TING - The minutes of the meeting of May 192 1943 were read at length by the Clerk, approved as read and so endorsed by the Mayor. PUBLIC H,:A.?INGS - L.V.Peterson, H. H. Briggs, T.E."loodruff, Margaret vIolverton and Betsy Jones of San Joaquin Safety Council appeared in application for a renewal of the City's contribution of $30.00 per month for suc:norf. of the Safety Council. Application laid over for consider- ation and action later in the meeting. D. D. Stith, Charlotte Hepper and Arvid Pauly asked for permiss- ion to use a part of the dressing rooms at Lodi Stadium for a "Day Nursery" for children of working mothers, the nursery to be Opened late in July and such use to include the cost of public utilities. This matter also laid over until later in this meet- ing. Arvid Pauly, Director of Recreation, stated that a check r om w_ss a necessity at Lake Park. He was authorized to open such a place and charge 10¢ for this service to each patron using it. It was also directed that signs be posted stating that the City would in no instance be responsible for loss of valuables in excess of $25.00 C 21NICATIONS - NOTICES - P..PCRTS. A bulletin was received from the State .gar Council regarding state assistance to local agencies for civilian defense and the same was ordered referred to Councilman Coffield as Coordinator of the City.War Council. City Attorney Glenn 'Vest reported by letter on the status of the suit of Pacific Telephone & Telegraph Company vs City of Lodi growing out of the fiery case, stating that he is prepar- ing to file a petition for a rehearing in the State Supreme Court of the decision handed down by the District Court of Appeals unfavorable to the city. Reports of the Chief of Police and of the City Pound=aster for the month of Hay, 1943 were received and ordered filed. OPD IN ANCES & RESOL'U'TIONS - "Specifications for the Publication of Legal Notices in Conform- ance with Section tIo 874 of the Municipal Corporations Act as Amended by the Statutes of 1939" were adopted by the passage of Resolution No 1166, introduced by Councilman Coffield, Y;eihe second and carried by una-umous vote of all members of the City Council. Resolution No 1167, entitled " A Resolution Approving an Agree- ment vrith the County of San Joaquin for an Additional Radio Transmitter " was Introduced by Councilman Spooner, +9eihe second, and passed by unanimous vote. This agreement provides for the installation of a radio transmitter -receiver in the automobile of the Constable of Elkhorn Township, tuned in on to the frequency- of the City station KNGY. UNFINISH-D BUSINESS - The Council desiring further time for consideration, the matter of amending the rules of the personnel department as to hours of work and Mr Henning's suggestion as to reading of electric and water meters on alternate months were ordered laid over until the next meeting. City Engineer C.L.Jhite recommended the securing of the services of Mr Lester C. Ready to prepare and present an application for modification of electric rates P-6 and/or P-7 in accordance with the suggestions of Lir John A. Henning dated May 19, 1943 to the California Railroad Commission. On motion of -Councilman F.iggs, Weihe second, Mr 'fihite was authorized to employ lair Ready at $75.00 per day for this purpose. after consideration of the plea of San Joaquin Safety Council, the =plicat- ion was ordered tabled. The Council approved the project to establish amd maintain a Child Day Care Center during the harvest season, endorsing the same as a worth -while effort and allowing use of a portion of the dressing rooms at the stadium with necessary light, water a -id sanitary facilities without charge. Department heads were directed to make a survey of their personnel and, if necessary, file Form 42-B with the Local Draft Board to cover essential employees between the ages of 18 and 38 maintaining a home with one or more dependents. The Clerk was directed.to inform 'P.J.Robinson,Jr that the transient wood pile project is to be discontinued at once, the occasion for the same having pa3sed. One application for transfer of an alcoholic -beverage license was received from the State Board of Equalization. On motion of Councilman Coffield, Weihe second, the City Attorney and the City C ler? rere. directed to appear before the Board of Supervisors of San Joao uin County and ascerLai'Nup -what terms the state and county liens on tax -sold properties in thiscci y�and also, to initiate propeedings for a contract under Ordinance No 291 for county assessment and collection of taxes. Claims in the amount of °24,167.32 were allowed on motion of Councilman 7deihe, Coffield second and-rarrants ordered drawn in payment thereof.
