_. MINUTES OF LAST MEETING - The minutes of the last meeting held April 21,
1943 were read, approved as read and so endorsed by the Mayor.
PUBLIC HEvRINGS - Applicants for permission to park trailers at the old
"Martin Camp Ground", 4CO +1. Lockeford Street were told that they could
file anplications'under the provisions of Ordinance No 248 but that it
wauld be very doubtful as to the possibility of granting the same in
view of previous troubles at this location.
Ca-2.1UPiICATIONS, NOTICES & REPORTS - H.E.Mahaffey, h1lder of a taxi -cab
permit under Ordinance No 268 applied by letter for permission to sub-
stitute one piece of equipment with another cab.- On motion of Council-
man Coffield, s:eihe second, permission was ordered granted.
Allen and Lutzi, Architects, 5655 Wilshire Blvd., Los Angeles
asked to be considc:red in any steps taken toward post-war planning.
S.B.Show, Regional Forrester, U.S.D.A. asked that the City dist—
ribute fire warning circulars with pay -checks and utility bills.
Arvid Pauly, Director of Recreation submitted his proposed schedule
for present operation of Lake Park. As it was apparent that this schedule
appertained to swimming only, the same was ordered approved.
Reports of the Chief of Police and of the City Poundmaster for the
months of April were read and ordered filed.
CRDLdANCES & RESOLUTIONS - Ordinance No 290, entitled " AN ORDINANCE OF
THE CITY OF LODI CREATING A DEPARTMENT OF CIVILIAN DEFENSE AND PROVID-
ING FOR THE ORGANIZATION, P07rERS AND DUTIES THEREOF " having been regul-
arly introduced April 21, 1943 was brought up for passage and adoption
on motion of Councilman Coffield, Weihe second. Councilman Weihe moved
that second reading be omitted after reading by title only, this motion
was carried by unanimous vote of all members of the City Council. Vote
was then had on the original motion and on poll of the Council, Ordinance
No 290 was passed and adopted by the follovring vote:
AYES: Councilmen, Coffield, Weihe, Riggs, Spooner and Rinn
NOES: Councilmen, None.
ABSENT: Councilmen, None.
The Mayor then signed the Ordinance in approval thereof.
In the matter of amendment of the Rules for Personnel proceedure
relating to holidays and hours of work, the Mayor directed that further
study be made of eliminating certain holidays, tentatively leaving the
list of such days for observance to be January 1, May 30th, July 4th,
November 11th, Thanksgiving Day and December 25th. The matter of hours
of work was left in the hands of the department heads as now provided
in the "Rules"
UNFINISHED BUSINESS - Second reading of business license applications
Nos 432, 433 & 434 was had and no objections being presented, licenses
were ordered granted.
NEI BUSINESS - Notice of an application for transfer of an alcoholic
beverage license at 24 S. Main Street was received from the State Board
of Equalization.
City yngineer C.L.�White explained the necessity for a further
extension of the Lodi "Jar Price and Rationing Board quarters in the
Citv Hall basement to take care of the great rush of applicants for
rationed products. It appearing that material is on hand and that the
labor cost would not exceed $150.00, he was directed to proceed with
this work.
tr White also discussed with the Council the steps necessary to
be taken to clean up unsanitary camp grounds and other unsafe and
dilapidated buildings occupied as dwellings. It was decided to await
results of notices to be mailed by the Inspector of the State Bureau
of 1 -migration and Housing before taking further steps.

On receipt of the City rngineer's estimate of the cost of building
a childrens wading pool at Lake Park, $ 194.00, it was directed on motion

of Councilman ',eihe, Coffield second, that the pool be built.
On :notion of Councilman Spooner, Riggs second, Fire Chief George
D. Polenske Eras directed to sell six old fire truck wheels to Roy ]flounce
for $ 130.00.
After rejecting several alternatives, the Council directed that
routine inspection of gas connections be made by F. R. Smith as part
of his duties, thus relieving the City Engineer's office of much of
the detail connected with gas inspections.
Claims in the amount of $26,063.73 were allowed, the same having
been approved by the Finance Committee, on motion of Councilman
Coffield, 1,ieihe second.
At 10:32 o'clock P.M. the City Council adjourned on motion made
by Councilman Teihe.
