came into the meeting later.
The minutes of the last meeting held September 2,
1G42 were read, approved as read and so endorsed by the mayor.
PUBLIC=EARIi'�S: Yr. J. E. Berton requested that he receive
the same wages as paid to the other operator at the Sewage
Disposal Plant and was told that the matter would be taken
up later in the meeting.
"sir. Ray Lytle, Scoutmaster of the Knights of Pythias
and American Legion Troops of the Boy ocouts of America asset;
that the city allow space in some of its buildings for
some of these troops. Mr. Lytle was told to inspect
prospective sites, particularly at the Softball Court dressing
rooms and then confer with the Committee on Streets, highways
and Parks.

On motion of Councilman Riggs, seconded by Councilman Rinn
award to the lowest bidder K. L. Lobaugh was made at the
price named in his proposal, viz: 1$414.70.
The applications of George G. Robles and C. ti+.
;forst for Leave of Absence were ordered tabled as not coming
within the provisions of Resolution No. 1068.
A letter from. the City of Los Angeles inviting the
adoption of a constitutional amendment to allocate *¢ of the
State Sales Tax collected in the cities to city uses, was
referred to the %:ayor as delegate to the Los Angeles
convention of the League of California Cities with instructions
that he acurove the same if convinced the proposed amendment
would be beneficial to the state at large.
A letter was received from the Division Engineer
of the Livision of highways setting forth an example to
prove that no further action would be possible at this time
in obtaining an installation of traffic signals on
Hig'away No. 99.

Cleverdon and Company of 200 Bush Street,
San Francisco asked assurance that if they had the lowest
and best bid on the city's comprehensive liability insurance
award would be made to them. The Clerk was instructed to
write to this company that if it submitted the best bid
in the estimation of the City Council award of this
insurance would be rade to them.
A copy of resolutions adopted by the two Lodi
School Districts in the matte: of Avid Pauly as set forth
in Resolution so. 1143 of the City Council adopted
Se=tember 2, 1942 was received and ordered filed.
The City engineer and the City Clerk reported in
writing as to their findings in the ,utter of the closing
of the alley in block 1 of boden's ,ubdivision as requested
by Adam Specht. The report stated that there was but one
objection, that of W. S. Reese. At the order of the
Council the application was ordered tabled and that the
Clerk instruct . Specht that further action would
depend on his obtaining consent of all abutting property
owners.
Councilman Rinn with the Committee on Finance
and Revenue to which committee had been referred the payment
of the linoleum in the Main Street Fire House and the
securing of a car for the Fire Chief recommended on behalf
of the cor.+.mittee that these two matters be tabled.
Applications for business licenses Nos. 404,
`05 and 406 were read for the first time and ordered -
referred to the Chief of Police.
Chief of Police, C. S. Jackson filed a report
of the re_,sonnel Clerk showing the eligibility list
established for the position of 'olice Sergeant with
the recoumendation attached thereto that Police Officer
V+. Roy Coffman and Police Officer Ralph Y. Boyd be
appointed to these rositions. Mr. Jackson being present
orally asked that the appointments, if made, be effective
at once. ®n motion of Councilman r�eihe, Councilman
Coffield second, the recorarendations of the Chief of
Police were approved effective as of the date of this
meeting.
The Clerk was instructed to write to the Sanitary
City Stavanger Cor --.any and ask that they adhere as closely
as possible to the terms of their contract and of Ordinance
No. 134, it appearing that considerable complaint had arisen
concerning garbage collections.
Cit;, Engineer, Clinton Herring requested that
Paul T. Nesbit be 3iven leave of absence starting September 19,
1912 to enable him to conduct classes at the College of
the Pacific and recon ended also that Mr. Nesbit be retained
on an hourly basis, tentative at 41.25 per hour to service
the polic departient radios and keep records necessary
until the present clerk in the Police Department could take
over these records.

This being the date for the regular meeting of the City Council of
the City of Lodi, I appeared at the Council Chambers of said City Council
in the City Hall, Lodi, California at the hour of 8 o'clock F,M. of said
day. No members of the City Council appeared and no persons being in
attendance, I postponed and adjourned the said meeting and all matters to
be considered thereat to and until 8 o'clock P.1{. of Thursday, October 8,
1942, giving proper notice of said adjournment to each member of the City
Council, also posting notice of said adjournment on the Council Chamber
door.
