MaPFJTES OF PREVIOUS MEETING - Minutes of the last preceeding meeting of the City Council held August 5, 1942 were read at length by the Clerk and approved without correction. So endorsed by the Mayor. CO:L"IUNICATIONS & NOTICES - A card of appreciation for a floral piece was received from the family of t(ae late George M. Steele. A le --ter signed by George D.Polenske asking certain increases in the pay of Volunteer Firemen was read and action deferred until later in the meeting. Notice of the results of the annual election in Lodi Fire Department was received from the Secretary. Notice of the annual conference of Pacific Coast Plumbing Inspectors Asscn., to be held in Stockton in October was referred to the Plumbing Inspector.. ORDINANCES & RESOLUTIONS - ORDINANCE NO. 282 " AN 0?JDLYANCE LEVYING TAXES FOR T� FISCAL YEAR BEGINNING JULY 1, 1942 " having been regularly introduced on August 5th, 1942, was brought up for passage on motion_of Councilman Coffield, Riggs second, second reading omitted after reading of the title by unanimous consent, and finally adopted and ordered to print by the fol- lowing vote: AYES: Councilmen, Coffield, Riggs, Rinn, ,ieihe & Bull (Mayor) NOES: Councilmen, None. ABSEEM : Councilmen, None. The Mayor then signed the ordinance in approval thereof. NE -W BUSINESS - An amended agreement superceding that approved by Resolution No. 1123, May 6, 1942 was received from Pacific Gas & Electric Company as the Pacific Telephone & Telegraph Company desired some changes in the original agreement. In the absence of City Attorney Glenn West, action was deferred to September 2nd. Chief of Police Jackson was directed to strictly enforce the provisions of Ordinance No. 175 relating to over -night parking of vehicles particularly during the times of "black -out" and "dim-out". The anDlication of Carl E.Richey for permission to lease the westerly thirty feet of the City's lot lying west of Lots 44,45 & 46 of the Schroeder Tract was deferred to such a time as room might be found for storage of the pipe now on this lot. Chas 'osey offered to sell his Public Address System to the City for the sum of $500.00. No action taken. License Application No. 397, that of Wanda Warren for a restaurant license at 424 PI. Cherokee ?ane coming on for final apgroval, no objection was offered and the license was ordered granted. It appearing on testimony offered by Mayor Bull, Councilman Riggs and Park Superintendent Hurrle that the Gravely Lawn Mower ordered July 15, 1942 was defective and that the defects had not been remedied by H.V.Carter Co., the vendors thereof, on motion of Councilman Rinn, Coffield second, the City Attorney and the City Clerk were directed to refuse the machine and rescind the purchase order issued therefore. On motion of Councilman Coffield, Riggs second, the wages of the five remain- ing life guards at the Lake and at the Baths was increased to $105.00 per month effective August 1, 1942 by splitting the wages formerly paid Marlow Stark between them, Stark having left the City's employ. The application of George D. Polenske, mentioned under the head of Commun- ications in these minutes, coming on for consideration, it was moved by Councilmar?Teihe, Coffield second, that from and after the first day of October 194.2, the "salaries" now paid Captains, Lieutenants and Marshals in the Fire Department be abolished and that they and Hosemen be paid as follows:- 326 c CCU7%CIL CtiA".7BERS -- CITY COUNCIL C=TY HALL --- CITY OF LOBI (minutes of Aug 19, 1942 continued) Captains: $ 3.75 per month per Drill actually attended. Lieutenants$ 2.50 per month per Brill actually Attended. Hosemen: $ 2.00 per month per Drill actually Attended. Attendance at Fires on Active Duty to be at the rate of $2.50 for the first hour on duty and $1.00 per hour for each subsequent hour on the same call: The Council decided to donate the 75mm cannon and two caissons now at Hale _ Park and at, Lawrence Park to the drive for scrap materials and the City Engineer, as Salvage Officer of the City was directed to attend to their disposal. The Board of Review and the Personnel Clerk were requested not to release tentative pay schedules until the same had been considered and approved by the City Council. The Superintendent of Public Utilities, the City Engineer and the City Clerk were directed to submit written recommendations on pay -scales in their various departments at the next meeting of the Council. On Notion regularly made, seconded and carried, H.A.Harrison Company was employed to make a "cash -audit" of the City's accounts at a price not to exceed $900.00 for the two fiscal years last past. . City Attorney Glenn 'Nest was directed to prepare and serve notice in the name of the City on Foster and 'Rood Canning Company that further discharge of cannery wastes into the City's sewer and storm drain lines must cease at once as the South Branch of the canal of Woodbridge Irtigation District was badly contaminated with cannery refuse. City Engineer Clinton Henning was asked to assist the cannery in any way feasible so that it might continue with its operations. At 11:55 P.M., on motion of Councilman Weihe, the City Council adjourned. F.
