1943 were read at length by the Clerk, approved as read and so endorsed by the
Major.
PUBLIC ii11.R=,iG3 - Trustees 13ilson H.Thompson and Arthur i. Marquardt of Iodi Public
Library with Amy L. Boynton, Librarian, appeared and Piled the proposed Library
Budget for 1943-1411• This budget was accompanied by the Librarians Annual Report.
Arvid Pauly, Director of Recreation , presented his report for the quarter ended
June 30m 1943, with a tentative budget for the 19iv3-44 fiscal year and also a
suggested program for future improvements and capital expenditures.
In line with the above requests, suggestions Per post-war projects of considerable
magnitude were race raid from Snperirtendent cf Public Utilities John A. Henni-ng
and from C. L. :finite, City Engineer. George D. Polenske, Fire Chief, requested
authcrity to purchase immediately, ane E & J Resusticator with necessary auxil-

renewal- of the City's contribution to it's support was denied.
Legislative :ulletins, one as to "Jay-ral3king Ordinances, the oth'cr relating to
acts of the last LegislatLra affecting tax deeded lands were received from the
L League of Cnl_fornip_ Cities. The first was ordered referred to Chief of Police
Jackson and the second to the City Attorne;r.

29th for a rodeo be cancelled.
One notice of application for alcoholic beverage license was receired from the

Chief of Police Jackson a -x' City Poundmaster F.E.Cooper submitted their reports
for the month of July and the same were ordered accepted and filed.
UNFIVISHM B73I!;SS - But one proposal having been received for purchase o£ the walnut
crop at Lake Park and the Sewage Disposal Plant, the Mayor ordered a further con-
tinuance of the time in which to receive proposals to August 18, 1943.
On motion•of Co,4nciLmar Weihe, Spooner second, the City's Oar Risk Insurance
Policy expiring August o, 1943 was ordered renewed.
On the recormendation of 'Chief of Police C. S. Jackson, Ralph C. Coon pod Ben 1.
:Lorton, from the eligible list of the Personnel Cleric, were confirmed as police
patrolmen to fill the positions authorized July 21,1943, both appointments to
become effective upon their qualification and entering into active service.

,,;as authorized to purchase one E & J Fox Portable Inhalator, Resusticator and
Aspirator .rith auxiliary equipment from Capital Fire Equipment Company at a total
cost, of $ 402.31 as quoted July 24, 1943.
Chief Polenske vras also authorized to attend the annual conventi^n of Pacific
Coast Fire Chiefs to be held in Reno August 25th, if he so desired.
On motion of Councilman Spooner, Riggs second, the Annual Purchase Agreement
for large incandescent lamps was ordered renewed through Electric Equipment
Company, the same to date from August 1, 1943.
New a -lications for business licenses were received from Leo Steele, Contractor,
Ida Larson, Rooming House Proprietor and D.E.Schr..idt, Auctioneer and on first
reading, the same were ordered to take the course prascribed by ordinance.
°usiress License Applivations filed and read July 7, 1943 bearing the Clerkvs
Ntabars 443 to 450 inclusive were a -proved and licenses ordared granted.
Robert G. -McLane, Electric Service Asian, applied for an increase in automobile
a=low:y-ce through the City Clerk statins that under present conditions he is
loosing about 3r per mile at the 5w rate in effect. On motion of Councilman
Rigzs, Spooner second, in view of the extra service required by McLaneIsrare
he was granted a flat allowance of $40.00 per month effective from August 1,1943
CLAIMS - Clai.3s against the Treasury as approved by a majority of the Finance Comuittee
in the 3-i,nt of 323,501.86 were allowed on motion of Councilman +Yeile, Riggs
second, and warrants ordered drawn in payment thereof.

.r 77:st stated that he had until August 17th to file an answer, warning
the Council that if the judgement was affirmed, the City would have to pay
interest at 7N per annum to the date it was satisfied. After due consideration
and on motion of Councilman Spooner, Pions second, Mr Hest was directed to
pursue the case to a final determination.
Mr '"est also reported on the case of Shealor vs City of Lodi now -pending,
stating that City Attorneys from some other cities a-&weU-ae-the leegse-&f
Sa3ettipr6�#ries had been permitted to file briefs as friends of the Court.._.`•_°,'_.,
City Engineer C. L. ::kite reported briefly on the necessity of securing
a site for the ultimate disposal of sludge and industrial wastes as contem-
plated under the Council's post-war planning program. Mr White also stated
that the temporary industrial waste plant -a.s functioning despite sudden
surges in the cannery -waste that clogged the screens necessitating close
attention.
11e Clerk was instructed to notify the inspector for San Joaq,:i-i Local
Health District that menaces to health existed at several places on Sacramento
Street, particularly at 123 N. Sacrazmento Street and at 25 N. Sacramento St,
upstairs.
At 11.3 o'clock P.M. the Council convened in executive session, returning
to o --en meeting at 11:30 o'clock P.M.
On motion of Councilman Riggs, ieihe second, the garbage collection contract
with Sanitary City Stavanger Company was ordered to be continued for a period of
four months from July 1, 1943 in order to give the Council time to study several
new phases, particularly as to collection of charges, that had been discussed
since June 16th. Columbo Vacarrezza, one of the partners in Sanitary City Scav-
anger Company, being present, acceeded to this extension of the contract.
At 11:22 o'clock P.M. the City Council adjourned on motion of Councilman
Weihe.
