(1) MINUTES OF PREVIOUS MEETING - A proval of the minutes of the Council meeting of September 16, 1942 was witheld pending a determination of that part of the proceedings of this meeting relating to increases in wages to be allowed laborers in the Park Department, no mention there- of being made in the record although it was admitted that this subject was apparently settled thereat. PUBLIC HEARINGS - Mike Lima personally filed a petition asking that the City Council assist local laborers in securing an extension of the business hours of meat markets to 7 o'clock P.M. during the harvest season instead of closing at the hour set by Ordinance No 271. Lima was informed that consideration of ways to accomplish this object would be had under the head of New Business, later in the meeting. Claude Allen, caretaker at lake Park, requested that the dwelling occupied by him be repaired and painted and that he be furnished with a garage for his car. This was referred to the City Engineer for report on ways and means. Arvid Pauly, the recently appointed Director of Recreation reviewed activities in that department and made several suggestions as to future additions and betterments in the physical properties at the baths and Lake Park. PROPOSALS ON COMPREHENSIVE LIABILITY INSURANCE - Informal proposals on renewal of the City's Comprehensive Liability Insurance policy, exclusive of automotive and compensation insurance were received from tkre following bidders: Cleverdon & Company Annual Premium 200 Bush Street,S.F. In order to investigate the standing of the lowest bidder and to allow correction in the erroneous proposal of Montgomery, all bids were ordered held until October 14,1942. COL&!UNICATIONS - Notice of the bi-monthly meeting of Central Valley Council of the League of California Cities was received from the -City of Tracy, host City, the meeting to be on October 15th. Apparently, four would attend from Lodi and the City Clerk was instructed to so, notify the City Clerk of Tracy. Request for allocation of display space for posters was received•from the Victory Display Committee. Apparently only Class D space is available and the Clerk was directed to so state to the Committee Chairman. 336 C CO':`CT_L C=.A`3ER3 -- CITY CO_vCIL C==Y ::ALL --- CITY OF LODI COMMUMCATIONS - (continued) A U.S.Treasury Department Circular asking the installation of a payroll savings plan for City Employees was ordered referred to the City Employee's Association for consideration and report to the Council. H. E. Mahaffey, dining business under the name of City Cab Company under a permit granted by Resolution No 1116 adopted lurch 4, 19429 pursuant to the provisions of Ordinance No 268, applied for permission to change the color scheme of his taxicabs and the insignia thereon as provided in Section 8 of this ordinance and to add an additional car to his fleet. On motion of Councilman Rinn,'Weihe second, the permission - was granted subject to his filing a certificate of insurance on the ! new car. Notices from the State Board of Equalization of the intended trans- fer of on -sale beer,wine and distilled spirit licenses at 1181 N.Cherokee Lane from '+Palter Lehr to William Lehr were received, no objections made. REPORTS - Reports for the month of September were received from the Chief of Police and from the City Poundmaster and also the Quarterly Report of the Chief of the Fire Department. Mayor Bull filed a financial and statistical report of the Lodi Day Nursery. UNFINISHED BUSINESS - This order of business was passed for later con- sideration. NEW BUSINESS - A quit claim deed from the City to Penn Mining Company covering lands in Calaveras County on which the City at one time had had a purchase option, was ordered executed by the adoption of Resol- ution'No. 1145, introduced on motion of Councilman Riggs, Weihe second and carried by the following vote: - AYES - Councilmen, Riggs, Neihe, Rinn and Bull (Mayor) (4) NOES - Councilmen, None. 'ABSENT - Councilman Coffield (1) The Mayor then executed the deed and aelanowledged the same -before the City Attorney, a Notaty Public. Copies of Resolutions adopted by the League of California Cities on September 24,1942 were referred to the City Attorney and to the City Clerk for report as to action necessary thereon. Applications for Business Licenses No. 402 (Hickox) and No. 403 (Schafer) on second reading were approved and licenses ordered granted. Earl May, Chief of the Lodi Fire Department, applied for leave of absence without pay for one year, having been appointed Instructor - Inspector for the U.S.Armq Engineers, 9th Service Command. Mr May was informed by the Council that such leave would not be granted unless he could comply with the Council's regulations governing leaves of absence of employees entering services other than by enlistment or induction into the armed forces of the United States. He agreed to furnish the necessary evidence that his services were necessary to the war"effort, that he was the'only available qualified man for the position -and that the employing agency has initiated proceedings. Chief of Police C. S. Jackson asked that George H. Ducharme;Foreman of Laborers, Stteet Department be transferred temporarily to the Police Department. Transfer approved subject to approval of Street Superintendent and at his present wage of $150.00 per month on motion of Councilman Riggs, Rinn second. This transfer to be effective October 10,1942. ALLOWANCE OF CLAIMS - Claims amounting to $27,518.53 as approved by the Auditing Committee were allowed on motion of Councilman Riggs, neihe second. The claim of Nelson R. Sparklin for $5,00.00 damages'alleged to have been sustained June 30,1942 when struck by a falling limb,was rejected on motion made by Councilman Rim, Riggs second. At this time, 10:30 o'clock P.M. the Council was called into executive session as Committee of the 'Mole and the room cleared. At 11.18 o'clock P.M. regular session was resumed. City Engineer Clinton Henning filed recommendations regarding the employment on a monthly wage basis, effective as of November 1,1942, of the following men in the Engineering and Street Departments now employed at hourly rates: RM CLASSIFICATION TO BE PROPOSED WAGE. LODIv (minutes of Oct 8,1942 continued) On motion of Councilman Rinn, Riggs second, the foregoing recommend- ation was approved, to take effect November 1,1942 on approval of the Board of Review, Personnel System. On recommendation of W. G. Hurrle, Park: Superintendent, Jacob P, Philippi, now working on an hourly wage of 550 was ordered re-classified as Park Caretaker at $135.00.per month and Hadley Young, now paid 500 per hour, reclassified to Park Caretaker at $120.00 monthly, both changes to take effect November 1, 1942 on approval of the Board of Review, j Personnel System. Motion of Councilman Rinn, Riggs second and carried. The minutes of the City Council Meeting of September 16, 1942 were ordered corrected by the addition of the following paragraph, " The wages_of W. G. Cathcart, Lon Cossins and T. J. Kokinos, laborers in the Park Department for the months of September and October, 1942 are to be increased from 500 per hour to 600 per hour". This correction was ordered on motion of Councilman Rine, Riggs second and carried On motion made by Mayor Bull, Councilman Riggs second, the City Clerk was directed to notify Charles T. Freshour, Park Attendant, that he must abide by the orders of the Park Superintendent regarding his duties, leave of absence and the purchase of supplies, a copy of such notification to be delivered to 1. G. Hurrle, Park Superintendent. On motion of Councilman Riggs, Rim second, George D. Polensks, a member -of Lodi Fire Department, was offered the position of Chief of The Fire Department, filling the vacancy occasioned by the absence of Chief Earl May, on a part-time basis for two months at a salary of $100.00 monthly, such appointment, if accepted, to date from October 16, 1942. At this time Elmer A. Briscoe, Police Patrolman. appeared and made oral application for leave of absence, stating that he had been offered a position with the War Price Administration Board for duration of the war. Briscoe was informed that his application would have to comply with the City Council's rules in connection with leaves of employees entering war time jobs other than in the armed forces of the Nation.
