motion, laid over for t e statutory period of not less than
five days.
In deference to :erscns in atter,;ance, the City
Council departed _roc: its regular order of business to
consider the written a_�lication for pay increases presented
by the Lodi CityEmployees' Association. This application
requested that the salaries or wages of regular officers
or emplo-,ees be inci•eased by 5% and by a further flat
allo•<<a__nce of ;25.00 per =oath in order to meet increased
living costs.
All Councilmen expressed their opposition to per
centa-7e increases but favored flat raises to be fixed
annually and to continue for the war duration only. The
City clerk asked as to the ef-fect of flat wage increases
on hourly .°rave e.•roloyees. it was recommended that Maxine
Salisbury and ;3 _ ueisert, for sometime on hourly wage
schedules Yualify b -y e.ca-iaation for perr;anent employment.
Other rsons raid by the hour r:ould be benefitted by
increases in t' e hourly rate of pay to be fixed later in
this meeting.

EREEAS, increases in living costs occasioned by war
conditions have seriously affected all of the officers and
employees of this City, and,
V.E-E'REAS the scale of salaries and/or sages now paid
by this city is belo., that prevailing in similar occupations
in this locality and is considerably less than is paid by
other cities in California durins the present war emerer_cy,
and,
:EAS, this situation was carefully and fully
considered by .his pity Council at its meeting of Yarch 171
191;3 and prior thereto, therefore,
I?'ESCi':'LD, that, in view of the foregoing and as
a war measure only, t^e monthly salaries and/or wages of

City of Lodi, shall from and after the effective date of
this resolution and for one year hereafter be at the rates
set forth herein., subject 'h o- xever, to the approval, if
such aprroval be toand necesvary, of the 'i+age and hour

discharged through the Tokay-Sacramento Street outfall
would have to satisfay the requirements of the California
State Fish and Game Corrrission instead of the biochemical
=73en demand and in paragraph 8 where the total
liability of the canning corpany for changes that might
be necessary at the Industrial '+•taste Disposal Plant
for h -4-::h nater table, etc., would be reduced from
1,2500 to `2000.

City Council, execution of the amended contract was
directed by the adoption of Resolution 'No. 1158

Central Valle-:- '_ivision of the Lea-ue of California
Cities to be held in Lodi, A_r_ril lg, 1943. -
At this time, the written resi-nation of Clinton
C. Henrin7, City Engineer was read to the City council,
.-enning having entered the service of the 'Limited States
En=ineers in matters essential to the war.
�:ayor :tinn expressed the regrets of the City Council
on the loosi^g of _.._. .enning's services, he having been with
the City ^.urine all of its involved water litigation, the
construction of many of its most important improvements
and the solvin- of the many ccmplex problems of the City's
years of greatest 7rowth.
At this time, a letter from C. L. ':Ohite, City
Eno-ineer of San -.rano vwas read to the City Council,
,.r. : enrin= haw.= rersuaded him to take over, in part at
least, the duties of the office he (Henning) was vacating.

stated the salary and allowances that he would accept if

secured on a part time basis to fill the vacancy in the
office of city Engineer of the City of Lodi, and
hfHEREAS, it is of extreme necessity that a
qualified engineer be secures: by this city i=eflately
because of the man; important engineering problems confronting
us, particularly in the field of sewage and waste disposal,
and,
WHEREAS, owing to the fact that most qualified
Civil engineers with any municipal experience are now serving
with the ar-red forces or in lines allied thereto, and,
',YirHEAS, none of the Colleges or Universities
of this State have qualified men.available and none can be
secured from industrial or corrercial sources heretofore
available, and

RESOLVED, that Resolution No. 1117 adopted
Larch 1S, 19L2 establishing the position of Superintendent
of Parks, Defining Duties, etc., be, and the same is

RESOL7ED, further, that the general superintendance
of parks and other public grounds heretofore under the
Superintendent of Parks and the supervision of all employees
therein be and the same are hereby transferred to the office
of the City Enineer.
RESOLVED, further, that the Chief Sewage Plant
Operator, (now known as the Superintendent of the Sewage
Pant), and all employees of said plant shall hereafter
be under the direction and supervision of the City Engineer
who shall have full responsibility for the operation of
said plant together Frith the City's industrial waste disposal
plant
RESOLVED, further , that the classification of
":Ieneral Park Foreman" who shall, under the direction and
supervision of the City EnZineer, perform the duties of the
former S---aperintendent of Parks, be established in the
classified personnel syetem of this City, and.for which
position, the :epartment of Personnel shall prepare
specifications to be approved by this City Council before
the adoption thereof.
