NESDAY, April 15,1942 This regular meeting of the City Council of the City of Lodi was called to order by the Mayor at 8:00 o'clock P.M. at the place and on the date first above in these minutes written, Councilmen Bull, Riggs, Rinn, Wei -he and Steele, (Mayor), present, none absent. The minutes of the last meeting held April 1, 1942 were read, approved as read and so endorsed by the Mayor. PUBLIC HEARINGS: Mr Merlin N. Drucquer, representing Lodi Civitam Club, renewed that club's application for financial assistance in securing the 1943 annual convention presented March 4th, and on motion of Councilman Riggs, '-deihe second, the sum of•$30.00 was a_:;propriated and allowed for this purpose. CO.'&&TNICATIONS & REPORTS: Notification of the proposed transfer of the liquor licenses held by Herb Reimche, 31 N. Sacramento Street to Joseph Vierra was received from the State Board of Equalization. The application of R. D. McClure for leave of absence during his employment in the training of personnel for governmental flying service was laid over for investigation. Mayor Steele filed a letter from Public Administration Service stating that none of their staff members was available to assist in the inauguration of a personnel system in Lodi. Mayor Steele stated that he had secured a commitment from the Division of Local Assistance of the State Personnel Board, whereby it would send one of its employees to consult with the local Personnel Board at some convenient time. Reports from the Chief of Police and from the City Poundmaster, both fdr the month of March, 1942, were received, read and ordered filed. The Quarterly Reports of the City Clerk and of the City Treasurer for the period ended March 31, 1942 were also presented and ordered filed. The City Clerk filed a report on the Bi -annual General Municipal Election held April 14, 1942. UNFINISHED BUSINEESS: The application for endorsement of the Flood Control Association of the Lower San Joaquin River; the appointment of a custodian for governmentally issued protective equipment and ordinances establishing Auxiliary Police and Air Warden Service were ordered held in abeyance for future action. NEW BUSINrrSS: Chairman +Weihe of.the Park Committee requested use of Lawrence Park on May 15 & 17 for a Boy Scout's Camporee. application ordered granted. Councilman Bull, orally presented recommendations from the Recreation Co.^.=ssion, (1) that office space be provided in the City Hall for the Director of Recreation, (2) that Mr Ralph B. Francis be appointed Director of Recreation at a salary of $2,800 per year with an auto allowance of $20.00 monthly. On the first recommendation, on the suggestion of City Engineer Clinton Henning, the Council ordered that a staiway to the basement be provided from the west end of the City Hall so that more space would be available. The second recommendation :vas approved by the adoption of Resolution No. 1120, introduced by Councilman Rinn, Riggs second and carried by the assent- ing votes of all members of -.rhe 9ity Council Business License Applications Nos 349 to 353, first read March 4,1942 were read for second time and licenses ordered granted. First reading of Application No 354, San Joaquin Lumber Company, was had, the Clerk reporting that the applicant was orderiag the proper bond. Mr Robert H. Rinn tendered his resignation as a member of the Board of Trustees of Lodi Public Library, stating that he did not believe that he should serve on the Library Board and the City Council at the same time. Mr Rinn's resignation was accepted and Mr Arthur N. Marquardt was appoint- ed to fill the rest of Mr Rinn's term of office by the adoption of Resolution No. 1119, introduced by Mayor Steele and approved by the follow- ing vote: AYES: Councilmen, Steele, "+eche, Bull, Riggs and Rinn NOES: Councilmen, None. ABSENT, None. On motion of Councilman "*eihe, the City Council then adjourned.
