?tI1'UTES OF LAST MiETING - Minutes of the last meeting held May 5,1943 were
read at length by the Deputy City Clerk, approved as read
and so endorsed by the Mayor.
PUBLIC H.FRINGS - Arvid Pauly applied for traveling expense to attend a
Red Cross Aquatic School to be held in Elsinore June
19 to 29. Action deferred to later in the meeting.
Ur Pauly stated that one of the classes at the High School
had requested free swims on "Ditch Day". He recommended
against the application and the Council concurred.
CO.P9jNICATION3, NOTICES & PEPORTS - A circular letter from the Regional
Chief of the War Manpower Cormission requesting that municipalities
abide by the federal rule regarding employment.of farm workers, i.e.
that, before employing any person engaged in farm work in city employ-
ment, clearance be obtained from the U.S.Employment Service. The
Council a^proved of this request and directed that the same apply to
all future hirings.
G. Hurrle, Park Maintenance Foremen, applied by letter for duration
leave of absence, stating that he was entering the service of the
Stockton Quartermasters Base as of May 16,1943• In accordance with
the rule previously adopted, this application was denied as not being
in the armed services in time of war.

permission to substitute two pieces of equipment°�"f' newer machines.
.Permission granted on motion of Councilman Y7eihe, Coffield second.
Officials of the City of Tracy, by letter dated May 12th, asked that
nembers of the City.Council meet with a delegation from that City to
review this City's experience under it's personnel system. The City
Clerk was directedto inform them to set a date convenient and that
informed officers of the City would meet with them.
ORDINIANCES & RESOLUTIONS -
Addition of a sunpliment to the Joint Pole Agreement of November 7,
1910 with The Pacific Telephone & Telegraph Company relating to an
increase in the price to be charged for pole stubbing and approving
use of the Oakland Joint Pole Corzdttee schedule for billing half -
interests in lieu of cost accounting on the.same, was approved by
the adoption of Resolution No. 1162, introduced on motion of Council-
man P.iggs, r+eihe second, and carried by unanimous vote of all members
of the City Council.
Conforming to the provisions of Ordinance No 289, adopted April 21,
1943, Resolution No 1163, entitled " A Resolution Establishing the
Office of City Engineer, Combining the Same with the Office of Sup-
erintendent of Streets, and Fixing the Duties and Compensation There-
of" was introduced on motion of Councilman Spooner, Riggs second, and
adopted by all members of the City Council without roll call.
Resolution No 1164, "A Resolution Establishing the Office of City
Attorney and Fixing his Duties and Compensation" being also in order
on account of the adoption of the above cited Ordinance No 289, was
introduced on motion of Councilman eihe, Riggs second, and adopted by
unanimous vote of all members of the City Council.

At this time, Mayor Finn named the following members of the ".11ar Council"
provided for in Ordinance No 290 adopted May 5, 1943 as an emergency measure:
Commander of the Citizens Defense Corps - Clarence S. Jackson
Director of the Citizens Service Corps - Leroy Nichols.
Coordinator of the War Council........ - William J. Coffield
Local Property Officer ............... - George D- Polenske -
On the nomination of the above named persons, Resolution No 1165
entitled " A Resolution Approving and Confirming the Appointment
of the Members of the 'War Council of the City of Lodi in Conform-
ance
With the Provisions of Sections 3 and 9 of Ordinance 290 "
was in'•roduced on motion of Councilman Spooner, Riggs second and
carried by unanimous vote.of all members of the City Council.
UNFINISH`D 3USINESS -
Hearing and action on modification of hours of work specified in the
"Rules & Proceedure for Personnel administration" was set over until
the next meeting.
Continuation of the 1939 agreement for cooperative investigation of
ground water conditions in the Mokelumne Basin for the year beginning
July 1, 1943 and ending June 30, 1944 and committing the City to an
expenditute of $$800.00 for this period was authorized on motion of
Councilman Coffield, Spooner second.
1,04 BUSINESS -
Business license applications of Jake Weigand, Cards & Dice and of
Emil Baumbach, Service station, first read April 21,1943 were approved.
Business license applications of Albert Massoud, Restaurant, and F.I.
Baysinger, Cards & Dice and Pool Tables, were read and ordered refer-
red to the Chief of Bolice in accordance with ordinance.
Ur J.A.Henning, Supt. of Public Utilities presented written recommend-
ation that the City seek modification of the power rates under which
it purchases electric energy through the State Railroad Commission.
The Mayor authorized Mr Henning and C.L.Aihite, City Engineer to colabor-
ate in the preparation of an appeal to this Comission and to submit
the same to the City Council for consideration.
On the recom.erdation of the City Engineer, F.W.Post, Operator at the
Sewage Disposal.Plant was allowed his expenses to attend a meeting of
California Sewage 'Yorks Operators in Fresno June 10 to 13th.
The Clerk was directed to prepare and submit at the next Council meeting,
a resolution defining holidays to be observed by city employees.
A proposal that electric and water meters be read bi-monthly was received
from J.A.Henning, Superintendent of Public Utilities, and ordered laid
over for consideration.
The Council retired into executive session at 10:20 P.M. returning to
open session at 10:35 P.M -
On motion of Councilman Riggs, .+eihe second Mr Arvid Pauly was allowed
traveling expenses to Elsinore as applied for under Public Hearings,
Councilman Spooner dissenting.
The City Council then adjourned on motion of Councilman"leihe.
