REGU'..AR 1EETING - 8:00 o'clock P.M. of Wednesday, October 21, 1942. COUNCIIJ N PRESENT ON ROLL CALL - Coffield,'d.J.; Riggs, W.E.; Weihe, Otto A.; Bull, C. B. (Lfayor) (4) Councilman Rinn appeared at 8:10 o'clock P.M. and took his seat in the Council. ALSO ATTENDING - Glenn West City Attorney, John A. Henning, Superintendent of Public Utilities, Clinton Yenning, City Engineer and Fred W. Post of the City Sewage Plant. MINUTES OF PREVIOUS MMING - The minutes of the adjourned regular meeting held October 14, 1942 were read at length by the Clerk, approved as read and so endorsed by the Mayor. PUBLIC HZ-APINGS - No persons being in attendance to be heard, this order of business was passed. COIXUNICATIONS AND REPORTS - A letter from Amy L. Boynton, Librarian of Lodi Public Library advising the Council of a vacancy in the membership of the Board of Library Trustees caused by she death of Henry F. Ellis, and a letter from Lieutenant D.C. Reybold, Fort Douglas, Utah in regard to Fire Chief Earl May, were read and ordered laid over for consideration under the head of new business. The reports of the City Clerk and of the City Treasurer for the quarter ended September 30, 1942 were read -and ordered to the files. ORDINANCES & RESOLUTIONS - ORDINANCE NO. 283 entitled " AN OF.DINANCE OF THE CITY OF LODI RELATING TO RESTRICTED LIGHTING " introduced as an emergency ordinance on October 14, 1942 was brought up for adoption on motion of Councilman Rinn, Coffield second, second reading, except as to title and number omit- ted by unanimous consent, and finally passes, adopted and ordered to print by the following vote: AYES: Councilmen, Rinn, Coffield, Riggs, iVeihe and Bull. NOES: Councilmen, None. ABSENT: Councilmen, None. Mayor Bull then signed the ordinance in approval thereof. UNFINISH- BUSINESS - The suggestion made in the letter from the Lodi Ministers' Union received October 14, 1942, that the City Council approve the setting aside of a few moments during each working day for a time of silent prayer for our Nation, it's leadership and particularly the men in the armed forces, was approved and the Clerk directed to frame a suitable Resolution for adoption, setting aside two minutes at 10.00 o'clock A.M. of each working day for this purpose. Sounding of the City siren in token of this pause was not deemed adviseable as being liable to confusion with other signals from the same source. The City Clerk reported that the City Employees Association did not favor the installation of a "pay -roll savings" plan, most of its members being committed to bond purchases through local solicitation. NEN BUSINESS - License Applications#404, Roy S Mills and #405 M.R.Dimoff on second reading, were approved, Application No 406, of Walter Lehr, dba 99 Club was laid over as this business is in process of transfer to William Lehr. Use of the Lodi Stadium by the foot -ball team of Stockton Motor Base on November 22 was approved, subject to the usual charges, if an admission fee was charged for the game. The Clerk was directed to notify 0. L. Gaither to remove the accumulated dried sludge from the Sewage Disposal Plant at once. 341 ,C__..,_L C:1::,_QRS -- C_ V 10,-7CIL CI_V =AIL --- CI^s 0* LCD= (minutes of October 21, continued) On motion of Councilman Riggs, i9eihe second, the City Engineer, as Salvage Officer of the City, ras directed to divert all trucks available in his department, to the salvage drive to be held October 29, 1942. The letter of notification of vacancy on the Lodi Library Board now coming on for consideration, Resolution No. 1146, appointing Ida Rinn to be a Trustee of Lodi Public Library for the unexpired portion of the term of the late Henry F. Ellis, was introduced on motion of Councilman Riggs, Coffield second, and carried by unanimous vote of all members of the City Council. In the matter of the application of Fire Chief Earl May for a leave of absence. Careful consideration was given to the merits of this application and to the request of Lieut. D.C.Reybold, but, in view of the complications that had arisen in similar cases and those which might arise in the future, the application was denied, the Council deciding that only cases where an employee was inducted into or volunteered for service in the armed forces of the Nation so as to come within the purview of Resol- ution No. 1068, adopted February 5, 1941, would be considered in the future.
