MID%TES OF LAST MEETING - The minutes of the last meeting of the City Council
held January 20, 1943 were read at length by the Clerk, approved as
read and so endorsed by the Mayor.
PUBLIC H A TVGS - s`r Roy H. Loitwood, iranediate Past 'resident of the City emp-
loyees Association presented Mr Robert G.YcLane, President of the
Association, both stating that their presence was to offer the serv-
ices of the Association in the furtherance of better employee relation-
ship and in the desire to assist in the administration of the Rules
and Proceedure of the Personnel System. Mayor Finn, on behalf of the
City Council accepted their offer of cooperation and assured the
representatives of the association that the City Council would •work
with thea to attain better service for the City and preservation of
the rights of employees under the personnel system.
George D.Polenske, acting Chief of the Fire Department presented and
filed his performance report on Victor V.Galbraith, probationary
fireman together with an application from Galbraith for leave of
a�serce (1) for vacation allowance (2) for indefinite leave so that
he (Galbraith) might enter the Maritime Service of the U.-ited States
in lieu of being inducted into military service through the select-
ive draft. On motion of Councilman P.iEgs, neihe second, Galbraith
ti•:as allowed vacation leave for four days, February 12, 13, 14 L 15th
with pay, the same to be deducted from any such leave that he might
accumulate if the future. The :natter of the indefinite leave •aas
not decided, the Council being without information as to the military
status of an employee of the "Maritime Service" and requiring the
a plicant to present evidence that such service would be equivalent
to services in the armed forces of the United States and thereby
confer upon him the benefit of the Council's pol_'cy as stated in the
case of earl May on October 21, 1942 (iinutes Vol 6, page 341)
C0:•.',.'U !IC AT TONS - Yr A. Claris, President of the Board of Review, Personnel
System filed his resignation by 'letter, he having been transferred
by his employer, Pacific Gas & Electric Company, to Santa Rosa. On
motion duly made, seconded and carried, Ur Clark's resignation was
accepted and the Clerk was directed to convey the regrets of the
Council to IL- Clark and voice the appreciation of the Council for
the bersfits that the City had received from his services.
A copy of a letter written by City Poundmaster Forrest E.Cooper to
each Councilman -r:as read and the Clerk directed to write aur Cooper
and assure him that the Council appreciated the difficulties of his
position and fully approved his efforts to enforce the provisions of
the animal ordinance.
REFOP.TS - The monthly report of Chief of Police Jackson and that of Poundmaster
Cooper was received, read and ordered filed.

.eihe second, read at length by the Clerk and ordered to be laid
over for the statutory period of not less than five days by unan-
imous vote of all members of the City Council.
^.SOLUT ONS NOS 111.9 and 1150, both relating to annendments to the
"Rules and Proceedure for Personnel Administration" as prepared by
the City attorney were read at length and at the order of the Mayor
referred to the City Employee's Association "or comment, the said
Association to report the views of its members to the Council on

01 BUSIAiSS - Applications for Business Licenses Nos 419 to 425 as filed
with the City Clerk were read for the first time and ordered laid
over to the meeting of Starch 3rd in accordance with ordinance.
Business. License Applications No 417 (Y:eist) and No 418 (Neth)
presented -January 6th coming on for final hearing, were approved
and licenses ordered granted,.the Chief of Police having filed no _
objections thereto.

The Clerk was directed to colaberate erith Superintendent of Public
Utilities J. A. Henning in setting prices for stubbing and for joint
pole interests to•be paid to or by Pacific Telephone and Telegraph
Company in lieu of cost accounting under the Joint Pole Agre—ent
of '.November ?, 1910.
Plans and Specifications for Alterat?ons in The City Hall Basement
to enlarge the present quarters of Lodi War Price and Rationing
Board were approved and the Clerk directed to advertise for the
contract by the adoption of Resolution No 1151Aintroduced by
Councilman Coffield, Riggs second and carried by unanimous vote.
Cr. the representation of the City Clerk that present conditions
had increased the responsibilities of the Clerk -Stenographer in
his office to a position comparable to that of clerks in the
higher classifications, Margaret Blakely was granted an increase
in salary of $20.00 monthly on motion of Councilman Spooner,
Coffield second. _
PA'5ENT OF CLAIMS - Claims in the amount of $21,934.18 as approved by the
Finance Corvittee were allowed and ordered paid on motion of
Councilman Keihe, Rim•gs second.
X7CUTIVE SES3I011 - At the order of the Mayor, the Council was resolved into
Committee of the Whole at 9:48 o'clock P.M. so remaining until
11:30 o'clock P.M. when open meeting was resumed.
At 11:33 o'clock. P.M. the City Council adjourned on motion of
Councilman 1eihe.
