(1) '�VUTF.S OF LAST ING - The minutes of the last meeting held September 1,1943 were read at length by the Clerk, approved as read and so endorsed by the Mayor. PUBLIC HEARINGS - Arvid Pauly, Director of Recreation stated that he proposed to close Lake Park to swimming except on Saturdays and Sundays on account o£ lessening attendance. Nx Pauly also applied for vacation from Sept. 20 to October 4th. These matters were left to bir Pauly's judgement. He also informed the Council that the Western Recreation Council mould meet in Fresno November 8th to 12th and that he desired to attend. An application for per,' sion to,park a house -trailer in Hale Park for the remainder of the fruit season was laid over for future consideration. COM'NICATIONS - NOTICES - REPORTS Letters from the League of California Municipalities relating to taxi- cab limitations under ODT order 20-A and post-war planning were received. Notice of an intended transfer of the liquor license at 122 N.Sacramento Street was received from the State Board of Equalization. Notice of the 1943 Building Officials Conference to be held in San Fran- cisco October 5 & 6 was read and on motion of Councilman Spooner, Riggs second, City Engineer C.L.White and Asst City Engineer L.P.Singer were requested to attend. The City Clerk presented his Annual Report of Financial Transactions for the fiscal year ended June 30, 1943 and the same was ordered to be published as required by statute. RESOLUTIONS & CP.DINANCES - k proval of the joint pole agreement between Pacific Gas & Electric Co., Pacific Telephone & Telegraph Company and the City of Lodi was witheld on the recommendation of Supt. of Public Utilities J. a. penning that the same be referred to the City Engineer. Transfer of the sum of $9,742.49 from the Special Gasoline Tax Street Improvement Fund to the General Fund was directed by the adoption of Resolution No. 1174, introduced by Councilman Spooner, Riggs second and passed by the assenting votes of all. Councilmen present (4) Transfer of the sum of $13,284.45 from the "In Lieu Tax Fund" to the General Fund was directed by the adoption of Resolution No 1175, int- roduced by Councilman. Spooner, Riggs second and passed by the assenting votes of all Councilmen present (4) On motion of Councilman Riggs, Weihe second, the City Treasurer was directed to invest the slum of .$50,000.00 in U.S.Treasury Bonds bearing interest at 2#% dated September 15,1943. This was done by the adoption of Resolution No. 1176 by unanimous vote of all Councilmen present (4). UN-INISHED BUSINEESS - Copies of a proposed garbage collection ordinance in rough draft form were submitted to each Councilman for study. Fur --her action on an anplication for Civilian Defense State Aid was deferred. The Clerk was directed to ascertain by correspondence as to the :natters in which the City could expect re -imbursement and as to the effect of a present application on future needs. V"T BUSINESS - Informal proposals for Public Liability Insurance on the City's Fleet of Automobiles and Trucks were opened and canvassed at this time. The proposal of F. L. Lobaugh, submitting a polies- identical with that in effect last year at a oremi+mm of 4316.00 was found to be the lowest and best bid received and wvard was made to him on,motion of Councilman 37ooner. L. ;'shite and Mayor Rim reviewed discussions had at a meeting held in Lodi September 10th at which the Mayor, Councilman Coffield, City Engineer White, Building Inspector Singer, L. Adams, Engineer for the Board of Fire Underwriters and VI.A.Curtis, Building Inspector of the City of Stockton participated. The object of this meeting was to define fire districts and make preparation for the ultimate Adoption of the Standard Building Code of the Pacific Coast Building Officials Conference. At 10:00 P.M. the room was cleared and the Council convened in executive session, returning to open meeting at 10:15 P.M. On recommendation of the City Engineer and on motion of Councilman Xeihe, P.iggs second, the Clerk was directed to apply to the Local Draft Board for deferment of L. P. Singer Jr., Asst City Engineer. At 10:59 o'clock P.M. the City Council adjourned on motion of Councilman ,Veihe . �_F.
