MINUTES OF PREVIOUS MEETING - M i nutes of last preceeding meeting held Julp 15, 1942 were read at length by the Clerk, approved without correction and so .endorsed by the Ziavor. At this time Chief of Police C.S.Jackson presented a proposed "Police Manual" prescribing rules and regulations for government of the Police Department, stating that conies had been placed in the hands of all Councilmen previously. This manual was approved and adopted for its intended purpose by the adoption of Resolution No. 1140 introduced by Councilman Weihe, Coffield second and carried by unanimous vote. Chief Jackson also recommended that two sergeancies be established in his department. The consideration of the recommendation of the Board of Review to the same effect agreeing with Lir Jackson's request, the Council ordered the positions established and that examinations therefore be held by the Personnel Clerk. Mr Jackson also asked that Walter A. Smith, now serving part time in the Police Department be promoted to Patrolman, first grade and that Maxine Salisbury, working now on an hourly rate be retained. Request approved on motion of Council- man Weihe, Coffield second. The Clerk having furnished each Councilman with information regarding the City's probable income for the fiscal year 1942-43 together with estimates of the amounts necessary to be raised for Library and Bond Redemption and Interest purposes, the tax rate for that year was set by the introduction of:- OPDINANCE NO 282 - AN ORDINANCE I.; -WING TAXES FOR THE FISCAL YEAR BEGI!NT.NING JULY 1, 1942 , introduced on motion of Councilman "•'eihe, Coffield second and by the same motion, ordered laid over for the statutory period of not less than five days. No objection was offered to the proposed transfer of an alcoholic beverage license from R.B.Lehr to Walter Lehr at 1181 N. Cherokee Lane. License applications Nos 398 to 401 inclusive were received, read and ordered to take the prescribed course The claim of C.;1.Knapp for damage to his auto top by a street tree limb was referred to the City Attorney. The Clerk was directed to forward the claim of Dr J.J.Seibel for $26.00 for services rendered to Edward Clinton, a minor, injured by electric wires at the City Baths, to the City's insurance carrier. City Engineer Yenning asked that his report on his attendance at the " Stanford University Bork Shop" during the past six weeks be postponed to Wednesday, next at 8 o'clock P.M., inviting the Council to be present at his home on 7alnut Street at that time. Claims as approved by the Finance Committee amounting to $30,879.88, including $570.00 premium on war damage insurance were approved by motion of Councilman Weihe, Riggs second. Fire Chief Farl May asked that Victor L. Galbraith be appointed from the eligible list establislged by due examination, as a Fireman for the probationary period of six months to serve during the absence of Charles L:Sherman, on leave. On motion of Councilman Rine, Weihe second, Mr Galbraith was so appointed, his employment to begin August 10, 1942 at the entrance salary of $ 145.00 Mr J.A.Fenning, Supt. of Public Utilities recommended that an agreement be drawn for use of city water on 5i acres belonging to A,Frey adjoining the City pump on the corner of Stockton Street and Kettlemen Lane, Frey to pay $60.00 per year for irrigation water. On motion. of Councilman Coffield, Riggs second, the Chief of Ptlice was directed to ab=ate the nuisance caused by milk trucks of E.N.Tretheway, SN cor Rose & Elm Streets. City Attorney Glenn 'fest reported that he had taken an -appeal from the judgement rendered in Superior Court in Shealor vs City of Lodi. On motion made by Mayor Bull, seconded by Councilman Coffield and concurred in by all members of the City Council, the City Council then adjourned in respect to the memory of George'M: Steele who died this morning after having served the City in many important capacities since the incorporation of the City in 1906, particularly as Mayor for ten years from 1932 to 1 42. ,cprev77 ed: City Clerk Mayor
