COUNCILSEN PF SENT - CUFFIELD, W.J.; RIGGS, W.E.; S:CONER, W.A.; 'ZIHE, OTTO A. and RINN, ROBERT H. (Mayor) ALSO ATTENDIVIG - .John A. Henning, Supt.Public Utilities; C.L.1.14hite, City Engin- eer, Glenn Viest, City Attorney, L.P.Singer, Asst.City Engineer and Geo. D. Polenske, Fire Chief. MINUTES OF PREVIOUS MEETING - 'Minutes of the last Council meeting held June 2, 1943 were read at length by the Clerk, approved as read and so endorsed by the Mayor. PUBLIC HEARINGS - J.B.Heon and Alfred Perrin requested permission to construct a frame and sheet iron addition to the premises at 5 Test Pine Street. They were instructed to apply in the manner prescribed by ordinance. Affidavit -of due publication of "Notice to Bidders" being presented by the City Cleric in the matter of the award of contract for legal publications for the fiscal year 1943-44, the Council proceeded to open and canvass the bids received, to -wit, that of The Lodi Times and that of the Lodi News - Sentinel. It appearing that the proposal of The Lodi Times was the lowest, award was made to that newspaper by the adoption of Resolution No 1169, introduced by Councilman Riggs, rreihe second and carried by the following vote: AYES: Councilmen, Riggs, Weihe, Cof£ield, Spooner and Rinn. NOES: Councilmen, None. ABSENT: None. There being no communications on file, this order was passed. RESOLUTIONS AND ORDINANCES, OP.DINANCE NO 291, entitled " AN ORDINANCE OF THE CITY OF LODI AUTHORIZING THE TRANSFER TO .AND THE ASSUMPTION ARID DISCHARGE BY OFFICERS OF THE COUNTY OF SAN JOAQUIN OF CERTAIN FUNCTIONS OF SAID CITY REL- ATING TO THE ASSESSMENT AND COLLECTION OF MUNICIPAL TAXES, PROVIDING FOR THE CONSOLIDATION AND ABOLITION OF THE OFFICES OF CITY ASSESSOR AM CITY TAX COLT LECTOR, PROVIDING FOP. THE DISCHARGE OF THEIR DUTIES BY OFFICERS OF SAID COU- NTY OF SAN JOAQUINAND PROVIDING FOR A CONTRACT FOR THE COMPENSATION TO BE AL19fi .D TO SAID COUNTY OF SAN JOAQUIN FOR SERVICES TO BE RENDERED SAID CITY, AND REPEALING ORDINANCE NO 129 OF THE CITY OF LODI, AND ALL ORDINANCES AMEND- ATORY THEREOF WHERE IN CONFLICT HEREMTH " having been regularly introduced in regular meeting on the second day of June, 1943, was brought up for adoption on motion of Councilman :':eihe, Riggs - second, second reading, after reading of the title was omitted by unanimous consent, and the ordinance finally passed, adopted and ordered to print by the following vote: AYES: Councilmen, Riggs, .reihe, Coffield, Spooner and Rinn, (Mayor) NOES: Councilmen, None. ABSENT: Councilmen, None. The Mayor then signed the foregoing Ordinance No 291 in approval thereof. UNFINISHED BUSINESS - The matter of amendment of the Rules for Personnel Pro- ceedure as relating to hours of work eras again discussed and action postponed to such a time as department heads might find re -adjustment necessary. The proposal of the Superintendent of Public Utilities that meter read- ings be omitted in parts of the City on alternate months to conserve man -power was again laid over. The City Clerk was directed to make a study of this proposal as affecting billing through his office. EW BUSINESS - Notices of applications for transfer of alcoholic beverage licenses at 8 South 'fain Street to Jeasie Blackburn and at 19� West Elm Street to Karl B.Nickel and Henry R. Jenner were received from the State Board of Equalization. An apalication for business license, a garage at 741 S.Cherokee Lane, from Herman Bauer, was received and ordered to take the course prescribed by ord- inance. The applications for business licenses of Albert Massoud, P.estaurant at 110 N. Sacramento Street and of Floyd I. Baysinger, Cards and Pool at 118 N. On mot -'on of Councilman Spooner, Weihe second, the Clerk was directed to abate the water.charge against Nalter.I.E.ltinahen for "Victory Garden" on _ the NN corner of Rose Street and Lodi Avenue, providing that the use of water ' after 8 o'clock P.M. was discontinued. The City Clerk was directed to ask San Joaquin Local Health District if that body could a=sist in the control of rats infesting the City Dumps.
