Wednesday, July 15, 1942. Present: Councilmen, Coffield, Riggs, Rinn, Weihe and Bull (Mayor) Absent: Councilmen, None. _ Minutes of last meeting held July 1, 1942 read and approved. So endorsed by the Mayor. PUBLIC HEARINGS: Dr Irving Ridenour, President of the Recreation Commission presented recommendations as to alterations and repairs necessary in the diving platform at Lake Park; repairs at the Bath House Building in Hale Park and asked that the Council consider adding toilets and additional water at Salem Square play -grounds. All recommeddations given favorable consideration, the building of toilets at Salem Square to be done when materials were available. This being the time and place for the reception of sealed proposals for alter- ations in the City Hall basement, the City Clerk reported in. writing that no bids had been received and that no plans had been taken out. On motion of Councilman Weihe, Coffield second, Resolution No. 1138, determining to do the work with materials on hand or not requiring priority rating and by day labor was adopted by the following vote: - AYES: Councilmen, Weihe, Coffield, Riggs, Rinn and Bull NOES: Councilmen, None. ABSENT: Councilmen, None. This also being the time and place set by notice duly published for the recept- ion of sealed proposals on Legal Publications for the fiscal year 1942-43, one proposal was received, that of the Lodi Times. This being the second publication of notice inviting proposals for this work, award was made to the sole bidder at the price named in his bid, viz, g 270 per column inch for first publication, 18¢ for second, 15¢ for third and fourth, fifth and sixth publications d 12¢ per column inch, by the adoption of Resolution No. 1136, introduced by Council- man Riggs, Weihe second and carried by unanimous vote of all members of the City Council. CO.WUNICATIONS: None REPORTS: The reports of the City Treasurer and of the City Clerk for the quarter ended June' 30, 1942 were received and ordered filed. Councilman Coffield and Councilman Riggs of the Parks Committee reported that the Locke mower in Lawrence Park was beyond repair. On motion duly made, seconded and carried, purchase of a Gravely mower with three mowing sections was authorized. The price to be $590.50 plus sales tax. U'NFINISHE'D BUSINESS: Payment of claims filed July 1, 1942 in the amount of $27,225.23 as approved by the Finance Committee was approved as of that date, the claim of C.C.Gross for refund on water charges being allowed for $6.00 only under the statute of limitations applying to sixth class cities. Informal proposals for war risk insurance were invited for submission to the Council at its next meeting. NEW BUSINESS : Notice of the resignation of Dr W.J.Co£field as Trustee of Lodi Public Library together with a recommendation that Dr Irving Ridenour be appointed to the vacancy thereby created was received from the Board of Trustees of Lodi Public Library. Acting favorably on this recommendation, Dr Ridenour was appointed a Trustee of Lodi Public Library by the adoption of Resolution No. 1135, introduced by Councilman Riggs, Rinn second, and carried by the unanimous votes of all members of the City Council. An agreement with W.S.Reese for the disposal of screenings from the City Sewage Disposal Plant was presented by City Attorney Glenn West and on motion of Councilman Coffield, Riggs second, execution of the same was directed by the adoption of Resolution. No. 1137, all Councilmen voting favor- ably thereon. Submission of projects for incorporation in the County Highway budget and a request for the setting of a date for hearing before the County Board of Supervisors was authorized by the adoption of Resolution No. 1139, introduced by Councilman Rinn, Weihe second and carried without dissent. 322 C71 T COLTNCIL CFA?'SERS -- CITY COU. -CIL � CITY KALL --- = Y OF LODI (minutes of July 15,1942, continued) The license application of Wanda Warren for a restaurant at 424 North Cherokee Lane was presented and ordered to take the course prescribed by Ordinance No 277 Recommendation of the City Engineer that the City obtain permission from J.N.Ballentyne for the removal and possible damage to grape vines north of Turner Road on the line of the Lincoln Street Storm Drain Outfall w4ere tunneling formerly contemplated would have to be abandoned in favor of open trench construction was approved and Superintendent of Public Utilities, John A. Henning was directed to negotiate with Mr Ballentine in the deterrdn- ation of the damage involved. At this time, Chief of Police Jackson presented the findings of the Board of Review submitted by the Personnel Clerk giving the names of the three candidates for Police Patrolman with the highest standing in recent examinations held to establish an eligible list for this position. Mr Jackson recommended that Mr Alvin T. Schnabel be appointed. Recommendation approved on motion of Councilman Coffield, Rinn second, the appointment to be for the probationary period of six months prescribed by ordinance. Chief Jackson also requested Council approval of Rules and Regulat- ions for government of Police Officers, submitting a copy of the same. At the order of the Mayor, this matter was referred to the Committee on Public Health and Safety. Fred W. Post, Superintendent of the City Sewage Disposal Plant asked for a relief operator so as to allow one day off per week and also to provide for vacation periods. He was authorized to attempt to secure a man on an hour- ly wage basis of 60¢ to serve until operator George Robles would be relieved from duty at the water works central station. Fire Chief Earl May requested consideration of tire needs of the Fire Department's truck drivers who are responding to all fire calls when off duty. The following order was issued and the Clerk directed to file a copy thereof with the local Rationing Board, viz: " The City Council of the City of Lodi, in the interest of the public health and safety, orders that all full-time paid firemen in the Lodi Fire Department respond to ail calls for fire apparatus and firemen when off duty". Entry of the above order was directed by motion made by Councilman Coffield, Weihe second and carried. The City Council then adjourned on nation of Councilman Weihe.
