MINUTES OF LAST MEETING - The minutes of the last Council meeting held December 2, 1942 were read, approved as read and so endorsed.by the Mayor. PUBLIC HEARINGS - No persons appearing at this time,. this order of business was passed for.the time being, also the order of Commuricat- ions as the Clerk reported none received. RE?CRTS - Clinton He--ning, City %ngineer and Building Inspector filed his annual report, .the same was read and ordered to the files. UNFINISHED BUSINESS - The Clerk read correspondence:nith Foster & 71oo.d Canning Company relatiag to a proposed conference on the disposal of cannery wastes for the 1943 season and, at the oder of the Mayor, it was decided to arrange a meeting with cannery officials to be held in the Council Chambers at 8 o'clock P.M. of Monday, December 28th next. CcunciL.man Coffield and Chief of Police Jackson reported on recommendations of the Lodi Defense Council on Ordinance No. 284, stating that the Defense Council approved the principal of the proposed ordinance but desired many modifications of it especially as to improper delegations of authority. The Mayor ordered this matter submitted to a committee consisting of Councilman Coffield, City Engineer Henning, Chief of Police Jackson, City attorney ;lest and himself, this committee to redraft the ordinance to suit local conditions. NEW 9USIN:.3S - Chief of Police Jackson stated that Mrs Alma Meeske had resigned from the Lodi 7rar Price and Rationing Board in order to accept a clerkship under the Board, also -that Albert randolph, Chief Air Raid Uarden had resigned to enter a defense job that would incapicitate him from performing the duiies of that office. It appearing that these were matters to be handled through the Lodi Defense Council, Mayor Rinn and Mr Jackson were instructed to fill these positions by recommendations to the proper authotities. Applications for business licenses (restaurants) were received from lock Kin On, Rose Magnolia & Nellie Williams, read for the first time and ordered referred to the Chief of Police. The license applications of H.J.Kimberling and Luella M.Straw were given second reading and there beini no objections, licenses were ordered granted. Director of Recreation, Arvid Pauly submitted written rec- comendations from the Lodi Recreation Commission. (1) that the Council allow $100.00 for adult folk and square dancing classes to March 1943 (2) for the purchase of folk and square dancing phonograph records for child -rev's classes to an amount not to exceed $50.00 (3) that the diving platform and springboard at Lake Park be placed in a safer place and a childrens wading pool be constructed at the same park. The Council approved the above recommendations as to the expenditure of $50.00 for records and removal of the diving platform only, it appearing that the construction of a Fading pool would not be possible under existing war condit- ions. The matter of support of adult folk and square dancing being laid over. N3t..ficat`on from the City Planning Commission of vacancies in that body was received and ordered laid over for consider- ation. E.T.4isner applied for an encroachment permit to allow the installation of a steam pipe line in the alley between Forrest and Louie Avenues about 100 feet east of California Street. On motion of Councilman .Weihe, Coffield second, the encroachment was allowed provided the pipe line was insta_led to the satisfaction of the Superintendent of Streets. Misner also asked for permission to roof over a portion of the same alley, formal application to be sub - later with detailed plans. 349 COiT, CIL Ci:A':13ERS -- CITY C0_7fCIL CIT`_' HAT L --- CITY OF LOOT (minutes of Dec 16,1942 - continued) On motion of Councilman Riggs, Coffield second, Frank Freeman, Janitor of the City Hall was granted an increase in wages of °'$`10.00 monthly to take care of the extra labor required by the '.Jar Price and Rationing Board office in the basement. 'ORDINANCE NO 285, entitled, " AN ORDINANCE REPEALING ORDINANCE NO 230 aO 1W LIEU TH-tnUF, zZTABLISHING THE OFFICE OF CITY EMINE R, COMBINING TfIE 322 111TH THE OFFICE OF SUPERINTENDENT OF STR:..ETS AND FIXING HIS DUTIES AND COMPENSATION " was introduced on motion of Councilman Riggs, Coffield second, read at length by the City Clerk and ordered laid over for the stat- utory period of not less than five days. CRDINANCE NO 286, entitled, " AN ORDINAf4CE REPEALING ORDINANCE NO 231 AND IN LIEU THEREOF ESTABLISHING THE OFFICE OF CITY ATTORNEY AND FIXING HIS DUTIES AND COMPENSATION " was introduced on motion of Councilman Riggs, Coffield second, read at length by the City Clerk and ordered laid over for the statutory period of not less than five days. Mayor Ri_n stated that the transfer of George H.Ducharme from the Street Department to the Police Department (minutes of October 8,1942) was the aubject of unfavorable comment in the Police Department and City Attorney Glenn West was instructed to investigate the ordinance and rules concerning inter -department transfers with a view to amending either or both so as to allow the Council full *_ower in such matters where transfers were to the best interests of the City. City Engineer Clinton Henning submitted drafts of a proposbd agreement with Southern Pacific Company for an outfall storm drain line to the Mokel- umne River to convey waters from packing sheds. It appearing that the time limit expressed in the proposed agreement made construction impossible, the saris was referred to the City Attorney for amendment. EX.ECCTItia SESSION - At 10:50 o'clock P.S. the Council was resolved into Ca-..ittee of the Thole returning to open session at 11:15 o'clock P.M. The City Clergy waw directed to inform Ind- Grape & .line Festival Inc., that the City desi--ed i,mediate possession cf its building on the South-west corner of Pleasant „venue and Lockeford Street and that the materials stored therein should be removed at the earliest possible moment. At 11:20 o'clock P.:1. the City Council adjourned on motion of Councilman Weihe. Attest: J F.
