City Council held February 3, 1943 were read at length by the Clerk,
approved as read and so endorsed by the Mayor.

i resolution of the State Senate Committee or Governr•.ental Effic-
iency relative to duplications in services, unnecessary expenditures
and elimination of superfluous functions for the duration of the war
was received and read at length. After consideration of this resol-
ution, the Clerk was directed to prepare a statement of the costs that
'dight be eliminated by delegating the assessment and co�_lection of
City tares to San Joaquin Co,y.ty, it appearing that this was the only
possible duplication of services exist. No curtailment of services
seemed expedient as most City departments are now operating with red-
uced personnel and rendering none but essential service.
Cn written aprlication of the Farm Labor Frocureneut Association,
an ?lectrical'b.ill in the azc.:.nt of $307.01 incurred at the Lodi Stadium
by emergency labor forces last fall was ordered abated on motion of
Councilman Spooner, 7,eihe second.
-rrittan offer from T.7Jisner to pay ;725.00 per thousand Feet
for planking formerly ised for ditch planking was considered. The City
Engineer was authorized to sell so much of this planking as he might
deem superfluous at $25.00 per U or such better price as he might obtain.
A report of the activities and expenses of the F.ecrteation Depart-
ment for the months of December and January last past was received from
Arvid Pauly, Director,

brought up for adoption on motion of Councilman ,Taihe, Cof field second,
and, after ryading in full by the Clerk, finally passed, adopted and
ordered to print by the following vote:

Payor hien then signed the ordinance in approval thereof.
^LZPIISI: BUSINESS - Mayor Rinn filed a letter signed for J.T.Woodburn,
Ensign USb:S , Enrvliing Officer, setting forth that City Fireman Victor
V.Galbraith had been accepted to attend the S. aritime Service Officer
Csrd?date Training School at Alameda at $ 125.CC per month, and that,
at the completion of his training period, he would be graduated as
Ensi n in that service with the right to arply for a Naval Reserve
Co.;nissior.. It appearing that this service was not equivalent to
service in the armed forces, no action was taken of Galbraith's applic-
ation for leave of absence for the duration of the war, the same to
be held in abeyance as similar applications of other employees enter-
ing war connected activities outside the armed forces.
Cn the filing by Chief Polenske of the Fire Department of a report
of satisfactory performance di -ring the six -months probationary period
f 'iictor V. Galbraith, he was ordered accepted as a permanent employee,

Alvin T. .chr.abel, Probationer, was given permanent status os Police
Patrolman, on the filing of a satisfactory; report by the Chief of Police,
'nis six months probationary service haying expired January 18, 1943.
Report of the transfer of alcoh;lic beverage licenses at 27 N.Sacra;�ento
Street was received from the State Board of Egaalization.
Applications for business licenses from "ruby Brown for a restaurant at
#29 N. Sacramento 3t and from Agar Yeong, Art Alar and Ala Ha Shing, dba G & E
Department Store at 15-18 N.School Street were given first reading.
Applications for business licenses Nos 419 to 431, presented January 20,
1943 were* ordered granted, the Chief of Police having filed no objections.
The inPonmal application of 'r..J.Frost for a pers-it to occupy a "trailer
house" on Lot 19, Zilke Tract, 225 East Vine Street pending release of build—
ing materials, was denied as contrary to the provisions of Crdinance No. 2tti.
By the adoption of Resolution No 1151, the City Engineer was directed to
acply to the Federal Cor—munications Commission for a modification of the
'Wu-:icipal Police Zmervercy Service Radio License for Station K N G Y so as
to permit the addiotion of one portable unit to be installed in the autcmob—
ile of Elkhorn Township Constable Millard L. Fore as requested in a resolution
adopted by the Board of Supervisors of San Joaquin County February 15, 1943.
This resolution was adopted by the following vote:
AY=ES: Councilmen, Spconer, iveihe, Coffield and Rinn.
NCE3: Councilmen, None. ABSEi3T: Councilman, RiFgs.
The Deputy City assessor was allowed 50 per mile auter-obile allowance.
Cn application of Associated Cil Company, a bill for $8.80 accrued at
their vacant service station at 2 N.Cherokee Lane was ordered cancelled on
:notion of Councilman Spooner, 7leihe second, it appearing that this Company
had considered service discontinued in D,:cember•when this station closed.
At 9:17 o'clock P.M. the City Council was called into executive session
and the room cleared returning to open meeting at '?:CO o'clock ?A.
Cn motion of Cwuncilman Spooner, 7eihe second, Air :7. C. Green resid?ng
at 208 South California Street, was appointed a member of the Board of Review,
Personnel System, to fill the vacancy created by the resignation of Mr A.A.Clark.
Cn motion of Councilman Coffield, i:eihe second and carried by unanimous
vote of all Councilmen present, City Attorney Glenn .'lest was directed to
notify Foster & +Mood Canning Company that, in view of the provisions of
Ordinance No 50, particularly as to Section No 9 thereof, relating to the
discharge of bulky substances in sewers, that the City still demands that
the contract tendered Foster & Mood Canting Company February 11, 1943 be
executed, or, in lieu of such contract, that Foster & :'flood Carus -ng Company
dispose of its own industrial wastes, the City offering the free use of its
outfall storm drain, so :,tjxch of the 19 acre sewer farm as might be available
and all existing works and structures thereof to the Company for this purpose.
