REGULAR MEETING - Kednesday, November 4, 1942 beginning at 8:00 o'clock P.M. Councilmen Coffield: W.J., Riggs: Y.E., Rinn: Robert H. and Weihe: Otto A. (4) present. Mayor Bull absent on military duty. On motion regularly made, put and carried, Councilman Rinn was unanimously chosen Mayor pro -tem and.opened the meeting. a6uivirS OF PREVIOUS I=NG - The minutes of the last meeting of the City Council held October 21, 1942 were read, approved as read and so endorsed by the acting Mayor. PUBLIC HEARINGS - No persons appearing, this order was passed. COMMUNICATIONS - Notice of the quarterly meeting of Community Welfare Council and a report on the last meeting of San Joaquin Safety Council were received and read. Mt John N. Dobbins, Stanford University Farm, Acampo tendered the City shrubbery located at his ranch. �LG.Hurrle was directed to investigate the suitability of these plants for j City use. Another letter from the U.S.Treasury Department concerning the establishment of a payroll savings plan was ordered ref- erred to the City Fimoloyeesl Association. Notice of War Communications Order No 20 affecting priority in the sending of telephone messages was received from the local manager of Pacific Telephone & Telegraph Company and ordered referred to the City departments affected thereby. REPCRTS - Reports of the Chief of Police and of the City Poundmaster for the month of October were received, read and ordered filed. Arvid Pauly, Director of Recreation filed his report of play- ground attendance October 10 to November 3rd. UNFINISHE[) BUSIICSS - On motion of Councilman Coffield, Riggs second, a Resolution setting aside one minutes of each day for prayer for the Nation and its Armed Forces, as advocated by Lodi Ministers Union, was adopted by unanimous vote of all Council- men present. Ned BUSINESS - Director of Recreation, Arvid Pauly, vas Plowed his expenses in attending a conference of the Western Division of the National Recreation Association to be held in Oakland November 11, 12 & 13, 1942. Notice of the application of Fred Schanzenbach, dba North Side Grocery at 728 N. Church Street, for an "off -sale" beer & wine license was received from the State Board of Equalization. Renewal of the annual contract for liquid chlorine was directed on motion of Councilman Coffield, ,Yeihe second, and the acting Mayor executed the agreement. Business license applications Nos 407 to 411 were read for the first time and ordered to take the course prescribed by ordinance Consideration of ways and means necessary to retain E.W.Sipe as Executive Secretary of Lodi 'War Price and Rationing Board resulted in the direction that the Mayor advise Mr Sipe that he would have to obtain the clearance necessary from the U.S. Civil Service Commission before the City jould take any action. A surgestion that the City Sewage Plant return to automatic operation during the night time so as to release one watch- man was ordered laid over until the next meeting when rec- comendations of the City Engineer and the Plant Superintendent would be received and considered. 34t COUIiCIL CITY C;07`CIL CIT' ALL --- CITY 0.;, ' T (Minutes of November 4,1942 continued) °AYIIENTI OF CLAIMS = Claims in the amount of 6 27080.36 as approved by the Auditing Committee were allowed, that of K.L.Lobaugh in the amount of $850.00 for liability insurance premium condit- ionally on the making of minor alterations in the covering dialset, of the insurance contract as suggested by City Attorney -"Glenn West.
