effective
date of permanent employment of Beatrice Garibaldi. It was
later ordered that Mrs Garibaldi's salary be at the rate of
$100.00 plus the war -time allowance of $25.00 effective as
of October 1, 1943•
