LCDI �= -0)NESDAY, OCTOBER 14,1942 AN ADJOURNED REGULAR METING - Pursuant to the adjournment taken from its adjourned regular meeting held October 8, 1942, the City Council of the City of Lodi met at 8 o'clock P.M. at the place and on the date first above -in these minutes written. COUNCILIEN PRESENT - Coffield, N.J., Riggs, N.E.y Rinn, Robert H., Weihe, Otto -A., Bull, C.H. (Mayor) (5) COUNC11110N ABSENT - None. (0) ALSO IN ATTMMANCE - John A. Henning, Supt. Public Utilities, Clinton Henning, City Engineer, C. S. Jackson, Chief of Police and -George D. Polenske, Fire Chief elect. MINUTES OF PREVIOUS IEETING - The minutes of the last meeting held October 8th.,1942 were read, approved as read and so endorsed by the Mayor. PUBLIC HEARINGS - None. =31 NICATICNS - Mayor Bull presented a letter from the Lodi Ministers' Association advocating the setting aside of a few minutes each day for prayer, suggesting that the Water Works siren be sounded at 10:00 A.M. as a reminder. Suggestion laid over for consideration. Mayor Bull also filed a letter signed by the State Personnel Officer requesting that leave of absence be granted Police Officer Elmer A. Briscoe so that he might enter the employ of the Office of Price Administration. Officer Briscoe being present, renewed his application made orally on October 8th., 1942. It appearing that this application did not come within the purview of the Council's statement of policy to be followed in cases of employees luring City service for war connected jobs, the aaplication was refused on motion of Councilman Coffield, Rinn second. A letter from Chief of Police Chief Jackson transmit- ting a copy of the resignation of Police Patrolman Charles Nichols was read and on motion of Councilman Rinn, Coffield second, Nicholls resignation was accepted, payment of salary to be to October 31,1942 so as to include vacation time due this officer. In the matter of the award of the City's Comprehensive Liability Insurance - An amended proposal was received from J. S. Montgomery Company in correction of their bid received October 8th, stating that their proposal would be for a three year premium of $2,850 payable in three inst- allments of $950.00. This proposal still being $100.00 per year higher than that of Home Indemnity Company, award was made to the latter Company through its local Agent, K. L. Lobaugh at the amount stated in his bid opened Oct- ober 8, 1942 provided that his policy contained the same coverage as that of United Pacific Company, under which policy the City is now insured. This award with the condition attached was made on motion of Councilman Coffield, Rinn second. NEP! BUSINESS - On application of Chief of Police Jackson, the Mayor was authorized to apply to the Local Draft Board for deferement for a period of three months or until December 31, 1942 of Police Officer Alvin Theodore Schnabel and Police Sergeant William Roy Coffman. Motion of Councilman Riggs, Coffield second, Councilman Rinn not voting. The eligible list for Police Patrolman being reduced to two eligibles, the Personnel Clerk was directed to establish a larger list for this position. Motion Councilman Rinn, Riggs second. Chief of Police Jackson was authorized to attend the annual convention of the Association of Police Officers of the State of California to be held in Los Angeles October 22-24 if he so desired. ORDINANCE NO. 283 -"AN ORDINANCE OF THE CITY OF LODI RELATING TO RESTRICTED LIGHTING" , after being read at length by the City Clerk, was introduced and ordered laid over until October 21,142 on motion of Councilman Coffield, :Peihe second and carried by the following record vote: AYES: Councilmen, Coffield, Weihe, Riggs, Rinn and Bull. (5) Mr J. A. Henning, Superintendent of Public Utilities was given free rein to dim the City's street lights so as to conform with the provisions of Public Proclamation No. 10 as amended by Public Proclamation No. 12 of the Commanding General of the western Defense Command and Fourth Army CJ _: IL C:.A-EER3 -- CITY C07 iCIL CIS- H ALL --- CI -'Y OF LQ:)T (minutes of October 14, 1942 - continued) Mayor Bull suggested that City Poundmaster Cooper be urged to put forth every effort to rid the City of the present plague of stray dogs. At 10:24 o'clock P.M. the Council was called into executive session, returning to open session at 10:32 o'clock P.Y. when adjournment was taken on motion of Councilman Weihe. a==�City Clerk.
