This regular meeting of the City Council of the City of Lodi was
called to order by the Mayor at B:CO o'clock P.M. at the place and on the
date first above in these minutes written, Councilmen Coffield, Riggs,Rinn,
P:eihe and Bull (Mayor) present, none absent.
The minutes of the last meeting held June 3, 1942 were read, appr-
oved as read and so endorsed by the Mayor.
Mr Ralph B. Francis, Director of Recreation, made an oral report
stating that the present method of handling laundry at the Municipal Baths
on a piece basis with a commercial laundry showed a daily savings of about
seventy-four cents over the lump allowance formerly used. He also stated
that the candy consession at the same place would show a daily profit of
about $2.00. Mr Francis, having been called for service in the United
States Navy immediately, recommended that Mr Dick A. Smith, who had been
serving as his assistant, be retained until the Recreation Commission
had made it's recommendations and proper action had been taken by the
City and the two School Districts in regard to his successor.Mayor bull,
other Councilmen concurring, informed Mr Francis that the Council would
consider Mr Francis absence as "on leave", this bringing him under the
provisions of Resolution No 1066 relating to the positions of City employ-
ees called into or enlisting in the armed forces of the United States.
Mr Rolla J. Custer, representing former teachers and students at
Salem School, asked that the City accept the custody of the Salem School
bell now stored at Clyde Needham School and erect it on a suilable pedestal
at Lake Park, using the pillars from the old school building to supportaa
suitable covering for the bell. On motion of Councilman Riggs, Rinn second,
the Council accepted custody of this bell and directed the City Engineer
to construct suitable mountings.
COWUNICATIONS - Pacific Coast Electrical Association, Inc. urged
that the Council adopt the Uniform Electrical Code of that Association with
amendments to cover substitution of critical materials not allowed during
the present emergency. Communication ordered referred to John A.Henning,
Superintendent of Public Utilities for study and recommendation.
W.S.Reese applied by letter for a contract to haul coarse screen-
ings from the Sewage Disposal Plant, stating that he believed that $20.00
per month would be a reasonable compensation. Ordered referred to Committee
on Public Health and Safety for conference with Mr Reese and, if an agree-
ment was reached, that the City Attorney prepare a suitable contract for
submission to the Council at its next meeting.
Mr Charles C. Gross, 614 Nest Elm Street, asked a refund on a
claimed excess water charge of 50¢ per month from Fecruary 1940to May,1942.
The Clerk was directed to inform Mr Gross that he should submit the appl-
ication in the form of a claim against the City Treasury.
A letter transmitting a certified copy of a Resolution adopted
in the State Highway Commission on May 279 1942 abandoning that part of
State Highway No. 53 within the City limits to the City was received and
ordered filed. The City Clerk was directed to take the steps necessary to
have this reverted highway designated as a "Street oS Major Importance"
REPORTS - City Attorney Glenn Vest stated that he was in receipt
of an opinion of the Legal Counsel of the League of California Cities
giving his belief that moneys in the "In Lieu Tax Fund" could legally be
expended for the purposes of the Local Rationing Board.
Mayor Bull said that he had attended a meeting in San Francisco
where the problems of rationing had been fully discussed and that he had
received notice that equipment, supplies and personnel would be furnished
by the Federal Government, the City to furnish quarters and pay telephone
bills.
The Clerk was directed to ascertain if the Adjutant General would
allow the City to use the Armory Building, now under lease to the State,
for occupancy by the rationing board.
• At this time, Dr Irving Ridenour of the Recreation Commission,
Mr Earl Crandall and Amy L. Boynton of the Lodi Co-Ordinating Council

appeared and presented a written request that the City Council underwrite
the proposal to establish and maintain a "Day Care Nursery" project to
the extent of $500.00 for a six months period, the tentative opening date
to be on June 29, 1942. On motion of Councilman Rinn, Riggs second, the
City Council decided that it would underwrite this project in the sum of
$85.00 monthly for a period of not exceeding six months.
Mr John A. Henning, Superintendent of Public Utilities; Mr Clinton
Henning, City Engineer and Street Superintendent; Mr Fred W. Post, In charge
of the City Sewage Disposal Plant; lir W. G. Hurrle, Superintendent of Parks;
Mr Clarence S. Jackson, Chief of Police and Mr Earl May, Chief of the Fire
Department, being in attendance, the mayor informed them as heads of their
respective departments, that all expenditures should be restricted during
the present emergency and that work and materials should be strictly confined
to operation and maintenance. Expebditures for other purposes or involving
considerable expense, to be made only on specific authorization from the
City Council.
Councilman Robert H.Rinn of the Committee on Public Health and
Safety reported that his Committee had met and considered Fire Chief May's
letter of May 19th, read in the City Council May 20th, and that the Com-
mittee was unanimously in favor of the employment of a full-time fire chief.
Chief of Police C.S.Jackson addressed the Council in regard to
installing "black -out" lights on cars necessary to be moving on the streets
during black -out periods. He stated that sixty-six cars would need these
lights, costing about 840 for each light. Information was given that the
cost of installation would am::unt to from $7.50 to $9.00 per car. Mayor
Bull reported that the sum of $500.00 would be.necessary to establish
Red Cross Emergency Stations. No action taken.
At this time, Chief Jackson recommended that lir Herbert Dockter
be appointed temporarily to the position of Police Patrolman, to serve
until an eligible list could be established. The a:pointment was made
necessary by the absence of Patrolman Galen S. Stouder, called to service
in the United States Navy. Chief Jackson's recommendation was approved
by unanimous consent.
Mr Fred W. Post, Superintendent of the Sewage Disposal Plant,
reported on conditions at that plant, particularly as to the decreipt
condition of the Byron Jackson pumps and the speed reducers on the Dore
Clarifiers. Mr Post asked that provision be made to house cylinders of
liquid chlorine from the heat of the sun. At the order of the Council,
the City Engineer was directed to make provisions to remedy the causes
of complaint.
It appearing that it might soon be impossible to obtain liquid
chlorine in 150# cylinders, the Clerk was directed to write Dow Chemical
Company and see if this was a real danger, so that steps might be taken
to substiture 2,000# containers.
Superintendent of Public Utilities John A.He,ming recommended
that Harold G.Dutton's wages be increased from 50¢ per hour to 60¢ and
Clinton Henning, City Engineer asked that G.H.Nighswonger's pay.be raised
from 50¢ to 60¢ per hour. On motion of Councilman Waihe, Coffield second,
both requests were ordered granted effective from June 1, 1942.
Mr W.G.Hurrle requested a light truck for the Park Department to
take the place of the worn out truck now in use. City Engineer Henning
suggested that men and trucks from the Street Department could take care
of such hauling as could not be handled by the park pick-up.
At 11:00 o'clock P.H. Councilman Cof£ield was excused and left
the meeting.
Formal notice of the enlistment of Patrolman Galen S. Stouder.
in the U.S.Navy was received from Chief of Police Jackson, also, a form
for request for certification of applicants to fill the vacancy thereby C
created from the Department of Personnel. Applicants for this position
to serve for the duration of the present war. On motion of Councilman
Rinn, Riggs second, the Personnel Clerk was authorized to advertise for
applicants to this position and to conduct an examination therefore.

Notices from the State Board of Equalization of applications
for transfer of liquor licenses held by Fred Walter at 3-14 N.School Street
to M.A.Wein at the same address were read. No objections offered. Similar
notice of the application of W.A.1arenz, doing business as Cezecher Inn
at 114 N. Cherokee Lane for transfer to him of the wine and beer license
now held by John M. Delatour at 113 N. Cherokee Lane met with objection
and the Clerk was directed to file a protest against this transfer with the
State Board of Equalization.
Business License Applications Nos 371 to 391, first read on
May 20th were again read and there being no objections, licenses were
ordered granted.
Specifications for the Printing of Legal Notices, etc during
the year ending June 30, 1943 were approved by the adoption of Resolution
No. 1131 which also directed the Clerk to advertise for bids returnable
July 1,1942. This Resolution was introduced by Councilman Rinn, Wei.be second,
and carried by the assenting votes of all Councilmen present.
The Clerk was directed to investigate the cost and coverage of
"War Risk Insurance" and report to the Council.
The application of Mrs J. T. Harbin for permission to move a
9' by 12' frame building from 118 West Pine Street to 25 N.School Street
was ordered tabled.
Supermold Corporation, contemplating an addition tc_its plant
on North Sacramento Street for storage and assembly purposes, asked that
the City Council endorse its application to the Federal Housing Authority
and to the War Production Board for a "project rating". The Mayor was
authorized to approve this application by letter in the name of the City
Council by motion made by Councilman Rinn, Riggs second.
Mayor Bull asked that all heads of departments make a survey of
materials on hand to ascertain if there is any unused rubber that could
be contributed to the national rubber drive.
Warning.that householders must discontinue throwing refuse on
the streets and in the gutters was.again issued by.the Council as provis-
ions had been made with Sanitary City Scavenger Company to remove this
material when properly boxed near private garbage cans.
P:. F. Meeske, Personnel Clerk, filed a proposed classification
of salaries and wages in compliance with Section 4, Paragraph (e) of
Ordinance No. 276 but adoption was postponed to enable the Councilmen to
consider it for a longer time than was then available.
At 11:45 o'clock P.M. the Council was called into executive session
by.the Mayor and the room cleared, returning to open session at 12:07 A.M.
of June 18th.
On motion duly made, second and carried, City Attorney Glenn West
was directed to prosecute and appeal from the judgement to be rendered in
Case 32382, Department 2 of the Superior Court of San Joaquin County,
F. Shealor vs The City Council of the City of Lodi as set forth in the
Memorandum of Opinion filed June 16, 1942. _
The Committee on Public Health and Safety recommended that Earl May
be employed as full time Fire Chief for a probationary period of six months
from July 1, 1942 at a salary of $225.00 per month, the services of the
present First and Second Assistant Fire.Chiefs to cease on the same date.
The recommendation was approved on motion of.Councilman Riggs, Rinn second.
At 12:34 A.M. of Thursday, June l8th,1942 the City Council adj-
ourned on motion of Councilman Weihe.
