MINUTES OF PFEVIOUS =ING - The minutes of the last meeting held August 18,
1943 were read at length by the Clerk, approved as read and so endorsed
by the Mayor.
PUBLIC HEARINGS - Mr J. K. Newfield, Sr. representing the Citizens Committee
for the Third alar Loan Campaign stated that this Committee had been put
to some expense for opening and conducting the drive to raise two million
dollars in the Lodi district and asked that the City allocate tide sum of
Two Hundred Dollars to defray these expenses. Mr Newfield also requested
that the officers and employees of the City participate in the opening
parage for the Bond Drive to be held September 9, 1943• At the order of
the Mayor, Mr Newfield's request was laid over for action later in the
meeting.
C0.'.'dUNICATIONS-AJCTICES-P.EPCRTS -
Three notices of application for alcoholic beverage license or transfers
of existing licenses were received from the State Board of Equalization.
The report of the Chief of Police and also that of the City Found -master
for the month of August were received, read and ordered filed
ORDINANCES & RESOLUTIONS -
ORDINANCE NO 292 , " AN ORDINANCE LEVYING TAXES FOR THE FISCAL YEAR BEG-
11PNING JULY 1, 1943 " having been regularly introduced August 18, 1943,
was proposed for passage on motion of Councilman Coffield, Neihe second,
read at length by the City Clerk and finally passed, adopted and ordered
to print by the following vote:
AYES: Councilmen, Coffield, 7leihe, Riggs, Spooner and Rinn. (5)
?NOES: Councilmen, None. ABSENT, Vouncilmen, None.
The Mayor then signed the Ordinance in approval thereof.
UN INISHED BUSINESS - Execution of a joint pole agreement with Pacific Gas
& Electric Company, City of Lodi and The Pacific Telephone & Telegraph
Company was laid over in the absence of the City Attorney.
The application of the Third 'liar Loan Campaign Committee presented to
the Council by Mr J. K. Newfield at the ouening of this meeting, was
ordered referred to the Lodi War Council for recommendation, also the
proposal that the City apply to the State Director of Finance for
State allocation of matching funds for Civilian Defense activities.
N31 BUSINESS - The City Engineer's application to the Department of Person-
nel for certification of eligibles for the position of Cler-Stenographer
was approved
Applications for Business Licenses, viz: A. Piazza, Cards & Dice, #22
S. ]Saiz St and eT.G.Clemings, Merchane, 16 N,Elm St were given first
reading and ordered referred to the Chief of Police.
Arplications for Business Licenses first read August 4th were allowed
as no objections had been filed.
Such City Employees as the heads of the various departments could spare,
were allowed two hours leave on the rlorning of September 9th so that
they :eight join in the :lar Loan Parad@.
The City Engineer was instructed to make a survey of defective side-
walks throughout the City for submission to the City Council when a
determination would be made as to whether the necessary work would be
charged against the abutting property owner or paid out of City £•.aids.
On the recommendation of the Assistant City Engineer and Building
Inspector, the a,;plicae-on of John Gra=figna (No 488, Aug 6,1943) was
ordered granted as coming within the purview of existing ordinances.

CLAIMS - PAYMENT -
Claims in the amount of $25 749.39 as approved by the Finance Committee,
-were allowed and ordered paid on motion of Councilman Coffield, Weihe second.
EXECUTIVE SESSION -
At 9:25 -o'clock the Mayor called the Council into executive session, so
continuing -until 9:55 oclock P.M. when regular session eras resumed.
CONCLUDING BUSINESS AND ADJOIJIUD ENT -
On motion of Councilman Coffield, ffeihe second; Fire Chief George D.
Polenske's automobile allowance was changed from a mileage basis to a flat
rate of $25.00 per month effective September 1st, Polenske to keep records
of mileage traveled as accurately as passible and report the same to the
City Clerk for comparison purposes.
At 9:57 o'clock P.M. on motion of Councilman Weihe, the City Council
adjourned
