In the absence of Mayor Bull and on motion of Councilman Coffield,
Robert H. Rinn was chosen Mayor pro -tem and opened the meeting.
ALSO ATTENDING - John A. Henning, Supt. Public Utilities, Clinton Henning
City Engineer, Glenn West, City Attorney, Fred W.Post, Superinten-
dent Sewage Disposal Plant and George D.Polenske, Fire Chief. Mr
C. 3. Jackson, Chief of Police was present during the latter part
of the meeting.
MINUTES OF PREVIOUS METING - Minutes of the last Council meeting held Nov-
ember 4, 1942 were read at length by the Clerk, approved as read
and so endorsed by Mayor Rinn.
PUBLIC SINGS - 1r Thomas Chinn complained about clogging of the joint
sewer line serving his dwelling at 23 N. Church Street and the dwellings of
Floyd Knight at 19 North Church Street, stating that a tree on the premises
of Knight was the cause of the trouble. Matter referred to John A.Henning,
Superintendent of Public Utilities for such action as might be necessary or
for report to the Council.
John. Nitschke filed a request signed by sixteen persons asking
that Olive Court be extended from Pleasant Avenue to California Street.
This matter having been before the City Council and the City Planning Com-
mission at several tines in the past, Mr Nietschke was informed that he
should obtain deeds from consenting property owners if opening of this
street in whole or part was not to be undertaken by the formation of an
assessment district. City Engineer Clinton Henning offered to draw up
property descriptions and City Attorney Glenn West volunteered to make
the deed or deeds covering the same.
Mr Wilson Henry Thompson and Mr Charles L. Kobes of the local
Salvage Committee asked the Council's assistance in the collection of tin
cans, particularly in informing housewifes as to the methods to be followed
and in having the local scavenger company take care of their collection.
The Committee was assured of full support of the City Council.
Claude Allen, Caretaker at Lake Park, complained about the con-
dition of the dwelling occupied by him. He was promised that repairs
would be made at the earliest opportunity
Fire Chief George D. Polenske requested that the Council petition
the Local Draft Board for deferement from draft until at least January 1,
1943 of Truck Drivers R. B. Venable and Bert Wilson. The City Clerk was
directed to apply for such deferement in the name of the City Council.
Proposals for the purchase of a pile of wood at lake park were
opened, Union Ice Company bidding $2.50 per tier,d�en7ia.Rawe, $40.00 for the
lot, J.R.Pullen $65.00 and Clinton_ Henning $80.00also lot bids. On motion
of Councilman Coffield, Riggs second, the proposal of Mr Henning was accepted.
COMMUNICATIONS AND NOTICES - A letter from George P. DuBose of the Evacuation
Committee of Stockton Defense Council was referred to the City Clerk to obtain
fuller information as to the $28.00 monthly contribution solicited therein
for the maintenance of children's records.
W. F. Meeske, Personnel Clerk filed a list of eligibles for appoint-
ment as Police Patrolmen and also of those eligible under a new classification
as "Temporary Patrolmen". Fire Chief Polenske requested that a position
similar to that of Temporary Police Patrolman be established in the Fire
Department as the draft and enlistments made the procuring of men conforming
to the regular classification practically impossible. Request approved and
the City Clark directed to make such a recommendation to the Board of Review.
A letter from police patrolman Walter A. Smith requesting a pay
increase was taken under consideration as he had not served a full year in
his present class.
Police Chief C. S. Jackson asked that the Council equip police
car No 3 for patrol duty, recommending that a siren owned by Earl E.May be
purchased for the sen of ,$ 50.00 and installed on this car. On motion of
Councilman Riggs, Weihe second, Chief Jackson was authorized to make this
purchase and have the siren installed.
In accordance with the direction of the City Council given November
4, 1942, City Engineer Clinton Henning presented his recommendations for use
of man -power at the City Sewage Disposal Plant, recommending that the men
now on night duty be employed in the day -time at the plant or elsewhere and
that night service be performed by automatic warning devices to be installed.
Recommendation approved on motion of Councilman Coffield, Weihe second, with
the direction that the plan be put into operation -as soon as possible.

The City Clerk reported that he was in receipt of rulings of the
Xar Labor Board that exempted proposed salary changes bez-cming effective
November 1, 1942 from the restrictions on pay increases imposed by the
Executive Order of October 3, 1942 freezing wageaL in certain instances.
Consideration of changes in the organization of the Local Defense
_ Council as suggested by the National Director of Civilian Defense as em-
bodied in a proposed form of ordinance promulgated by the League of Calif-
ornia Cities resulted in the order that the, proposed ordinance be referred
to the local council for review and recommendation, legal phases in doubt
to be considered with the assistance of the City Attorney.
UIE111413H=-) BUSINESS - On motion of Councilman Riggs, Weihe second, Mr E. 7.
Sipe, present Executive Secretary of Lodi Far Price and Rationing Board,
was employed as Assistant Secretary o£.the Lodi Defense Council, part-time
basis of X60.00 per month beginning November 1, 1942.
1=. BUSIM33 - Forms for statements to be filed in support of proposed legis-
lation enabling the State to a=sist cities in the financing of expenditures
for war connected activities were submitted by the City Clerk; he was
directed to review the same and, if expedient, make up•the statements for
review by the Coijncil before submitting them to the Co.--rdttee on Legistat-
ion of the League of California Cities.
Notice of transfer of the alcoholic beverage licenses at llej W.
Cderokee _ar- to :ka. Lehr was received from the State Board of Equalization..
The report of the audit of the City's financial transactions for
the two fiscal years last past was received from A, F. Harrison Company, who
performed the audit.
Two a --plications for business Lcenses (restaur ants)_ were ai«en
first reading and ordered to take the course prescribed by Ordinance No.277.
At this time, the Clerk read a letter from Clifford B. Bull, Mayor
and City Councilman, dated November 15, 1942 submitting his resignation.
Mr Bull, being now enlisted in the armed forces of the United States and
stationed at present at Presidio of Monterey, stated that he regretfully
severed his connection •with the City.
On :notion of Councilman Coffield, Riggs second, the resignation
of Mayor Bu' -1 was ordered accepted and the Clerk directed to write Yx Bull
conveying the regrets of the City Council and assuring him of their best
wishes wherever duty might call him.
The Council was then called into a short executive session at
11:00 o'clock P.M. returning to open meeting at 11.06 o'clock P.M. when
adjournment was taken on motion of Councilman Weihe.
